Mobile Application & Digital Calendar -First time in the history of DAVP

Ministry of Information & Broadcasting through Directorate of Advertising & Visual Publicity (DAVP) has launched a Mobile Application in tune with the "Digital India" objective of the Prime Minister, Narendra Modi. The Mobile App incorporates the Digital version of the official calendar of the Government and provides access to the latest tweets from the PMO, the YouTube Channel of the Ministry of Information & Broadcasting, and the Press Releases on PIB website. The Digital Calendar incorporated within the app is designed with a purpose of spreading socially relevant messages which would be accessible on real time basis through mobile phones. In addition to being a window for all websites of Government of India, this informative application would serve as a planner to the users bringing news updates from All India Radio and DD News. The Mobile App was developed for Android platforms initially which would be made available on other mobile platforms also in due course of time.

HAL conferred PSE Excellence Award

Hindustan Aeronautics Limited (HAL) has been conferred the PSE Excellence Award 2014 for 'Corporate Governance & Innovation in Business' by the Indian Chamber of Commerce (ICC) today at the 5th Summit on India: Public Sector Agenda organized by Indian Chamber of Commerce with the support of Department of Public Enterprises and Ministry of Heavy Industries. Dr R K Tyagi, Chairman, HAL received the award from Ram Naik, Governor of Uttar Pradesh at New Delhi. PSE Excellence Awards constituted in 2010, is an initiative to salute the industry game changers and recognise contributors to the Indian economy in view of the positive role played by the PSEs in addressing global demands. A conclave was also organised to take view of PSEs space from a global perspective, highlight the achievements and check readiness of PSEs in global supply chain. Speaking on the occasion, Dr Tyagi said,"Although Public Sector Enterprises are a force to reckon with, there is an impending need to re-energize the public sector and focus on diversification to tap new markets." He reiterated that HAL is committed to making Government's 'Make in India' initiative a reality and help transform India as a manufacturing leader. Dr Tyagi outlined an agenda on improving competitiveness of Public Sector Enterprises and also stressed on unshackling the potential wherein PSUs can contribute significantly to the GDP of our country. It is highly imperative that the CPSEs be accorded with commensurate autonomy and flexibility for addressing Technological, Policy/Operational, Export and Human Resource related issues effectively. Dr. Tyagi further detailed HAL's future roadmap and highlighted that a major portion of India's defence capital expenditure in future will be attributed to Air Defence plat form modernization. He stressed that HAL is making efforts to build strategic partnerships and boost our indigenization efforts and has already developed a supplier base of over 2400 business partners across the country.

DEBATE (1) Retirement Age

Flip flop is certainly not the characteristic of promising, visionary and development minded leadership. Again it is not a good idea to reverse decision without going into merits and demerits. After system is well entrenched and dust has finally settled there is no use crying hoarse except when you wish to indulge in exercise in futility or you are looking for lame excuse for your indifference and lethargy. Frankly there may not have been many takers of the decision of extending age to sixty years for considerations inter alia longevity experience and financial exigency in view of more pressing woes of younger generation in regard to monstrous rising unemployment and menacing deprivation those days specially with anathema of global downturn looming large. But once a decision has become reality fait accompli. No successive government should take recourse to fickle mindedness, dilatory or procrastinating tactics on a dead issue. In stead of making political capital out of a non issue they should devise ways and means to create avenues of employment, business and enterprise for the teeming millions of this country specially educated youth growing restive. Let new initiatives in skill development, job oriented education and professional training create a launching pad for new horizons of livelihood with dignity. In fact govt sector employment is a minuscule minority and no panacea for vast majority of this country. The need of hour is full scale preparedness to take to new ideas, innovations technology, ameliorate talent with skill, attract investment in human resource, incentivise income and employment generating sectors, extirpate corruption and nepotism, reward honesty and sincerity. Instead of shifting goalposts, government will do well to envisage, evolve and implement multipronged strategy to overcome scourge of unemployment.

