Controlling politicians is easier than bureaucrats

It is easier controlling the politicians than the bureaucrats as you can move the State heads but shuffling the bureaucrats is not so easy. The bedrock of society, the bureaucrats a mighty power in themselves ,are deeply entrenched and difficult to dissuade and are firmly rooted. And the legendary power holders have ruled for long and will remain so. Many question whether you can do without the steel frame, you can guess ?

Correct the anomaly

Promotion of Dr AK Panda & R Balakrishnan - Odisha cadre IAS officers of 1984 batch to the rank of Chief Secretary highlights the case of officers of Tamil Nadu cadre, where even officers belonging to 1982 batch are still waiting. Of the nine officers, one is due for retirement by the end of the month. It is hoped that the state government initiates immediate action to correct the anomaly.

Misuse of vehicles in AAI

The three vehicles of Airport Authority of India might being used by the officials of the Ministry and Office of Minister, Ministry of Civil Aviation. Many of them at the same time might be taking transport allowance with their salary. APS to MOS(PP) as per RTI information is taking both Transport Allowance and Vehicle from the Ministry of Science & Technology. There could be many cases like this, Government should recover back these amounts.

DATE WITH RTI

Appling severability as per section 10 of the RTI Act

The appellant stated that he has been retired from service under Rule 56-J and wants copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The PIO replied that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act, the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO stated that they have examined the records and it is not possible to sever portions related to the appellant. The CIC held that if the information relating to other employees cannot be reasonably severed, an appropriate affidavit should be filed before the Commission and a copy of the same provided to the appellant.

Comments

On many occasions, the public authority may find it difficult to remove parts of the information which relate to third party or is exempt from disclosure. In such a situation, this citation would be of use.
