Mrs Kacker proves her mettle as Secretary, Disability Affairs

An outstanding performance of Mrs Stuti Narain Kacker as Secretary, Department of Disability Affairs, has showed her mettle under pressure of expectations of newly created this Department. The officer, who was appointed as Secretary on July 25, 2012 after the creation of the Department in May 2012, focussed on the priorities of the law, policy, institution building, schemes and programmes and other long-term measures to fast track social and economic empowerment of Persons with Disabilities (PwDs). The Department organized 12 National Conferences on technical themes and undertook the following new initiatives in short period of time. Mrs Kacker, who belongs to 78 batch IAS officer of Uttar Pradesh cadre, has to her credit for taking initiatives in formulating State Policy on Disability, accelerating issue of Disability Certificates and improving provisioning for the disabled. Several regional conferences with State Governments and NGOs were held and first State Ministers' Conference was organized on August 23, 2014.

Gauri Singh to return to Madhya Pradesh

An expert in New and Renewable enrgy Ms Gauri Singh is returning to the parent Madhya Pradesh cadre this month. 1987 batch IAS ias officer Ms singh for last seven years has been working in the Renewable Energy Sector, of which three years were in Ministry of New and Renewable Energy (MNRE), GoI and then at the International Renewable Energy Agency (IRENA) at its head quarter in Abu Dhabi. India is a founding member of IRENA.At MNRE, she coordinated the formulation and implementation of National Solar Mission. She was selected to IRENA through an international selection process. She worked as Director of Country Support and Partnerships (CSP), and was responsible for supporting the 135 member countries of IRENA, in the development and implementation of national and regional renewable energy strategies. She was also responsible for facilitating the Renewables Readiness Assessments of countries, and leading regional initiatives like the African Clean Energy Corridor - an initiative of IRENA which was showcased at recently held Climate Summit of United Nations in New York. Her role at IRENA also included the capacity-building initiatives across regions.

NLC posts Rs.259.35 cr net profit during Q2/2014-15

Neyveli Lignite Corporation Limited, a 'Navratna' Public Sector Enterprise, under the administrative control of Ministry of Coal has a chequered history of achievements. B Surender Mohan, CMD informed that at present, NLC operates three Opencast Lignite Mines at Neyveli and one at Barsingsar, Rajasthan of total capacity of 30.60 Million Tonnes Per Annum and three Thermal Power Stations at Neyveli and one at Barsingsar with a total installed capacity of 2740 Mega Watt. Financial Performance: Second Quarter: During the Second quarter of 2014-15 (July - September 2014), Sales turnover stands at Rs. 1402.49 Crs. as compared to Rs.1382.82 Crs. for the same period in the previous year 2013-14 and registered a growth of 1.42%. Profit After Tax stands at Rs.259.35 Crs. as compared to Rs.240Crs. for the same period in the previous year 2013-14 and registered a growth of 8.06%. First Half (April 2014 to September 2014): Neyveli Lignite Corporation's Profit After Tax stands at Rs.593.40 Crs. for the period April 2014 to September 2014 as compared to Rs.518.43 Crs. in the same period of previous year and registered a growth of 14.46%. Power Generation: During the First Half of the Financial Year 2014-15 NLC has generated 9983.10 Million Units of Power, achieving 100.04% of the set target.

Democratising data collection for good governance

Government programmes are structured to develop institutes and scale programs following broad consultations, based on evidence from existing domestic and international efforts. Execution of schemes is often through existing institutions, and occasionally a few additional hands are recruited for sharing the load.

This often results in overloading, and overlapping of goals of existing institutional bodies and increasing paperwork. Reform, then, involves integration and rationalising overheads, periodically.

Development agencies, including UN bodies, meanwhile are quick to emphasize participatory, bottom-up approaches. With relatively limited resources, they try to spread the message, monitor and facilitate regional recruits and hope to influence Government programmes.

Social media has the potential of bridging this divide and making execution more transparent. Everyone with a mobile phone, together with third-party monitoring guidelines can become an inspector. Monitoring the inspectors can rely less on human effort and more on aggregate statistics dropping outliers through machine learning. Only, appropriate incentives have to be channeled to individuals, possibly under schemes including MNREGA. Citizens may collect data to make holders of power accountable, in exchange for phone credit.

Air India duping GoI !

We thought of taking LTC due for my wife in this block year.


Came across an instruction that ticket must be bought from website or from Ashok Travels/Balmer Lawrie. As per Govt. instructions, Air India notifies LTC fares valid for the year: This year notified in February.


While booking the ticket on Air India website I found the discrepancy in Concessional fare and the Actual Fare. Amazing that Government is allowing itself to be screwed by crores of rupees on account of the so called concessional fare. Another fact, production of the actual fare ticket will not be honoured by the office, since the actual fare ticket is not the LTC 80 ticket. The logic of Air India, we are giving discount on full fare ticket; same logic they use for International ticket. But full fare tickets are a thing of the past. When will Government of India save tax payers money? Because of such fraudulent practices, Air India shows some revenue which it then has to pay to incompetent Air India employees by way of performance bonus, overtime and whatnot.

Special Secretary is also Secretary

In response to the query of a visitor about "Special Secretary" in the Government of India (i.e. Central Government), the following is the difference between Joint Secretary to Government of India, Additional Secretary thereto and Special Secretary/ Secretary thereto. Joint Secretary is Joint Secretary. Additional Secretary is Secretary in waiting. Special Secretary is also Secretary. In terms of pay, Joint Secretary draws lesser pay than Additional Secretary, Additional Secretary draws lesser pay than Special Secretary/ Secretary, Special Secretary draws 80,000/- per month fixed just as the Secretary. Special Secretary can put up files directly to the Minister without going through the Secretary. However, in practice, for courtesy's sake or sometimes for keeping the Secretary in the loop or if so desired by the Minister, files are put up by the Special Secretary through the Secretary to the Minister.

PMO should fix responsibility on officers

PMO should look into this and fix responsibility on officers of DOT,DOP&T and CVC for this abnormal delay in finalising the selection of CMD OF MTNL and BSNL .The absence of Head of the organisation is reflected in the poor customer service by these organisation.

Addition and deletion of names in the agreed list

Applicant sought information as to how his name was put on the agreed list and how was it removed. The First Appellate Authority (FAA) directed the PIO to furnish relevant documents after duly suppressing the identity of complaint(s)/official(s). The Public Information Officer (PIO) filed an appeal against the FAA order. The Central Information Commission (CIC) observed that the Agreed List is admittedly a confidential information, rather a critically confidential information, held by the public authority in its role as a third party within the provisions of Section 124 of the Indian Evidence Act. The CIC held that confidentiality of the Agreed List is critical for the success of the management decisions about key assignments to its employees, lest for want of reflection on the background, character and conduct of specific officers, management hands over sensitive assignments into undeserving hands whose actions may be injurious both to the public authority as well as to the public interest. The CIC upheld the denial of information by the PIO.

In the case of Sudesh Kumar v. Customs & Central Excise in Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed List" are not disclosable. After a person's name has been deleted from the agreed list, there would be little ground to deny information to the concerned person.
