Suggestion of 'Indian Development Services' really good

The government should select officers from different services in Equal Proportions of cadre strength say at the age of 50 and above. Equal Proportion is important as otherwise we shall land up in similar condition as empanelment for central staffing where JS empanelment of 1997 batch IAS is there whereas in some services not even 1987-1988 batch is empanelled.
Officers selected in Indian Development Services should then be eligible for different assignments across the departments say JS and above, DRMs, Commissioners of Income Tax/ Central Excise, Audit, e-governance initiatives and other assignments etc. based their experience and aptitude.

There is nothing like good governance. Babus are the same old lot habitual of pilling up file at their table without any decision. Only keeping a watchdog of attendance will do nothing. There should be some one checking the movement of file. Minister can track the files. Modi is only doing foreign tours.

Regarding so called ITS., defunct cadre. Firstly Indian ...and Services word should be taken out this Cadre. These people should be either merge in other similar cadres like railway or NIC.

Providing certified copies of documents inspected by a citizen

The appellant sought copies of file opening register for different sections of Central Information Commission (CIC), along with list of files for computerization in CIC and details of further improvement of the computer network in office and CIC website. PIO replied that File Opening Register of some of the divisions of the Commission have indicated that files are opened on yearly basis and requested the appellant to specify the year for which information is desired. The Legal Cell of CIC denied information u/s 8(1)(j). On appeal, the First Appellate Authority (FAA) directed the legal cell to provide an inspection of file opening register; but copies of the same were denied as it would indeed be an invasion of privacy. The appellant argued that denial of information was wrong as the name of parties and their addresses available in the file opening register were already in public domain and available on the Commission's website. When the matter came up before the CIC in second appeal against the order of its own FAA, the CIC directed the PIO to provide copies of file opening register from the Accounts Section. Further, the FAA was cautioned to pass orders after taking due cognizance of the provisions of the RTI Act.

The Section 76 of the Indian Evidence Act, 1872 provides that every public officer having custody of a public document, of which any person has a right to inspect, shall give that person on demand of a copy of it, on payment of legal fees together with his certificate with date, name and his official title, affixing his official seal, to be called as a certified copy. Therefore, certified copies of documents inspected by a citizen should not be denied after permitting inspection.
