DEBATE (1) Retirement Age

Before LS election some media created a hype of raising of retirement age from 60 to 62, which raised some hopes among the CG staff members as they were reeling under severe burden of social and family obligations, and they were expecting the same from the previous government to raise the retirement age. But ultimately it did not came, and Cogress party reduced to meagre 44 seats. Again the media is creating a hype of reducing the retirement age from 60 to 58 (60 was the blessings of which Hon'ble Vajpai ji) creating a fear psychosis among the senior staff members, who have made a calculated plan to lead a happy retired life after retiement will jeopardize not only their lives but also the family members who are yet to get settled. This social obligation the present government cant shake off, on some plea. The present employees who are due to retire during the next 5-10 years didnt have much channels of employment as the present youths are getting, the major employer is the private sector and the MNCs and not the government sector. During those days no MNCs were existing and not even much private companies were too, they get the employment at the later stage of their life in government sector and still major of them are yet to fulfil their liabilities like marriages of daughters, education of children, housing, etc. etc. I full agree with the comments of KB if the retirement age is reduced it would surely - CHEATING TOM TO PAY PAUL. Cogress government probably backtracked from raising the retirement age thinking of a political setback, which backfired. So the present government should restrain itself from reversing the decision which Vajpai made.

DEBATE (2) Retirement Age


It is improper and unjust to lower the retirement age to58yrs,It should be noted thatfor certain services such as teaching and judiciary etc the age is more than 60 yrs. Why so? It may be just because of taking advantage of their experience. This is applicable to all category of services. Besides above, better medical and health services availability has increased life expectancy due to which there is no problem in serving upto 65 years. There does not seem any logic behind lowering retirement age as this has no relation with creation of more job. Rather non utilisation of services of experienced persons in the national interest, shows refusal of skill utilisation. In fact jobs are provided mostly at the induction level which has no relation with lowering of retirement age. It is further to note that in various fields consultants and advisors are appointed by the government including part time directors from among the retired persons of much higher age to take advantage of their experience in the national interest. Those people are also humans to perform the job after more than 60 yrs of age. then why a person can not serve the nation upto 65 yrs. It is also important to note that there is no age bar for the politicians who control the overall policy and system of the entire nation. The President, PM, Governors and Ministers have no retirement age. The irony is obvious. These constitutional post occupants shoulder the future of the country are always considered fit to work at all ages then why not the citizens of the country are allowed to work upto 65 yrs at least. In fact it is totally unjust to lower the retirement age to58.it should rather be raised to 65 yrs with parity to all category of services otherwise achhe din aanewale hain will become achhe din jaanewaale hain for the entire nation. It is expected that present pm will take care of all aspects and will increase the retirement age to 65 for all category of professionals to have parity and equality.

"Good Riddance"


Modi's decision to scrap the Planning Commission ( PC) is a welcome step. Set up in 1950 by a GOI's resolution, the PC had lost its relevance and utility. It was a drain on non-Plan expenditure. No wonder, the commission was permitted by MOF to renovate the washroom of Dr Montek Singh Ahluwalia, its Dy Chairman in Yojana Bhavan costing Rs 35 lakhs (non-Plan). Later, under Media pressure, it was thrown open to public. The Congress-led UPA misused the Commission to rehabilitate its favourites as Members ,enjoying status and privileges of MOSs. The quality of deliberations in PC leading to allocation of Plan resources, had become lacklustre, arbitrary and irresponsible. Decisions were taken on personal and political considerations. Discussions were a charade and merit became the casualty. Sheer waste of manpower. Empowering States with more say in Plan allocation, will strengthen country's co-operative federalism. The PMO should now spell out the format, Vision and Mission statements of the replacement body .

This is really harassment with other staff/officers of Airport Authority of India. Sr. Officers didn't call their staff/officers who posted on LOAN BASIS in Airports Economic Regulatory Authority of India, Statutory Body of Civil Aviation Ministry. Why not call them back in parent cadre?

Blacklisted companies ko bhi contract diye jate hai. Kyu ? Yeh tender aur contract ka procedure mani Ministry ke jariye hi hona chahiye. System kab sudherega.

In Airports Economic Regulatory Authority deputation posts are vacant because of AAI Staff/Officers. Secretary of AERA, who doesn't want to fill vacant deputation post.

Destruction of records during the pendency of RTI application

An application was filed under the RTI Act seeking information regarding appointment of Associate Professor. The Public Information Officer (PIO) replied that no such information was available. The CIC did not accept the claim of the respondents that the record is weeded out without showing their Weeding out Policy, especially when an RTI application is pending in respect of that record. The CIC observed that if the record is weeded out during the pendency of the RTI application, they will be held responsible. Referring to the Public Records Act, 1993, the CIC asked the PIO to submit a certified copy of the record retention schedule followed by the public authority and the file noting with respect to the appellants file which had been weeded out, along with the date of destruction.

Comments

Even if the records have outlived the time prescribed under weeding out policy, the same cannot be destroyed if an application under the RTI Act is pending. If any such records are destroyed, a demand can be made for imposition of penalty under Section 20 of RTI Act.
