LCH TD3 makes maiden flight; IOC expected by Sept 2015
The Light Combat Helicopter (LCH) Technology Demonstrator TD-3 made the successful maiden flight here today. "Escorted by a Dhruv helicopter, the entire flight was flawless. It will be an effective weapon platform to deliver precision strikes at high altitude and we are confident it will meet the requirements of the IAF", says Dr R K Tyagi. "We are making all efforts to achieve IOC by September next year", he adds. In all HAL is expected to produce/manufacture 179 LCH for Indian Defence forces. Today's flight was piloted by Wg Cdr Unni Pillai and co-piloted by Gp Capt SHK Nair. It took off at 15.20 hrs. and flew for 20 minutes. The scope of this project covers design and development of two technology demonstrators, one full scale mock-up, one break away fuselage (BAF) and Initial Operational Clearance (IOC). During development of LCH, HAL Board sanctioned LCH related projects, namely, Modified Rotor System, Manufacturing of TD-3 & TD-4 for acceleration of development flight testing, indigenous development of Integrated Avionics and Display System (lADS) & Automatic Flight Control System (AFCS) in order to reduce the dependency on foreign vendors and develop indigenous technology. Breakaway fuselage of LCH was built and limit load testing was completed successfully in October 2012. LCH-TD-1 was first flown on March 29, 2010 and LCH-TD-2 was flown on June 28, 2011. Together TD-1 & TD-2, LCH has flown for 388 flights (285:10 hrs.). For better planning, execution and monitoring of the project leading to enhancement of number of flights to achieve milestones of Cold Weather Trials, Hot Weather trails and weapon firing trials, HAL Board had sanctioned manufacturing of TD-3 and TD-4.

SBI launches barcode based passbook printing kiosk (UPDATED)
State Bank of India today announced the launch of barcode based passbook printing kiosk named 'SWAYAM'. The facility was launched by Mrs Arundhati Bhattacharya, Chairman, State Bank of India. Swayam enables customers to carry out passbook printing in self service mode using barcode technology. Speaking on this occasion, Mrs Bhattacharya said, "Swayam, which is another milestone of the bank with the use of technology, will go a long way to enhance customer experience." Swayam will be rolled out at more than 2,500 branches of the Bank. Customers can print their passbooks of Savings, Recurring Deposit as well as PPF account through the facility round the clock, even after branch timings.

ONGC Videsh declares H1 FY'15 results (UPDATED)
The Board of Directors of ONGC Videsh in its 395th Meeting held on 12th November 2014 approved the financial results for first half year of fiscal 2014-15 (H1 FY'15). Crude Oil production during H1 FY'15 is slightly higher by 1.22% due to the commissioning of phase II in Block BC-10, Brazil as well as acquisition of additional 12% PI in the block and increase in production in Carabobo, Venezuela which was offset by temporary shutdown of production in South Sudan. The gas production has increased by 10.43% mainly due to production from Blocks A1 and A3, Myanmar during whole H1 FY'15 whereas it was for 4 months during H1 FY'14. Gross Revenue during H1 FY'15 has increased mainly due to increase in sales quantities in BC-10, Brazil and Block A1 and A3, Myanmar. The net profit during H1 FY'15 is higher by 9.65% over the corresponding half year mainly due to higher sales revenue partly offset by higher charge of depreciation, depletion & amortization. ONGC Videsh achieved the coveted distinction of the Most Internationalized Indian firm in a survey conducted by the prestigious Indian School of Business. ONGC Videsh is the only PSU in the list of top 20 Indian firms in the study. The ranking, which have taken into account figures for fiscal ended March 2013 are based on percentage of international assets against total assets, overseas revenues against total revenues and percentage of foreign employees with respect to total headcount. The methodology is based on the framework and the Trans-Nationality Index (TNI) developed by the United Nations conference on Trade and Development (UNCTAD).

