vacancies being made in both the Boards. There is considerable resentment

Kin appointed by Ministers in their personal staff !
So much noise was made by TV. Channels on discovering that the Chief
Minister Of Bihar had his Son-in law as his P.A. This is of course,
highly improper but his is not the only case where kin have been appointed
by Ministers in their personal staff. I am reminded of an important
Union Minister during NDA rule, who incidentally is now adorning Rajbhawan
of a state, who had quite a few of his relatives including a son ,a
daughter, a niece on his personal staff. This is no doubt unethical
and even corrupt as the relatives need not work but they get paid salaries
and enjoy other perks of office. Prime minister Modi has laid down a
few norms for the personal staff of the ministers. Rightly so because
it is the Personal staff, the PSs and PAs who are the first face of
a minister and some of them are experts in wrong-doing. They are arrogant
and even humiliate senior officers of the Ministry. Files are moved
only with their blessings which do not come free. Apart from the strict,
no to relatives the limit of persons a minister can have in his staff
should also be followed. There are guidelines to this effect .I remember,
way back in 1985 when I was Joint Secretary (E) in DoPT these guidelines
were framed. These must have been reiterated and formulated afresh.
Are these being observed ? Only the other day someone mentioned to me
that the Railway minister is having as many as 62 personnel on his personal
staff. I hope it is not true.

Partiality in AAI
No action has been taken by higher authorities of Airports Authority
of India against the staff posted outside their department on loan basis.
They are posted out for 5-6 years and no transfer orders are applicable
on them. They get salaries and perks from AAI and also get benefits
from other departments. This is partiality.

Problems created by PSUs employees not solved
I daily read news/views and problems of employees on "whisper".
Now a days I read news of Loan-basis employees posted in another departments
and problems of CGHS beneficiaries (pensioners/serving).Mostly problem
of CGHS solved and beneficiaries are happy. They get right way through
whisper. But problems created by PSUs employees posted in another departments
on loan basis, not solved.

No promotion policy for Scientific Officers in BIS
It is surprising that the National Standards Body i.e Bureau of Indian
Standards (BIS) is not having any promotion policy for its Scientific
Officers for the last 4 years. How can they set standards for the country
when their own house in not in order?

Appling severability as per section 10 of the RTI Act
The appellant stated that he has been retired from service under
Rule 56-J and wants copies of correspondence exchanged with the
CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets.
The PIO replied that the correspondence contains material relating
to other employees and cannot be provided. The appellant contested
stating that as per Section 10 of the RTI Act, the respondent
are free to sever those portions which relate to other employees
and only that portion which pertains to him can be provided. The
PIO stated that they have examined the records and it is not possible
to sever portions related to the appellant. The CIC held that
if the information relating to other employees cannot be reasonably
severed, an appropriate affidavit should be filed before the Commission
and a copy of the same provided to the appellant.
Comments
On many occasions, the public authority may find it difficult
to remove parts of the information which relate to third party
or is exempt from disclosure. In such a situation, this citation
would be of use.
