SAIL's Bhilai Steel Plant wins National Energy
Conservation Award 2014 (UPDATED)
Bhilai Steel Plant, the flagship unit of Maharatna SAIL has won an award
in the National Energy Conservation Award 2014, in the Integrated Steel
sector, on the basis of the improvement in its energy performance over
the previous year, 2012-13 in an award function on December 14, 2014.
Energy conservation initiatives at SAIL's Bhilai Steel Plant have led
to a saving of Rs. 364 crore during the financial year 2013-14. Bhilai
Steel Plant has won this award for achieving a 5% saving in thermal
energy consumption and savings of 2% in electrical energy consumption
over the previous year. This has been possible due to concerted efforts
by all departments of BSP to reduce energy consumption by undertaking
energy saving schemes as well as minimizing wastage and judicious distribution
of available fuel resources to various departments by the Plant's Energy
Management Department, so as to maximize consumption of by-product gases
that are generated in-house. Steps were simultaneously taken to reduce
consumption of purchased fuels like boiler coal, furnace oil, etc. Chairman,
SAIL C S Verma, complimented Bhilai Steel Plant on being adjudged the
Best Integrated Steel plant in the National Energy Conservation Award
2014. He lauded the plant's efforts for achieving energy efficiency
in various areas of operation and urged the plant collective to continuously
improve this performance in the future. Instituted by the Government
of India, the National Energy Conservation Award is a prestigious award
given every year to give national recognition to the selected Industrial
units who have made systematic and serious efforts for efficient utilization
and conservation of energy and reduction in energy consumption on year
to year basis. The award is given to industries of various sectors like
Iron & Steel, Textiles, Aluminium, Paper & Pulp, Hospitality,
Health Care, Tourism, etc. The evaluation criteria are very stringent
and the evaluation is done by an award committee comprising of industry
experts from various industrial sectors. In fact, it is the highest
national level award for energy conservation. The selection criteria
are stringent and marks are awarded on the basis of energy savings year
on year.

DEBATE- RETIREMENT AGE
With the BJP government in Haryana lowering
the retirement age of state government employees from 60 to 58 years,
it is being rumoured that the next in line will be Delhi government
(after the polls) before being implemented by the central government
in the months to come. How far is it fair ?

DEBATE (1) Retirement Age
I am in full support to the reduction of age of retirement from present
60 years to 58 years. It will not only create employment opportunities
to the youth but also get rid off the sizeable chunk of the inefficient
govt employees. It is a proven fact that newer generations are more
confident, competent & efficient than the older one IT sector is
an example of it. It will also help in reducing burden on public exchequer
as cost per employee will also come down.

DEBATE (2) Retirement Age
Retirement age in Central Government offices should be increased to
70 years. Most of the Central Government employees are getting their
salary disproportionate (much in excess) to their service contribution
to the Government. By sitting idle where else one can get their salary.
Anyway there are lot of financial disparity in the Society. By maintaining
that status let the government allow the present lot of employees continue
in service till 70 years of age if not more.Forget about efficiency,
effectiveness and all other trivial things in government offices and
also unemployment and frustration of youth. These are creations of God
!

DEBATE (3) Retirement Age
I often follow your website alongwith my office colleages. Is there
a proposal of making retirment age as 58 yrs in the Modi Government
beig discussed for few days now. Kindly throw some light.

Why this discrimination with CAPF officers and jawans ?
I was reading that CAPF officers and jawans retire at the age of 57
years except those rising as DIG and above. Why this discrimination
with them when every one in central govt retires at 60. Also their compatriots
in Assam rifles & CISF retire at 60. I was reading an article in
Force wherein it has been mentioned how CAPF cadre is being discriminated
in pay and promotions as also age.Think over.

Finance Minister: Do not need subsidy
Finance Minister had a discussion in parliament that Rich do not need
subsidy for LPG. It is to be remembered that charity begins at home.
Let it should start from Parliament Canteen where highly subsidized
food items are provided, then sprawling bungalow in LBZ and NDMC area
occupied by MPs, Ministers, Political Parties at nominal license fee,
free electricity, water, telephone being used by MPs and Ministers,
free lap top being used by MPs and Ministers: all these to be withdrawn
immediately and they should pay market rates and of actual usage as
they can pay and have capability to pay. They do not need any subsidy
or concession as it is being provide from tax payers money. It is easier
to tell others, rich can pay LPG charges at market rates and do not
need subsidy. If it is to be withdrawn then uniformly to be withdrawn
without any discrimination of rich and poor. Who enjoys maximum perks
and subsidy in their daily life? It is known to everybody. It is not
understood why LPG subsidy to be withdrawn for rich which is undefined
why not uniformly from all? Create uniform society where every body
is treated equally.

Medical college - a decent business proposition
A medical college is a decent business proposition and hence the interest.
It is in larger public interest also. The capitation fees industry in

Destruction of records during the pendency of RTI application
An application was filed under the RTI Act seeking information
regarding appointment of Associate Professor. The Public Information
Officer (PIO) replied that no such information was available.
The CIC did not accept the claim of the respondents that the record
is weeded out without showing their Weeding out Policy, especially
when an RTI application is pending in respect of that record.
The CIC observed that if the record is weeded out during the pendency
of the RTI application, they will be held responsible. Referring
to the Public Records Act, 1993, the CIC asked the PIO to submit
a certified copy of the record retention schedule followed by
the public authority and the file noting with respect to the appellants
file which had been weeded out, along with the date of destruction.
Comments
Even if the records have outlived the time prescribed under weeding
out policy, the same cannot be destroyed if an application under
the RTI Act is pending. If any such records are destroyed, a demand
can be made for imposition of penalty under Section 20 of RTI
Act.
