CBI registers 45 cases against VVIPs
The Central Bureau of Investigation (CBI) has registered as many as 45 cases against Very Very Important Persons (VVIPs) including union ministers, MPs and ex-ministers of state since 2011. A total of 12 cases were registered in 2011 while 15 in 2012 and nine in 2013. Besides, nine cases have also been registered in 2014.

2ndCIINCA Meet deliberates strategy on import substitution
With increasing focus on achieving self-reliance in defence, Confederation of India Industry's National Committee on Aerospace (CIINCA), under the Chairmanship of Dr R K Tyagi, Chairman HAL, deliberated on various strategies for the aerospace sector in its second meeting the other day. Key issues put forth during the maiden meeting such as strategy on import substitution, proposal on taxation, collaboration with foreign OEMs, developing supply chain, promoting Indian Tier-1, Tier-2 companies and SMEs through structured programmes were discussed further by the leaders from national and international companies like SAAB India, Safran India, Mahindra Aerospace, Raytheon, Maini Aerospace, Rolls-Royce India and more. Dr Tyagi called for national and international cooperation to develop ground-breaking technologies. There is a need to align Defence Trade and Technology Initiative (DTTI) in Buy and Make (India) Projects especially in Regional Transport Aircraft (RTA), Mi-17 Upgrades, Reconnaissance and Surveillance Helicopter (RSH) of Indian Army and Naval Multi Role Helicopters (NMRH) of Indian Navy. The committee headed by HAL Chairman was formed to create a vibrant aerospace manufacturing and service sector through unity of efforts from not only Government, PSUs but also private sector, multi-national companies and research organizations.

HAL spearheads initiatives for 'Make in India' drive
"Public-Private Partnerships in Aerospace is the need of the hour in order to propel Government's indigenization efforts through 'Make in India' and become a world leader in defence," said Dr R K Tyagi in his address at the first 'Make in India' Public-Private Partnership Meet organized jointly by HAL and Confederation of Indian Industries (CII) at Dr V M Ghatge Convention Centre here in Bengaluru the other day.

The 79 years old Institute, started in the year 1935 during the British rule has 15 different branches of the engineering field with lakhs of engineers as its members. The degree certificate issued by this Institution is considered on par with the engineering degree awarded by the Indian Universities. The Institution has been conducting engineering congress every year since 1987. This year Governor of Andhra Pradesh & Telangana ESL Narasimhan inaugurated the 29th Indian Engineering Congress , an annual conglomeration of technocrats and experts in the engineering field from all over the country, at Visvesvaraya Bhavan , Hyderabad which is being organized from 18.12.2014 to 21.12.2014. The National members of the Institution of Engineers (India) also participated in the inauguration. During the Inaugural function of the 29th Indian Engineering Congress B. Surender Mohan, CMD, NLC was conferred with the "Best Industrial Relations Award". The award was presented by the Governor of Andhra Pradesh & Telangana ESL Narasimhan in the presence of Er. HAL bags IEI industry excellence award 2014 (UPDATED)
Hindustan Aeronautics Limited (HAL) has bagged the IEI Industry Excellence Award 2014 for 'Business Excellence in Manufacturing and Processing' during the 29th Indian Engineering Congress held at Hyderabad today. Mr. Sunil Kumar, General Manager (HAL Avionics Division) and Mrs S Thenmozhi, General Manger (HAL - SLRDC) received the award on behalf of HAL from ESL Narasimhan Governor of Telangana and Andhra Pradesh. The award is an initiative of the Institution of Engineers (India), the largest multi-disciplinary body of professional engineers, to accord social recognition to the contribution of pioneering industry leaders in the rapid economic growth of the nation. The theme of the 29th Indian Engineering Congress was "Technological Innovations and Economic Growth - India's Emerging Role." he total Illicit Financial Outflows from India between 2003 & 2013 were $439 Billion-$94.8Billion of that in 2012 alone. Now India ranks 4th in the world. To put the figure in perspective, the $439billion of outflows come to about 23% of India's GDP in 2013($1.87 billion). Alarming part is that an alarming Rate of 9.4% a year-twice as fast as Global GDP. Sources of Illicit Financial Outflows are-Deliberate trade mis-invoicing, and due to leakage in Balance of payment. Major consequences for developing Economies are-funds could have invested in local businesses, Healthcare, Education or infrastructure. Who is responsible? This menac must be investigated

MCI controls medical education
The MCI controls medical education in the country, 15,000 crores are generated every year by capitation fees ( Black Money). The country has seen shifting of a Health Secretary - Mr Desiraju in February 2014 and a Cabinet Minister In October 2014 from Health Department. Incidentally both of them had taken a stand to set things right in MCI. The working of Heath Ministry has witnessed 4 persons in past 6 months to the position of Director- Medical Education, yet another coincidence??

Destruction of records during the pendency of RTI application

An application was filed under the RTI Act seeking information regarding appointment of Associate Professor. The Public Information Officer (PIO) replied that no such information was available. The CIC did not accept the claim of the respondents that the record is weeded out without showing their Weeding out Policy, especially when an RTI application is pending in respect of that record. The CIC observed that if the record is weeded out during the pendency of the RTI application, they will be held responsible. Referring to the Public Records Act, 1993, the CIC asked the PIO to submit a certified copy of the record retention schedule followed by the public authority and the file noting with respect to the appellants file which had been weeded out, along with the date of destruction.

Comments

Even if the records have outlived the time prescribed under weeding out policy, the same cannot be destroyed if an application under the RTI Act is pending. If any such records are destroyed, a demand can be made for imposition of penalty under Section 20 of RTI Act.