Improve energy indices; keep pace with world standards in emission: Chandra
"The Make India campaign will make India into a manufacturing powerhouse and energy demands will multiply. Indian Refiners must record a marked improvement in energy performance, up the refinery complexity to squeeze maximum value and yield, all the while keeping the emissions in check on par with the global benchmark" said Saurabh Chandra IAS, Secretary Petroleum & Natural Gas, MoP & NG., GoI. He was speaking after inaugurating the 3-day, 19th Refinery Technology Meet organized by Centre for High Technology (CHT) of Ministry of Petroleum & Natural Gas (MoP&NG), GoI and co-hosted by MRPL ( Mangalore Refinery & Petrochemicals Ltd) that got off to a start at Chennai on November 12, 2014. "The participants of the Meet should come up with out of the box solutions and innovative ideas, translate them into action and demonstrate the value and impact before the next RTM " said Saurabh Chandra. Quoting numbers and data on performance in the Indian Refining sector, Sandeep Poundrik IAS, Joint Secretary (Refineries), Ministry of Petroleum & Natural Gas, Government of Indiaclearly set the target for the downstream stalwarts gathered at the RTM. " There is gap between the world's best in Energy Intensity Index and our refineries, he said, "We needto cover this and the GRMs definitely need to improve, particularly that of the 17 PSU refineries; energy and operational efficiencies must be on par with the best and Indian refiners must plan infrastructure vamps to process sour, high tan and different quality crudes while extracting the best yield". Welcoming everyone H Kumar, Managing Director, MRPL said that the timing of this meet could not have been better in view of the game changing decisions and fresh strategies in the energy sector.


Energy Conservation awards announced: Indian Oil makes a clean sweep

The Jawaharlal Nehru Centenary Awards : First, Second and Third that come with a silver trophy, citation and certificates, are given in different categories based on complexity (more than 7.5 Nielson or less than 7.5 Nielson). These were given away today at the Inaugural session of the 19th Refinery Technology Meet (RTM) at Chennai on November 12, 2014. The Jawaharlal Nehru Centenary Awards for 2013-14 were swept by Indian Oil Corporation Ltd, with Indian Oil's Panipat Refinery bagging the First Prize in Group I; their Haldia Refinery securing First and Barauni Refinery the Third Prize, in Group II. Indian Oil's Guwahati Refinery took home the Special Award for Best Improvement in 2013-14. IndianOil's Gujarat Refinery also won the First prize in the Oil & Gas Conservation Award for Furnace/ Boiler Insulation Effectiveness in Category I and Haldia, Digboi and Barauni Refineries of Indian Oil got the first, second and third prize in Category II. Under the "Furnace /Boiler Efficiency" in Group II, again Indian Oil's Mathura, Haldia and Guwahati Refineries took away the first, second and third prizes. The First Prize in the Oil & Gas Conservation Award under Group III, for Furnace/Boiler Efficiency, was secured again by Guwahati Refinery of IndianOil.The Prizes were received by B Ashok, Chairman Indian Oil, Sanjiv Singh, Director Refineries, Indian Oil and Team members at the RTM. The Second Prize in Jawaharlal Nehru Centenary Awards for 2013-14 in Group I was won by SEZ Refinery of Reliance Industries Limited and the Third Prize went to Numaligarh Refinery Ltd. Reliance Industries Limited SEZ Refinery also won the Second Prize under Group II for Furnace/Boiler Efficiency Oil & Gas Conservation Award. In Group II of the Jawaharlal Nehru Centenary Award Second Place went to Vadinar Refinery of Essar Oil. The First Prize in the Oil & Gas Conservation Award Group I for Furnace/Boiler Efficiency went to HMEL. HPCL's Mumbai Refinery also bagged the Second prize in Group III under the same. Manali Refinery of CPCL won the Oil & Gas Conservation Award Second Prize under Category I for Furnace/Boilers Insulation Effectiveness and BPCL's Kochi Refinery secured the Third position in the same.

