HAL tops performance among DPSUs
Hindustan Aeronautics Limited (HAL) has been rated as "Excellent" with a score of 1.08 which is the best among all Defence Public Sector Undertakings (DPSUs). Incidentally, this is the 13th consecutive year that HAL has been rated as "Excellent". Department of Public Enterprises, Ministry of Heavy Industries, Government of India has recently declared MoU performance scores of Public Sector undertakings. Memorandum of Understanding (MoU) is a negotiated document between Government and Corporate Management of CPSE. It contains the intentions, obligations and mutual responsibilities of the Government and the CPSE and is directed towards strengthening CPSE management for better results. In the last two years, HAL has been preparing for 2020 and beyond. In this sojourn HAL has taken up measures to build capacity and capabilities. HAL board has approved capital of Rs. 3600 crores towards modernisation of the company. HAL is building capabilities by way of aggressively investing into its R&D. As a result of increased focus on R&D, HAL has filed 761 patents towards safeguarding its IPR base. HAL has established chairs at Indian Institutes of Technology at Kanpur, Roorkee, Kharagpur & Bombay. Our 10 R&D Centres have been brought under the ambit of Committee of Institutional Network (COIN). HAL Board also decided to create an R&D corpus fund by earmarking 1/10th of the annual profits of the Company for taking up advanced & applied research in aerospace domain. Initiatives like Vendor Meet, MoU with Transparency International, strengthening vendor base, employee satisfaction survey and competency mapping and sector skill council in aerospace & aviation sector have ensured that company transforms itself into a dynamic learning organisation. HAL achieved "Excellent" MoU rating from Department of Public Enterprise and is proud to have a score to be in top six top performing public sector companies out of over 180 PSEs assessed by DPE.

DEBATE (1) Retirement Age
The age of retirement should at all if needs to be reduced, it should be made 45 or maximum 50 years-like army.
Generally or say mostly a govt servant retires and then tires. Very few take any other work/job. this wastes skill achieved throughout ones career. if retired early people will certainly look for job of some kind including politics where there is no retirement age. People even at 60 are fit to work, healthy and can perform so why 58 ? Why a retrograde step ? Retire people who are unfit at 60. If a retired person can be appointed to advise P.M., can be National security advisor, can work and perform , why such retrograde step ? Why such close mindedness. why not have retirement age for political persons ? The very people who are deciding 60 to 58 are themselves above 60.
They need to think.

ICFRE closes its only Centre for Forest based livelihood

" Indian Council of Forestry Research and Education (ICFRE) Dehradun has on 17th December closed down its only Centre for Forest based livelihood and Extension of technology to the rural farmers and tribal people. This Center was established in 2012 through MOU between Dr VK Bahuguna the than DG ICFRE and Dr Sanjay Panda the then Chief secretary of Tripura. The Centre had became immensely popular among the rural tribal and farming communities and the people have come on road spontaneously hearing the news. Being developed as a model of Centre and State cooperation, the Centre had been choked to death when the PM Narendra Modi is treating North East has his priority. The Governor Tripura had taken up the matter with DG ICFRE and Forest Minister have written to Prakash Javadekar on the one sided decision as the State had provided a new building to the Centre and other infrastructure. Grapevine has it that the Director of the Jorhat Institute and Secretary ICFRE have played a key role to avoid going to Tripura for monitoring. Director Jorhat runs the Institute from Dehradun. Hope the President of ICFRE society is listening."

Inexperienced ITS officers on crucial positions

The above post about ITS officers is quite correct. Many of them are occupying crucial posts like Director (Admin.) or Director (Estt.) in many Ministries including DoPT. And because of their lack of experiences in these fields, they are spoiling these posts. these posts have become totally dependent on the whims and fancies of lower level officials. This is causing lot of harm to the officers and the organisations, in addition to increasing the red tapism, which the current Govt. wants to go away.

DATE WITH RTI

Information related to compulsory retirement under Rule 56 J

The appellant stated that he has been retired from service under Rule 56-J and desired copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The Public Information Officer (PIO) stated that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO further stated that the matter is before the Hon'ble Madhya Pradesh High Court. The CIC observed that there is no exemption for providing information related to sub-judice matters unless the disclosure of the information has been expressly forbidden by a court or a tribunal. The CIC further held that there is no such bar nor is any investigation or prosecution in progress in this case. The CIC directed the PIO to provide the information requested by the appellant after severing the information related to other employees as provided under Section 10 of the RTI Act.

Comments

Once the proceedings under Rule 56 J are over, the records related to the same are liable to be disclosed.
