DEBATE (1)Don't reduce retirement age
"Retirement age of government servants should not be reduced. In
fact, it should be increased suitably. Reasons for this have been discussed
in detail by many of us- increase in life expectancy, delayed marriages
and consequent unsettled children, optimum utilization of the experience
gained by government servants over the years etc. etc. It is more important
that jobs are created in the private sector which is much more lucrative
now. BJP government should take a decision on this issue with great
care. "

DEBATE (2) Idea is far fetched
The notion that reduction of retirement age in civil services will usher
in more efficiency is far fetched as long as the system remains the
same. Caste and religion based recruitment for more than 50% of the
vacancies and the ministers' quest for coreligionists and co castes
in their departments are playing havoc with efficiency and creating
cesspools of corruption. An example is that of the Kerala IAS officer
with lots of allegations of corruption pending against him and a blue
eyed boy of ruling UPA partner, Muslim League was caught by the vigilance
for DPA(till now it is 50 crores).In almost all most states, CS has
no powers in nominating IAS officers to various departments, such powers
resting on ministers. The allegedly corrupt officers do not even want
their ACR to be initiated by CS.

DEBATE (3)Weed out dead wood instead
Retirement age at 58 from the existing 60 years when it was in force
for last 16 years is a knee jerk stuff. Instead, they should weed out
dead wood; can they bring in objective reviews from 55 years on and
only the effective ones survive. Rest should get back to home. As it

"Indian Administrative Services" to "India Development
Services" or "India Management Services"

I like the caption "the credibility of Modi government is established"
in respect to Anil Sinha, CBI chief. The credibility of Modi Government
is established in other case also when the big Education Mafia and CBSE
Chairman Vineet Joshi extension is denied and repatriation is made.

but the integrity is ensured by denying his extension even after the

When Chief secretary himself is corrupt !
Things have now come to such a pass that the chief secretary of the
state himself is corrupt, power-crazy, holding malice against individual
officers, and acts as a cheap lackey of the ruling politicians. No wonder
that the officers have no respect or faith in such a babu and do not
want their ACRs to be written and spoilt by such a chief secretary.

Similar ban is badly needed in CBEC. Sepoys for luggage and inspectors
for protocol for IRS officers on tour. This does not stop here. Even
family members get facility.

Look into discontent within cadres of group A services
The Government needs to look into the deep discontent brewing within
the cadres of group A services like the IRAS ,IRPS .IRTS where officers
ofeven 1986 batch have not been empanelled for posting as Joint Secretaries
in the Central Government !

Don't abolish RTI
RTI should not be abolished. If there is case of extortion then somebody
in the Government has done wrong and he/she is heeding to the request.
IPC has several provisions relating to extortion. If the Government
servant feels that he is being extorted, then he has the freedom to
invoke IPC.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