Civil Aviation Security-A great lapse

There was a news item on October 10, about a buffalo being overrun by an aircraft. The Civil Aviation Bureau of Security & Director General of Civil Aviation are the two authorities who lay down the standards regarding Security & Safety respectively. Ministry of Civil Aviation is supposed to see that Airport operators & Air operators follow their instructions. In USA earlier FAA was the final authority to decide the matters of Security & Safety Of Airports & Aircrafts. Now after 9/11 the all matters are being dealt By Inland Security Ministry. Looking to the poor implementations of instructions of BCAS & DGCA,US A has downgraded the status of India regarding matters of Security & safety. The attitude of Civil Aviation Ministry towards these two important wings is lukewarm. While the post of Commissioner BCAS is Vacant for almost a year the post of DGCA is manned by an IAS officer. The Ministry is located in the building of AirPort Authority & the AAI feels that being a Government of India Undertake they can flout the law and Instructions of BCAS. Similarly Air India feels the same. The Private operators often follow Government company's system If it were not like that how is it that many inspections' note of BCAS officers pointing about the position of broken fences could have been overlooked ? Will some drastic action be taken against AAI responsible for this lapse. It was an agile pilot who could control the damage other wise, it would have caused many deaths. How is that many pilots are flying without getting their license renewed ? Are we waiting for some catastrophy ? Even The Present Minister while briefing about his task did not mention a word about upgrading our Safety & Security system. Hope the Minister & The Bureaucrats of the Ministry realize that getting upgraded our Airport Security is also a task to be achieved.

Thanks to Vijay Kumar and others for explaining the status of Special Secretary, from which it is clear that Special Secretary is as good as Secretary, The logical question, therefore, is that why should a Ministry be overburdened with Secretary, Special Secretary, Additional Secretary?

Narendra Modi is taking a lot of small steps, which is making impact and in the long run will be beneficial for the countrymen. People may make fun of him but in the long run "boond boond se samudra banta hai". The media is specially critical because Modi is not giving them free jaunt on the Air India's flight on his tours abroad.

All are treated alike in central Government


All are generally treated alike in central Government on the issue of retirement age. Any organisation including military and private establishments keep different retirement age based on the ranks and thus tends to retain the top management in preference to new entrants without affecting average age. The main argument against increase in retirement age had been crunch in new appointments. Just an equal number of non functional up-gradations may be affected in respective cadre. Though there may be views, delay in it citing pay commission and thereby continuing to loose top managers may not be fruitful. The prevailing health conditions in group A services at the age of 60 years is extremely good in general.

Create clean image of CBEC


It is very good step taken by CBDT by issuing an internal circular about dealing with tax payers without harassing them. Can CBEC also issue such directive for their staff how to deal with the assessees or new customer. There is problem to deal with the officers even in service tax registration. One has to submit certain documents after filling form online, this causes problem and one has to sell out some money to get the registration certificate which is very unfortunate part. It is surprising why Govt. is not making whole process of registration online. the documents like PAN, address proof etc, can easily be uploaded while submitting the form online. This small window of submission of documents is opportunity for the officers to extract money from new registrant. This should be avoided by a internal circular by cautioning the officers dealing with service registration. The work should be completed in one visit only without harassing the new registrant. There are people available who undertakes job of broker and try to extract money to get the work done. Create a clean image of CBEC.

Appling severability as per section 10 of the RTI Act

The appellant stated that he has been retired from service under Rule 56-J and wants copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The PIO replied that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act, the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO stated that they have examined the records and it is not possible to sever portions related to the appellant. The CIC held that if the information relating to other employees cannot be reasonably severed, an appropriate affidavit should be filed before the Commission and a copy of the same provided to the appellant.

Comments

On many occasions, the public authority may find it difficult to remove parts of the information which relate to third party or is exempt from disclosure. In such a situation, this citation would be of use.
