Dozens of Additional Secretaries and Joint
Secretaries in MEA
When senior officers of the Ministry of External Affairs were introduced
to the new Minister Sushma Swaraj, she was surprised at the number of
Additional Secretaries (almost a dozen) and Joint Secretaries (almost
four dozen), In the old days, IFS officers became additional/ joint
secretaries in MEA when IAS officers became ASs and JSs in other ministries.
IFS officers pointed out that in the states the IAS officers get the
pay scale of Joint Secretaries and Additional Secretaries much earlier;
so MEA should be treated like a 'state' as far as promotion to the rank
of JS and AS is concerned. Since the number of Deputy Secretaries did
not rise proportionately, MEA will continue have a dumbbell structure
with a huge number of Additional and Joint Secretaries.

DEBATE (1) Retirement Age
Professional career is for lively hood. People who fail to secure it
by age of 58 will remain so at age of 60 also. Life post retirement
should also be valued and it should not be seen as vacuum. Moreover,
there is pension to take care of post retirement needs. I personally
would like to retire at 58 so that i have adequate opportunity to enjoy
post retirement life. That government will loose out on experience and
technical skills by sending people early. This is an argument of convenience.
Highly skilled and technical people should be aware that the bench strength
of next generation is showing tremendous promise and we have no reason
to worry for government interests. These will be taken care of adequately
and we need to accept that we have got our due share in the government.

A very simple Question to central govt. ...if the government thinks
a person above 58yrs is not mentally capable to take the decision than
why only government employees should retire at 58yrs and not the politicians
?if the government feels they will cut the salary bill by retiring government
employees above 58 urethane they should know that monthly expense of
one minister above the age of 58 yrs is equivalent to more than 100
government employees ?

DEBATE (3) Retirement Age
Reduction in retirement age would not yield any tangible results. There
are certain offices which should have been closed many years back. In
fact, some of the staff members have lamented that they are simply getting
salary without doing any meaningful work. First the government should
identify those offices which were to be closed according to the recommendations
of the Expenditure Reforms Commission. Moreover, there are offices just
doing the job of a post office i.e. disseminating instructions received
from Delhi down the line, collect and transmit data to Delhi from field.
Most of the time the data are inaccurate, falsified and lead to confusion.
There is a growing disbelief among central government staff that only
the stage has changed and not the scene. This should be removed by taking
right steps. Punish the GUilty and Reward the Honest. You do not have
to think of either enhancing or reducing retirement age.

Delhi may be waterloo of BJP
Delhi might turn into waterloo of BJP. Central Govt Employees are feeling
cheated due to very long working hours , no rest, no overtime, cutting
down perks and pervileges.

There is no change in the approach of UPA and NDA government to increase
tax net of 1 crore club. It remains the same. Whenever any action is
proposed to increase tax net it starts from lower end and ends at people
earning 20 lakhs or so. CBDT has to change strategy and start from 20
lakhs and go for higher income bracket. All energy is of income tax
department is wasted in handling low income group people and no energy
and time left for higher income group people. In result the people whose
taxable income more than 1 crore is left with old figure of 42800. It
is not clear whether it is designed so. CBDT needs clear instructions
from Finance Minister to go ahead for higher income group people. Actually
government has not prepared required data base for people having cars
more than 20 lakhs, having property more than 1 crore, people visited
foreign countries more than two times in a year, people staying 5* deluxe
hotels, people spending more than 10 lakhs in gems & jewelry etc.
Man power and time is wasted only to handle the cases of lower income
group. Whole machinery will involve in this work but will never reach
to the step to reach the people earning more than 1 crore. It is to
be understood that CBDT has limited resources to build required data
base and do the data mining. The work of assessment for the tax payers
whose taxable income is upto 20 lakhs should be outsourced and to be
finalised online or thru CPC.CBDT should concentrate to work for innovative
method to find people whose taxable income more than 1 crore. It will
not only increase the tax net but will also stop the the generation
of black money. Black money does not get generated from small tax payers.
It is to be seen in the budget speech of Finance Minister what is current
position of numbers people whose taxable income more than 1 crore. Stock
option is also one of the earning but whether it is counted as income.
This is much prevalent in IT industry where gardener is also crorepati.

Devyani hasn't done anything wrong
As per Rule 9 of the CCS conduct rules, Devyani Khobargade, Director,
MEA has not criticized the Government. Moreover, as per the recommendations
of the Parliament Standing Committee indicated under this rule, people
in the Government should be allowed to express their opinion freely.
She has expressed her own personal opinion/ experiences and has said
nothing against the government. The RTI Act-2005 has broken all the
barriers based on which the Rule 11 of CCS conduct rules and Paragraph
No.116 of CSMOP has been changed. If a Section Officer acting as an
Public Information Officer is allowed to communicate official information
to the public without any approval, then what is wrong in Smt. Devyani
Khobargade speaking freely and that too explaining her trauma. When
she was speaking in USA nobody had any qualms. The action of the Government
shows feudalistic mind set. This is the reason why a number of corruption
still occurring in the Government is not being exposed. Like misuse
of official perks & facilities, vehicles at government cost for
personal purpose, mulching of PSUs and the senior officers having personal
staff much more that their entitlement & the junior officers suffering
shortage of staff. People fear that they may be transferred, their APAR
may be spoilt and that hurdles may be created in their pensionary dues.
When the courts take so much time in the country, government servants
feel that it is better to keep quiet and listen to the wrath of the
seniors rather than you yourself suffer. In the interest of the democracy
surviving in this country, it would be better if the superiors in the
Government encourage sporting & reasonable argument of their juniors.
They should also be good listeners. After all they are the boss having
all the authority and if they want they can overrule their subordinates.
In many Western Countries the drivers calls his boss by the first name.
These days in the Government many senior bureaucrats are not taking
decision leading to policy paralysis. Wherever a decision is being taken,
the dealing is being told to prepare a note to everybody's liking then
all persons put their signatures. Some even if they are the designated
authorities to take decision, very surreptitiously submit the file to
their superiors by writing "May kindly see".

DATE WITH RTI

Destruction of records during the pendency of RTI application
An application was filed under the RTI Act seeking information
regarding appointment of Associate Professor. The Public Information
Officer (PIO) replied that no such information was available.
The CIC did not accept the claim of the respondents that the record
is weeded out without showing their Weeding out Policy, especially
when an RTI application is pending in respect of that record.
The CIC observed that if the record is weeded out during the pendency
of the RTI application, they will be held responsible. Referring
to the Public Records Act, 1993, the CIC asked the PIO to submit
a certified copy of the record retention schedule followed by
the public authority and the file noting with respect to the appellants
file which had been weeded out, along with the date of destruction.
Comments
Even if the records have outlived the time prescribed under weeding
out policy, the same cannot be destroyed if an application under
the RTI Act is pending. If any such records are destroyed, a demand
can be made for imposition of penalty under Section 20 of RTI
Act.
