Now IAS,IPS and IFS officers are no longer interested for central deputation.
At a batchmates get-together, an IAS officer remarked "Now GoI
has become Kala Pani". Another officer said glamour of serving
GoI is now over. One officer said " Even free movement in Delhi
is not possible these days". One officer smilingly said "It
is better to enjoy power, position, comforts and money in our cadre".

Orders of Dineshwar Sharma in a day or two
?
Orders of the appointment of Dineshwar Sharma as Chief of the Intelligence
Bureau (IB) are expected to be issued in a day or two. He is 1979 batch
IPS officer of Kerala cadre. Meanwhile, rumours are rife that present
DIB Asif Ibrahim and R&AW Chief Alok Joshi may be asked to continue
till the visit of US President Barrack Obama. Top official sources,
however do not agree with this rumour.

Special Director in the Intelligence Bureau D P Sinha may be appointed
Secretary Security in the Government of India. The post is currently

Training period of IAS probationers to be reduced to 75 weeks
The duration of training to the probationers of Indian Administrative
Service (IAS) has been recommended to 75 weeks from existing 103 weeks
as well as some changes in the training syllabus.

Two proposals sent to ACC for one post of MD, FSNL
Two proposals for the post of Managing Director, Ferro Scrap Nigam Limited
(FSNL) have been forwarded to the Appointments Committee of Cabinet
(ACC) to take final decision on one of them. Interestingly, K K Jain,
GM, SAIL, was first selected for this post by PESB on December 4, 2012,
but his name was struck off by the Ministry and it proposed second runner
up at the PESB meeting, Rajiv Bhattacharya, GM, FSNL. Due to tug-of-war
between Jain and Bhattacharya, CVC had been withholding clearance for
two years. The Appointments Committee of Cabinet (ACC) will decide the
fate of Jain and Bhattacharya for this post.

The file of P K Sathpathy, GM, NMDC, is reported to have been lying
stuck to the Appointments Committee of Cabinet (ACC) for its approval
for the appointment as Director (Production) in National Mineral Development
Corporation Limited (NMDC).

" Who after Modi in 2024 ?"
A farfetched question to form an authoritative opinion on PM's choice
in 2024 . Arun Jaitley's exclusion seems justified as he never won any
elections. A similar debate on : "After, Nehru, who", was
initiated by Nehru loyalists to push Indira Gandhi's candidature as
next PM after 1962 debacle. But, Lal Bahadur Shastri emerged out of
the blue as the ultimate choice.Perhaps, none out of 13 probables could
be in the shortlist for PM's post in 2024. Even, BJP's chief Amit Shah,
a Modi's favourite, seems out of question. Modi belongs to a different
class. Even, Obama praised him for shaking India's bureaucratic inertia.
If things go well, Modi could gear up the country to face challenges
in 2024. Considerations of religions, castes,regions would become irrelevant.
Due to paradigm shift in ethical values and moral standards , the benchmark
criteria for leadership could be far stricter.
Against this background, it would be unfair, unjust and too pre-mature
to hazard a guess about the PM's choice in 2024 .

CAG critizes Rlys for Financial indiscipline but has a hand in it
All employees of CAG, including IA&AS officers, posted in CAG's
Railway Audit offices (zones and HQ Delhi) are unauthorizedly claiming
a dozen sets of free and privileged railway pass (mostly by AC II/III-tier)
for themselves and their families that runs into several crore rupees
per annum in monetary value. There are also numerous instances of misuse
of Railway passes by CAG employees. Many senior officers in the Railway
Audit Wing in CAG's office have availed both Railway and CCS (TA &
LTC) benefits as well, when this is punishable by a major penalty under
Railway rules. This is when the Railways meets the entire cost of CAG's
railway audit wing plus allows use of their lavish housing, inspection
carriages, medical facilities, telephones, clubs etc. that runs into
several crore rupees more of revenue non-Plan expenditure adding to
Railway's 90%+ operating ratio. In fact, CAG's Railway Audit wing and
its branches are responsible for Rs. 75-100 crore on non-Plan expenditure
per annum. If CAG's officers can claim benefits allowed only to Railway
servants, then all other depts like municipal corporations, water supply
& sanitation, Coal India, electricity utilities, GRP, should also
be eligible as Railway's service providers. Yet CAG has the gumption
to criticize the Railways while partaking in plundering the hapless
Railways for CAG and their privileged personnel!

Milestone decision
Milestone decision by our Great Prime Minister. This heinous practice
followed since 1947 was intriguingly not noticed by other great leaders
in this welfare state. Modi has restored dignity of these trained police
constables who till date wash utensils, dress of officers wife and kids
and do other household job after receiving police training. Fate of
female constables only God knows. Good move which will improve law and
order and security of this country. Interestingly former home minister
reportedly ordered withdrawal of 10 out of 20 orderlies posted at Ex.
Home secretary after he joined politics.

End of slave system in India !
If this arrangement will be operational in Force/Police, it means this
will end of slave system in India. In force this will boost up the morale
of the force personnel. Force personnel will be very much obliged for
ending of this slave system in police force. Seniors officer treated
junior personnel in force is like a slave. If anyone disinterested in
this type of work, they are harassed in other ways. This is very progressive
thinking of our Prime Minister.

Govt offices need biometric attendance ?
Why Government offices need biometric attendance. Instead there should
be computerized work culture, flexibility of working 8 working hours
with half hour break. You log in and log out should be your attendance
system. This is high time system of hourly salaries be introduced instead
of scales etc. Increase in hourly wages must depend on your performance.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
