DEBATE (1) Retirement Age
Professional career is for lively hood. People who fail to secure it by age of 58 will remain so at age of 60 also. Life post retirement should also be valued and it should not be seen as vacum. Moreover, there is pension to take care of post retirement needs. I personally would like to retire at 58 so that i have adequate opportunity to enjoy post retirement life.That government will loose out on experience and technical skills by sending people early. This is an argument of convenience. Highly skilled and technical people should be aware that the bench strength of next generation is showing tremendous promise and we have no reason to worry for government interests. These will be taken care of adequately and we need to accept that we have got our due share in the government. 58 is enough!

A very simple Question to central govt. ...if the government thinks a person above 58yrs is not mentally capable to take the decision than why only government employees should retire at 58yrs and not the politicians ?if the government feels they will cut the salary bill by retiring government employees above 58 urethane they should know that monthly expense of one minister above the age of 58 yrs is equivalent to more than 100 government employees ?

Reduction in retirement age would not yield any tangible results. There are certain offices which should have been closed many years back. In fact, some of the staff members have lamented that they are simply getting salary without doing any meaningful work. First the Govt.should identify those offices which were to be closed according to the recommendations of the Expenditure Reforms Commission. Moreover, there are offices just doing the job of a post office i.e. disseminating instructions received from delhi down the line, collect and transmit data to Delhi from field.Most of the time the data are inaccurate, falsified and lead to confusion. There is a growing disbelief among central govt staff that only the stage has changed and not the scene. This should be removed by taking right steps. Punish the GUilty and Reward the Honest. You do not have to think of either enhancing or reducing retirement age.

Govt officers be allowed to work in private / PSUs

Government officers should be allowed to work in private / PSUs by keeping a post lien in Govt for 5 years should bring in new ideas for government and also lessen the burdon of salary etc. Like in other developed countries, Govt officers after serving Govt. should be allowed to work in Private / PSU without insisting for resignation. This should be considered by next pay commission and also our out of the box thing PM Modi.

PPT not entertained by DoPT

Article 309 of constitution of India provides for enactment of law to govern recruitment and conditions of service of Civil servants. No law has been framed by Parliament. The government is running the show, operating a proviso to frame recruitment rules without allowing the Parliament to know the implications. PRO or President Secretariat, can anybody make this issue reach a stage of getting a file opened on the subject. I have been offering PPT to DoPT but not entertained.

Uneconomical & illogic buying by CGHS

Previously, the medicine, NervOD capsule was being supplied by CGHS dispensaries. This medicine has been made inadmissible and in its place, Methycobal 500 mg is being issued for the last 4 months. The composition of NervOD is: Methylcobalamin 1500 mcg, Alpha-lipoic Acid 100 mg, Folic Acid 1.5 mg and Pyriodoxine while that of Methycobal 500 mcg is as its name suggests. The MRP of former is Rs.117/- for 10 capsules and the latter is Rs.74/- for 10 tablets. CGHS doctors are prescribing 3 times of Methycobal 500 mcg in lieu of NervOD. Prescribing the Methycobal 500 even twice costs Rs.148.00 in lieu of Rs.117.00 while the composition of NervOD is better, which costs less. In view of above, there is no logic of discontinuing NervOD when it costs less and has higher composition than the substituted medicine, Methycobal 500. Will Secretary (Health) look into this issue to save the exchequer? There may be other instances like this.

DATE WITH RTI

Information related to compulsory retirement under Rule 56 J

The appellant stated that he has been retired from service under Rule 56-J and desired copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The Public Information Officer (PIO) stated that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO further stated that the matter is before the Hon'ble Madhya Pradesh High Court. The CIC observed that there is no exemption for providing information related to sub-judice matters unless the disclosure of the information has been expressly forbidden by a court or a tribunal. The CIC further held that there is no such bar nor is any investigation or prosecution in progress in this case. The CIC directed the PIO to provide the information requested by the appellant after severing the information related to other employees as provided under Section 10 of the RTI Act.

Comments

Once the proceedings under Rule 56 J are over, the records related to the same are liable to be disclosed.
