DEBATE (1) Retirement Age
We need young talented people at all levels in Government Departments
to improve working of all the Government offices.
K C Marwah
DEBATE (2) Retirement Age
If we consider the health condition of Government servants, they are
fit even at the age of 60 years. But considering the unemployment situation,
it is worth considering to reduce the retirement age to 58. The amount
of pension is not bad and if the health is alright, Government servants
do take up consultancy work and earn for themselves.
Pradeep
DEBATE (3) Retirement Age
No it is not fair. Every one planned according to residual service.
It has disastrous to middle class. Two years of service comprises 10-30%
planing of balance life. Every time there is kuthraghat to working class.
Getting job is very difficult and people have worked hard to get it.
Govt. will not do do any thing like this by was of giving one and snatching
another.
M L Khangar
DEBATE (4) Retirement Age
It will be a better step of Govt. to reduce retirement age from 60 to
58 years.Unemployed youths will get employment.
S S Parihar
Excess of Statistical officers in government.
Kurup's observation ( Dec 26) is correct . Due to creation of disproportionately
large number of posts in ISS, junior officers were given quick promotions
without matching increase in workload. For instance ,the number of DG(Special
Secretary level posts in 2005 was increased from 1 to 2, ADG(Addl Secretary--
from 4 to 10) and DDG ( from 21 TO 81) in 2006. These are now being
further increased to 5,18 and 127 respectively. Is this justified after
scrapping the Planning Commission.
N K Saha
Scrap All Services except IAS
My suggestion to Hon'ble PM is that it is better to scrap all Central
Govt. Services and recruit only IAS for all the Govt. jobs. Any way
IAS are experts of all the subjects that is why they are heading and
working in all Govt. departments. Why to recruit officers in other services
and then force them to work under non departmental IAS unnecessarily.
Public is restless to see fast changes in Indian bureaucracy.

It is exactly more than now one year, and the situation remains the

Providing certified copies of documents inspected by a citizen
The appellant sought copies of file opening register for different
sections of Central Information Commission (CIC), along with list
of files for computerization in CIC and details of further improvement
of the computer network in office and CIC website. PIO replied
that File Opening Register of some of the divisions of the Commission
have indicated that files are opened on yearly basis and requested
the appellant to specify the year for which information is desired.
The Legal Cell of CIC denied information u/s 8(1)(j). On appeal,
the First Appellate Authority (FAA) directed the legal cell to
provide an inspection of file opening register; but copies of
the same were denied as it would indeed be an invasion of privacy.
The appellant argued that denial of information was wrong as the
name of parties and their addresses available in the file opening
register were already in public domain and available on the Commission's
website. When the matter came up before the CIC in second appeal
against the order of its own FAA, the CIC directed the PIO to
provide copies of file opening register from the Accounts Section.
Further, the FAA was cautioned to pass orders after taking due
cognizance of the provisions of the RTI Act.
Comments
The Section 76 of the Indian Evidence Act, 1872 provides that
every public officer having custody of a public document, of which
any person has a right to inspect, shall give that person on demand
of a copy of it, on payment of legal fees together with his certificate
with date, name and his official title, affixing his official
seal, to be called as a certified copy. Therefore, certified copies
of documents inspected by a citizen should not be denied after
permitting inspection.