I am sure government will base its decision on sound merit, however would suggest that government should bring parity in the retirement age of CAPF personnel with central government employees. CAPF personnel minus a few retire at the age of 57 years where as personnel of Assam rifle and CISF retire at 60 years. Age of retirement must be same for all government employees and there should be no discrimination. Whatever decision government takes will be welcome but have one age for all.

It is a right decision. Jobs are required for the youth. Most of the Older people are not able cop up with technology. Hence the retirement age should be reduced to 58.

Is it not funny?

The politicians who are either not qualified or least qualified and are making all the policies of the Country for running the administration continue to hold the coveted posts of Ministers, Governors, President, Vice Presidents, Speakers of Lok Sabha/state assemblies, MPs/MLAs far beyond the age of retirement prescribed for the Central & State Govt. Employees. Some of these persons are in their seventies and Eighties and still found to be fit by this politicians class for SERVING /LOOTING THE COUNTRY? Some blue-eyed Central & State government employees are also given extensions beyond age of retirement and plush appointments as CVC and other constitutional posts then why not take a holistic approach to fix the age of retirement for all those Govt. Servants including Central/State employees, politicians uniformally allowing no discretions at all to anybody in the Govt. This is the situation in all the successful democracies abroad. The differential age of retirement for rulers/politicians and Govt. Servants had been prescribed by the British Rulers and need to be reviewed by the Modi government which is advocating revolutionary reforms of the polity. Otherwise it s perpetuation of the Old wine in a new Bottle concept to fool the masses.

Ignorant place for the patients


The metro hospital, sector 11, Noida is an ignorant place for the patients belonging to CGHS benefits. They avoid and even spoil the case and patients die. There is no one to speak against Dr Purushottam Lal who had been the Physican attending Harkishan Singh Surjit and others.The ladies are worst ignored. They do not have ultra sound machines. Only one machine with rotten reception and doctors are there. The MRI people are hardly trained for the job and the staff are not as they themselves run nursing school and get lowly paid nurses who are not trained to look after the patients. Dr Banerjee dealing with the diabetes calls patients to his own clinic and charges handsome amount. Is this the way of handling the patients ? CGHS is not taking action against Dr Purushottam. He should be blacklisted and his hospitals the business shop should be closed.

Misuse of government funds


Misuse of government funds by IASs and IRSs in many offices. They use Govt. Vehicles as well as Private vehicles but not entitled for vehicle and draw Transport Allowance, organize parties/farewels from govt funds, uncountable newspapers and magazines at home and office, also avail ROYAL facilities. They make rules only for Gr. B, C, & D and no rule for Gr. A.

Only govt has changed


Only government has changed ,every thing else is same .I continue to be on compulsory wait for over two years now by officials who do not have powers to do so .I understand that this power vests only with Government of India .Even officials under suspension when start getting full pay as subsistence allowance ,their suspension is revoked and government starts taking work from them .There are insistence on attendance ,punctuality etc but what about this compulsory wait of 45 months

It is Government of India only which can afford to promote 6 officers at DDG level in DGS&D and keep them without work for more than a month. What a waste of resources and tax payer money.

DATE WITH RTI

Destruction of records during the pendency of RTI application

An application was filed under the RTI Act seeking information regarding appointment of Associate Professor. The Public Information Officer (PIO) replied that no such information was available. The CIC did not accept the claim of the respondents that the record is weeded out without showing their Weeding out Policy, especially when an RTI application is pending in respect of that record. The CIC observed that if the record is weeded out during the pendency of the RTI application, they will be held responsible. Referring to the Public Records Act, 1993, the CIC asked the PIO to submit a certified copy of the record retention schedule followed by the public authority and the file noting with respect to the appellants file which had been weeded out, along with the date of destruction.

Comments

Even if the records have outlived the time prescribed under weeding out policy, the same cannot be destroyed if an application under the RTI Act is pending. If any such records are destroyed, a demand can be made for imposition of penalty under Section 20 of RTI Act.
