Survey--Who after Modi in 2024 ?

Who will be the BJP stalwart, or in other words, who will replace Narendra Modi after 2024 ? This question has already started haunting the politicians who believe that there is no danger to Modi till that time. Modi himself has commented, in a lighter vein, while addressing the children of the nation a couple of weeks ago.

During a chat with students on Teachers' Day, when a boy from Imphal sought advice on how to become PM, Prime Minister Narendra Modi said, "Prepare for 2024 elections and invite me to your swearing in. That will ensure that till then I do not have any threat”.

Whispers team also pondered over the fact and regardless of the fact that Modi’d replacement would be a common choice of the BJP and the RSS, few names that came to it are given below. We would also like or surfers to express their opinion on the same.

Don't reduce encashment of Earned leave

Government may reduce the retirement age but they should not venture into reducing encashment of Earned leave at the time of retirement from 300 to 180 days. This will create problems as the employees will come out open in the streets. Government should think about other methods of savings like not allowing use of vehicles at the government cost for private purposes throughout the country. Total ban on mis-use of office perks & facilities. No-exploitation of PSUs. The Government should set up a Standing Committee to monitor this menace on a regular basis and prepare list of defaulters and place it on the website. Misuse of vehicles on the companies account also take place in the private companies. If we save consumption on petrol/diesel we will also be saving on pollution levels and subsidy.

A commended thought

MP/MLA are people's representative. Government officials are public servant and are to be made available for the services to public. If officials are busy with such work as mentioned by Saxena, that means public servant's meaning is meaningless.

Will it ever happen ?

I fully agree but million dollar question is, will it ever happen and the subsidies, facilities availed by MPs/Ministers/Civil servants be reduced/finished. The answer is a big NO. India is not a democratic model which is heading towards socialistic pattern of society, instead it is heading towards a situation where economic gap is widening more and more. Difficult to say what will happen in years to come, God only knows.

Biometric attendance in govt. offices

It seems it is only for lower staff. The senior officers, especially at the level of JS and above - many are not marking their attendance on these expensively procured machines and some of them have not bothered to give either their fingerprint or their aadhar card. So, there is no record of their attendance at all. Also, since they have got bungalows allotted in Lutyens Delhi and also official vehicle for to and from office daily, but still they come to office not before 10.30. They work for 2 hrs.i.e. till 12.30, go home for lunch come back at 2.30. Have a nap in office for about half an hour or so. Then work for about 2.5 hrs. Sharp at 5.30 are off from their offices back to their homes ...on the way do daily shopping at khan market, sarojini nagar mket etc. We, staff members , are even not sanctioned leave to look after urgent works. Moreover, as if to add insult to injury, we are under watchful eyes of biometric machines. Sr officers are saying that they are exempted from marking attendance.... is it so? If it is so, then it is highly discriminatory. The staff do not get govt allotment, even after waiting for long periods, so they are forced to come from long distances..noida, faridabad etc.Like vox populi says let it be laid down that 40 hrs for 5 working days would be the norm..let there be some flexibility. This is urgently called for. Some enlightened readers of Whispers may please inform whether this kind of exemption is available to sr officers.

DATE WITH RTI

Personal information of a government employee

The appellant asked for the service details of a teacher regarding her date of joining the service, her present residential address and her salary certificates, etc. During hearing before the CIC, the teacher submitted that the information seeker is her husband who is harassing her. She raised objection to the disclosure of information to the appellant, saying that it is her personal information. The CIC held that information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given. Filing of 50 RTI applications reflects the personal animosity but not public interest.

Comments

Cases where spouses are seeking information about each other are now increasingly coming to notice. They may be involved in marital disputes and cases both civil and criminal, may be filed mutually against each other. They can also seek information to help them to prove or disprove the charges. However, it must be born in mind that information unconnected with the discharge of public duties should not be provided unless the disclosure establishes a larger public interest.
