HAL Chairman calls for stepping up indigenous Helicopter production

Hindustan Aeronautics Limited (HAL) called for concerted efforts to intensify indigenous production of helicopters during the National Seminar on 'Make in India' - Civil and Military Helicopters: Emerging Opportunities and Challenges organized by Rotary Wing Society of India at Dr V M Ghatge Convention Centre here in Bengaluru. The Rotary Wing Society of India is a non-profit professional society established for the growth of Civil and Military helicopters in India. AVM K Sridharan VM (G), President RWSI welcomed the gathering. Delivering the keynote address, Dr Tyagi said, "In the wake of emerging civil and military requirement of helicopters in India especially in the areas of disaster management, air surveillance, offshore operations and law enforcement, there is a tremendous opportunity for indigenous development. Developing global partnerships and collaboration in rotary wing technologies will provide a solid foundation in the global aeronautics space." He added that development of risk sharing partners, vendor base of Tier-I & II and outsourcing of MRO activities offers huge business opportunities to Indian private industry. Wg Cdr Unnikrishna Pillai, Chief Test Pilot, HAL spoke about the various challenges faced in the design and development of medium and heavy lift helicopters in India. He said that with the expertise gained in earlier projects, Rotary Wing Research & Design Centre (RWR&DC) is now confident and well poised to develop medium lift helicopters. The seminar also addressed the impact of helicopters in India and brought clarity on investment in tech partnership, supply chain management and infrastructure requirements in manufacturing helicopters. Shri Amber Dubey, Partner & Head, Aerospace & Defence, KPMG India spoke on various policy initiatives while Former Chief of Air Staff, Air Chief Marshal S Krishnaswamy PVSM AVSM VM & Bar offered perspectives and strategies for future growth. Dr. Tyagi further highlighted HAL's success in developing helicopters that has played a key role in search and rescue operations for the Indian defence forces and thus paved the way for achieving self-reliance. "With the Government's thrust on 'Make in India', we now look forward to a well-defined strategy on helicopters, modernization of production facilities, collaboration with Indian research labs and aggressively pursue technology to increase production." It is not desirable to reduce the retirement age from 60 to 58 years. BJP govt should not alter BJP government's earlier decision.

I agree with R R Brandon. A screening system at age 55-56 must be put in place to screen and retire IAS and other officers. Those who clear the bar can go on till 60 and after second screening continue till 65. Rest must Retire. Also Opportunities must be provided for growth of State Civil Service officers as a large pool of talent is hidden in States and they must be provided better exposure and faster promotions as is available to AIS officers

DEBATE (4) Retirement Age


It is a wrong conception that reducing retirement age will create more job opportunities for the youth. Employment opportunity increases with enhancement of employability skill, creating new areas of job. There is lot of scope in tourism, health, education, real estate, infrastructure and so on. Early retirement, will once again put stress on the job market as life expectancy has improved a lot and people will naturally try to carry on with their work. It will just be a shift in employment from one sector to another. Rather government will loose experienced people.

What happened to Indian Diplomacy?

There was a time when Indian diplomats were considered the most competent by their peers. Unfortunately, these officers have retired. They were few in number but in international negotiations, what matters is not the size of the delegation but eloquence of its members. The younger generation cannot speak English. Under the new dispensation in India, not being able to speak good English is a badge of honour but an exception needs to be made in case of the Indian Diplomatic Service as English now dominates all other languages of the world (with Spanish coming a distant Second). It is unlikely that UPSC will revert to the old system where (1) only English medium was allowed; (2) General English and English Essay counted for a lot; (3) age limit was low (higher levels of idealism); and (4) there were 2 additional 'higher' papers for IFS (to assess depth of knowledge, rather than rote) . Under the circumstances, there seems to be a need for a separate examination for recruitment. Moreover, to compensate for absence of a feeding cadre, lateral recruitment at Director/Chancellor level could help.

