The Government of India has dissuaded junior police officers from escorting

O P Choudhary has been conferred with the Bhartiya Manavadhikar Samman-2014
by All India Council of Human Rights, Liberties and Social Justice for
his outstanding and innovative works in Naxal infested district Dantewada

Justice Shiavax Jal Vazifdar to be Acting CJ of P&H High Court
Justice Shiavax Jal Vazifdar will be the Acting Chief Justice of the

Vijay Kumar Dev is likely to succeed K K Sharma in Chandigarh as UT

No suitable candidate found for Director (Fin), BVFCL
The Public Enterprises Selection Board (PESB) has failed to find the
suitable candidate for the post of Director (Finance), Brahmaputra Valley
Fertilizer Corporation Limited (BVFCL) at the selection meeting as only
one candidate turned up for the same. The Board has recommended the
Department of Fertilizers to explore the possibility of appointing a
candidate on deputation basis.
Two IRS-IT officers transferred to different
regions
Two IRS-IT officers have been transferred and posted at different regions
at Additional/Joint Commissioner level. Accordingly, Dr Dayainder Singh
Sidhu has been posted to Principal CCIT (IT&TP), Delhi office in
NWR region while Tanuj Kumar Neogi was shifted to Bihar & Jharkhand
in West Bengal & Sikkim region.

Can the IAS Justify Its Existence ?
A reading of "Whispersinthecorridors.com" suggests that a
recent conclave of some IAS officers opined that Delhi is now "kalapani"
for them. Under the present dispensation officers at the Centre have
long hours, have to work hard, have no recreation or entertainment and
enjoy no perquisites or privileges. In the States they have power, pelf
and perquisites.
A Service created to be Spartan and elite, which accepted rough living
in the districts to serve the people, a Service in which a person who
sought a soft job was looked down upon as a sofa snake or poodle faker,
a Service which the people trusted for the integrity and commitment
of its officers, has now become a group of self seeking, avaricious,
sycophantic, even corrupt and lazy bunch of no-gooders who are feeding
off the living body of this nation. Comfort rather than the rough pleasures
of the field, the drawing room rather than the chaupal, personal greed
rather than a life of austere simplicity is what the Service has achieved
as a level of degradation. Does such a Service justify its existence?
Should the nation continue to support officers who will not do their
duty, look only to their own benefit and care not a jot for the people?
I think the answer.
Go disgrace yourself, commit deeds which will destroy the Service, but
do not besmirch the name of the Service of which I was so proud to be
a part and of which I am thoroughly ashamed today. I consider officers
who shy away from the service of the people to be vermin, criminals
who must be exterminated.

Need for civil service reform has been felt for far too long. No system
of weeding out the deadwood exists , therefore early age for retirement
at 55 - 58 is justified and the meritorious will always find new pastures
and opportunities both within and outside government. A screening system
at 55 must be put in place to screen and retire IAS and other officers.
Those who clear the bar can go on till 60 and after second screening
continue till 65. Early retirement based on performance screening will
make the Indian bureaucracy accountable and achieving. Hope the decisive
government can take such a decisive step.

Experience of dealing with insurgency must
Any Officer to be assigned the post of CRPF should have preferably
experience of serving in CRPF or at the minimum dealing with insurgency
in LWE or J&K or North East. He should serve the Force for minimum
two years. The appointment should be objective based which should be
assessed periodically by MHA.

No Swatchh Bharat Abhiyan in Northern Railway headquarters
I just visited Baroda House, the headquarters of Northern Railway.
It seems the Swatchh Bharat Abhiyan has not touched this place. While
the complex was crowded with haphazard parking of cars, I found the
stairs of the Annexe building I visited quite dirty and the section
where I had a small job was in the same old dismal condition with damp
walls, cobwebs and cluttered tables. I do not think we can turn India
clean as per our Prime Minister's vision till people develop the habit
to keep their surroundings clean. Dirty offices are epitome of inefficiency
and I found one this morning.

Only Government has changed not the bureaucracy. Still the same builders
are running the show. People say that D is running another D. First
D stands for DLF and another DDA...

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
