Anil Sinha is new CBI Chief
Bihar cadre 1979 batch IPS officer Anil Kumar Sinha, currently serving
as Special Director of the country's premier investigation agency in
New Delhi, has been named as the new Director of the Central Bureau
of Investigation (CBI). The announcement came around Tuesday midnight.
The term of Sinha will be for two years from the date he takes charge.A
three-member high-powered committee, headed by Prime Minister Narendra
Modi and including Chief Justice of India HL Dattu and Leader of Congress
in Lok Sabha Mallikarjun Kharge, earlier met on Tuesday to select the
new CBI Director.

Senior most IAS Officer is no more
Rajeshwar Prasad of the first regular batch of the IAS (1948) is no
more with us. He breathed his last on 1st December, 2014 at the age
of 93. He belonged to a well known Civil Service's family of U.P. His
late elder brother was in the ICS and his late younger brother Mr. Maheshwar
Prasad was the topper of the 1950 batch. Mr. Rajeshwar Prasad had retired
in 1979 as Secretary Health, Govt. of India. He also had a long tenure
(7 years) with Shri Lal Bahadur Shastri. He was also Director of the
National Academy of Administration, Mussoorie. His family has carried
on the Civil Service tradition. He is survived by three sons, a daughter
and their families. His eldest son Mr. Ajay Prasad (IAS 1969, H.P.)
worked as Defence Secretary and Secretary Civil Aviation, Govt. of India.
Mr. Ajay Prasad is married to Mrs. Sarita Prasad (IAS 1969, H.P.) who
retired as Secretary Social Justice and empowerment, Govt. of India.
His second son Alok Prasad (IFS 1974) retired as Indias Ambassador to
Japan. His third son Ravi Prasad is in Academics. His daughter Anshumala
is married to businessman Shri Shree Raj Verma. All of them along with
three grandsons were with him during his last moments.

" Time for reducing retirement age is now "
As per Media report (Fin Exp, Nov 27), GoI is planning to reduce the
retirement age from 60 to 58 years.Fair enough. This will attract technically
savvy, multi-skilled professionals into public services, reduce unemployment,
have a smarter and thinner government bureaucracy, reduce fiscal deficit
and non-Plan expenditure through job outsourcing,make fixed salary contractual
appointments instead of creating permanent liability.It will help the
country immensely in tackling the challenges of the demographic dividend
phase, which India is entering now while China is exiting.Even the western
world is ageing. To meet the cost of pensionary benefits, GOI should
mobilize funds by speeding up tax recoveries, repatriating black money
from foreign tax havens, raiding builders, estate agents, big business
houses within India.

Retirement at 58 yrs - a retrograde step
There was a news item the other day that the Central Government plans
to reduce the retirement age of Government employees to 58.If true,
it will be a retrograde step when considering the increase in longevity
factor there had been thinking of increasing the retirement age. The
argument that it will open up jobs for youth is not very credible. Jobs
need to be created ,no doubt for young people. It has been one of the
promises made by the party in power .But thinking in terms of Government
jobs only is not going to help as the number seeking jobs is much higher
than the number released with retiring people at the age of 58.

Most of the employees have a plan in relation to retirement age. On
that point of view it is not ok for retirement age at 58. Also, in our
country maximum young boys are job less. To upgrade above situation
it will be better.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