The farce continues !
oSystem of selection of EDs in PSBs is faulty. It is neither an internal promotion (there is no promotion policy) nor fresh appointment (posts are never advertised). It is also discriminatory against Officers of large PSBs (A group banks), as they don't get equal opportunity vis-a-vis their peers in small PSBs (B or C group banks) for promotion to the level of GM. PSBs do not follow a uniform promotion policy for Officers. Usually Officers in small PSBs become GM after 20-22 yrs as against 28-30 yrs in large PSBs.

oPSBs have been recruiting large no of CA/MBA/HR/Eco Officers, often in Middle/Sr Mgt who are elevated to the level of GM, without adequate field exp & serving the general public at large. Such Officers ultimately grab the positions of ED at the cost of more capable & experienced Officers with field experience thereby unduly benefiting them.

oMerger of small banks with large banks in the past was done without addressing HR issues. Such mergers restricted/delayed promotion of Officers of such large banks at higher levels rendering their executives junior in the industry due to which they were denied opportunity for promotion. On the contrary, Sr Officers of the merged banks were allowed to continue in the same grade and made eligible for promotion. Some such Officers ultimately became ED/CMD! Merger of HCB, NBI, Nedungudi Bank Ltd. with PNB restricted elevation of Officers of PNB to the level of GMs which was unfair.

oBSRBs used to recruit and allot Probationary Officers (PO) to PSBs. POs with higher merit got bigger banks & those lower in the list got smaller banks. There is no concept of batch parity for the purpose of selection of EDs in PSBs. As a result, POs who had joined small banks in 1982 are EDs in large banks now whereas POs who had joined large banks in 1980 are yet to get opportunity to become EDs in spite of some of them not missing even a single promotion! This has led to large scale frustration among GMs of large Banks.

oFor the purpose of selection of EDs minimum 02 years of service as GM and 03 years' residual service is required irrespective of the size or classification of the Bank( large or small / A group or B group) . Thus, Officers of smaller banks get undue advantage over their peers in larger PSBs as they get opportunity for promotion to GM much earlier.

oResidual service requirement of 03 years renders many bright & experienced Officers of larger PSBs ineligible for the position of EDs and other similar Board level appointments thereby putting them in a disadvantage when compared to their peers in smaller banks. In Govt. Of India, residual service requirement for elevation to Secretary & Additional Secretary level is 01 year only as on 1st January. Why the same yardstick cannot be followed for selection of EDs in PSBs?

oClerks dominate Banking industry as 80% Officers are promoted from clerks. Clerks in small banks, in due course, also get a chance to become ED after they get promoted as GM. In no other organisation this happens. In GOI/PSUs/State Govts., only the direct recruit generalist officers reach the top. The same principle must be adopted in banks. Higher positions must be managed by direct recruit generalist officers as is done in SBI. Incidentally, Officers from SBI are no longer being considered for Board level positions in PSBs. Coming from small banks, EDs/CMDs are often misfits in big banks. It is suggested that Officers from strong Banks like SBI, PNB or BOB should move to Board level positions in smaller banks which will improve the overall governance in the banking industry. This will also improve compliance culture & public confidence in banks.

oTime has come for putting in place an appropriate, fair and transparent selection policy by creating a database of GMs of PSBs & SBI together, declaring the no of posts and considering willing Officers with 2 years exp at GM level & 1yr residual service, maintaining batch parity. 3 yrs exp each as Branch Head & Head of Region/Zone/Circle must be made mandatory. Policy should be made public.

Providing certified copies of documents inspected by a citizen

The appellant sought copies of file opening register for different sections of Central Information Commission (CIC), along with list of files for computerization in CIC and details of further improvement of the computer network in office and CIC website. PIO replied that File Opening Register of some of the divisions of the Commission have indicated that files are opened on yearly basis and requested the appellant to specify the year for which information is desired. The Legal Cell of CIC denied information u/s 8(1)(j). On appeal, the First Appellate Authority (FAA) directed the legal cell to provide an inspection of file opening register; but copies of the same were denied as it would indeed be an invasion of privacy. The appellant argued that denial of information was wrong as the name of parties and their addresses available in the file opening register were already in public domain and available on the Commission's website. When the matter came up before the CIC in second appeal against the order of its own FAA, the CIC directed the PIO to provide copies of file opening register from the Accounts Section. Further, the FAA was cautioned to pass orders after taking due cognizance of the provisions of the RTI Act.

Comments

The Section 76 of the Indian Evidence Act, 1872 provides that every public officer having custody of a public document, of which any person has a right to inspect, shall give that person on demand of a copy of it, on payment of legal fees together with his certificate with date, name and his official title, affixing his official seal, to be called as a certified copy. Therefore, certified copies of documents inspected by a citizen should not be denied after permitting inspection.
