DEBATE (1) Retirement Age
60 years age is perfect for a government employee in view of present trends of age of human, experience of current employees, spending by government on skill development of existing manforce, ban on recruitment by government, bad condition and poor salary provision to the contractual employees. Also, at present there is no financial burden on government toward pensionary benefits for the fresh recruitments. However, government may consider to reduce the casual leaves, earned leave etc and strengthen the mechanism for productivity targets rather than punctuality targets. Each government servant should have daily diary of assignments, achievements so on and so forth.

Dr. Krishna should lead Modi's Digital India

I'm from the IT industry in Bangalore. Dr. Krishna is a blessing to this industry. Most of his predecessors, like MN Vidyashankar, talked but did nothing concrete on the ground. Dr. Krishna walks the talk. He is, unlike most bureaucrats, extremely knowledgeable and comes prepared for meetings.
I went to his MobileOne launch and the show was spectacular, better than a Bollywood production launch. He should lead Modi's Digital India. He is an asset to the IAS.

Fate of Indian Telecom service officers

After the departure of Kapil Sibal from IT & Communication Ministry, about 600 officers of Indian Telecom service with degree in telecommunications were sitting and reporting at the ministry. They were suppose to be sitting at their home as the minister never want these people to continue. Finally NDA came and these officers started approaching the DoPT for posting in other central ministries on deputation without any formal training of civil side or running those offices/they were supposed to see telephone installations and offices where they had been very bad with the staff PM Narendra Modi should note that these are Bhagoda officers trying to merge with central ministries without any formal experience and fear of retrenchment they were compulsorily on wait/hold at headquarters and were getting pay without any work for months together/pm should see this seriously as such officers have been crossing the limits by entering in the central ministries on deputation. Why ? One such officer is posted as regional director at staff selection commission under DoPT. He has no experience of recruitment of candidates and conducting the examinations. He does not do any work as he will not understand the working of commission and his subordinates accuse him as he does nothing and is likely to create a big mess in times to come. He has already created a big mess in the northern regional office of SSC where he is Director.

DATE WITH RTI

Information related to compulsory retirement under Rule 56 J

The appellant stated that he has been retired from service under Rule 56-J and desired copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The Public Information Officer (PIO) stated that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO further stated that the matter is before the Hon'ble Madhya Pradesh High Court. The CIC observed that there is no exemption for providing information related to sub-judice matters unless the disclosure of the information has been expressly forbidden by a court or a tribunal. The CIC further held that there is no such bar nor is any investigation or prosecution in progress in this case. The CIC directed the PIO to provide the information requested by the appellant after severing the information related to other employees as provided under Section 10 of the RTI Act.

Comments

Once the proceedings under Rule 56 J are over, the records related to the same are liable to be disclosed.
