If the Government is feeling that it is good for better administration, they should start with the Parliamentarians whose retirement age is unknown and salary & perks are decided by themselves. Since the babus have no choice, but to accept the Govt's decision, the political parties first take the good decision among themselves to be a young nation.

Audit of CAG and AG offices also required

CAG coming into prominence after the 2g scam should not itself create some of its own by claiming undeserved railway passes. As it is if an audit is done into CPAO and other offices under CAG one would notice that pension cases are being handled in a corrupt manner causing deliberate delays. We desperately need audit of CAG and AG offices all-over.

DoPT had issued instructions in February 2014 based on Supreme Court instructions that excess money paid to Government employee should be retrieved back as the honest tax payers money is involved. The extra amount claimed by the CAG employees posted in the Ministry of Railways should be recovered back.

Dismantling of orderlies in police forces


It is a progressive step. But much depends on how our ingenious officers circumvent the instructions. It is much evident that in the name of security, the forces gather majority of the largesse from the government. It is no doubt they devise a new 'bahana' to circumspect the directions. After all, this menace is not only restricted to police officers but it has also been indirectly passed on to civilian bureaucrats who both act hand in glove at times of any complaints by outreaching to others rescue. So long as no concrete steps evolve with underlying laws, like sexual harassment in workplace law, with punitive actions the hard headed bureaucracy will not oblige. Lets wait and watch how the directions would be.

True Democracy

Its an example of real democracy that a UK judge has been forced to resign after he made racist remarks against an Indian origin women. Here we have an Indian woman Minister who abused in open and used unparliamentary words against political opponents, and even the PM is trying to save her with the excuse that she should be excused for being from a village background, adding insult to injury. Does it mean that all village people are abusive?

Personal information of a government employee

The appellant asked for the service details of a teacher regarding her date of joining the service, her present residential address and her salary certificates, etc. During hearing before the CIC, the teacher submitted that the information seeker is her husband who is harassing her. She raised objection to the disclosure of information to the appellant, saying that it is her personal information. The CIC held that information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given. Filing of 50 RTI applications reflects the personal animosity but not public interest.

Comments

Cases where spouses are seeking information about each other are now increasingly coming to notice. They may be involved in marital disputes and cases both civil and criminal, may be filed mutually against each other. They can also seek information to help them to prove or disprove the charges. However, it must be born in mind that information unconnected with the discharge of public duties should not be provided unless the disclosure establishes a larger public interest.
