Why is Indian diplomacy ineffectual?

In the late eighties under pressure from the clerical cadre of MEA, IFS(B), the premier Class 2 service was abolished. This has now resulted in a situation in which Indian Ambassadors in a large number of countries are supported by officials with only clerical experience. In the Ministry itself many Deputy secretaries are only good enough for escorting foreign dignitaries. MEA is seeking to redress the situation by increasing the intake in IFS(A) which is being increased from about 8 per year to 30-35 with inevitable decline in quality. It was observed by the former Dean of Foreign Service Institute, Ajay Chaudhary that nearly half the new recruits were not up to scratch in English. Shashi Tharoor mooted the idea of "filling the gap in the Foreign Service today by bringing in people and experts at the mid-level" which does not find favour with many IFS officers. While India is engaging with the world more intensely than ever before, bad personnel management is taking its toll.

I am of 1984 batch civil services. When we were preparing for Civil Services Exams 1982/83, the retirement age was 58 and average life expectancy was58-60 years. Now with much better quality of life, more health consciousness and with advancement with medical treatment technology and much improved health facilities available in India, average longevity age has increased to 68 in rest of the country and upto 72 in Kerala so there is a strong case for age increase from 60 to 62 upto 65 to utilise experience Civil servants except on medical grounds. Already in Medical services/teaching judiciary etc age increased to 65 so its imperative need on part of government to raise retirement age to 62-65 rather than further reducing .. and the government should also come up with policy other than pension how to plan welfare of government employees retiring at 60 who if surviving 78/80 yrs who will provide financial support other than pension etc

Government Needs to create employment for youth
The youth of the country had voted Modi Government with the hope of employment opportunities. The recent decision of the Cabinet to ban on fresh recruitment in Central Govt. Deptts. have disheartened them. Government should have taken a decision to bring down the retirement age of Central Govt. employees at 58 yrs, so that the vacancies are filled up by our unemployed youth. Further, Govt. should totally ban the appointment of retired Govt. employees as consultants who have in turn blocked the job opportunities for the unemployed youth. It is expected from the judiciary that the they should work 06 days in a week for speedy disposal long pending cases and their leave/ vacations may be reduced or earned leave system be adopted so that judiciary also gives more time for fast disposal of the long pending cases.

First of all the BJP government should take a list of re-employed persons in government as Consultant, after retirement. Before reducing the retirement age to 58 years, hope the government will weed out re-employed persons.

Finance Minister : TAX laws

Budget preparation for FY 2015-16 is underway way.It is submitted to FM for his consideration:
1. Simplify tax laws.
2. Lower tax rates
3. Remove all deductions so less litigation.
4. Tax all income including agriculture income as higher subsidy is given to fertilizers and loan for farming at lower interest rates.
5. No scrutiny for salaried and retired employees.
6. Prepare data base for higher income group.
7. Outsource IT return upto 20 lakhs.
8. Remove all subsidized/concessional items from MP,Ministers,political parties list as they all can pay and do not need any concessions.
9.Levi extra cesses for income above 50 lakhs.

These are some points for consideration of finance minister for his budget preparations.

DATE WITH RTI

Information related to compulsory retirement under Rule 56 J

The appellant stated that he has been retired from service under Rule 56-J and desired copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The Public Information Officer (PIO) stated that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO further stated that the matter is before the Hon'ble Madhya Pradesh High Court. The CIC observed that there is no exemption for providing information related to sub-judice matters unless the disclosure of the information has been expressly forbidden by a court or a tribunal. The CIC further held that there is no such bar nor is any investigation or prosecution in progress in this case. The CIC directed the PIO to provide the information requested by the appellant after severing the information related to other employees as provided under Section 10 of the RTI Act.

Comments

Once the proceedings under Rule 56 J are over, the records related to the same are liable to be disclosed.
