An accusing finger has started pointing at the selection process of the Public Enterprises Selection Board (PESB), which recommended the name for the post of Chairman-cum-Managing Director, PEC Limited despite knowing that he was not given CVC clearance for his earlier selection as Director (Marketing), PEC Limited last year on April 29, 2013. Secondly, the Government of India has moved a proposal for merging PEC Limited with STCIL; at the same time to select a candidate for CMD post raises many questions.

SAIL achieves 58% growth in Q2 EBIDTA(UPDATED)
SAIL registered an EBIDTA of ` 1498 crore for the July-Sept'14 quarter which is 58% higher than the corresponding period last year (CPLY). The profit before tax (PBT) of ` 751 crore in Q2 FY'15 is higher by 124% over CPLY, excluding the exceptional item of ` 1056 crore from M/s Vale in August, 2013 on account of arbitration award in favour of SAIL. The unaudited financial results of SAIL for the quarter July-Sept'14 was taken on record by its Board of Directors today. During the quarter, SAIL achieved a turnover of ` 12,934 crore, which is 1% higher than CPLY. The networth of the company increased to ` 43,622 crore as on 30.9.14, an increase of ` 956 crore from 31.3.2014. Improvement in performance in EBIDTA was helped by factors such as enhanced production of value added steel, better techno-economic parameters along with improvement in net sales realization and reduction in the input cost. With respect to the modernization and expansion programme, SAIL has already operationalized projects/facilities worth ` 27,500 crore till now. Commencement of integrated operations of 2.5 MTPA new steel plant at Burnpur is slated from November 2014, with the lighting-up of 4060 m3 state-of-the-art blast furnace here. This would be the second such large volume Blast furnace in SAIL, after the first one operationalized in Rourkela Steel Plant in August, 2013.
On this occasion, Chairman, SAIL C S Verma commented, "SAIL is focused on commissioning balance modernization facilities at the earliest and ramping up production from the operationalized units. It is heartening that capacity addition of SAIL is fructifying at a time when the country is witnessing improved economic sentiments and renewed thrust on infrastructure building, which will lead to increased demand of steel."

The new NDA government had announced that all officers on central deputation who have completed their tenure would be sent back .A number of officers were sent back except Vineet Joshi, IAS, Chairman of CBSE .Though he has been out of his cadre for more than 15 years, he appears to have managed his way through the new set up !!! PMO should look into this and take appropriate action to repatriate him other wise it will send a wrong signal.

Reverse extension policy

The NDA govt. must totally reverse this extension policy to bureaucrats, Railway Board officers, in fact all AIS services. Bring in fresh young officers for nuveau thinking and implementation of policy. No point making bills and passing it in Parliament and then it lies not implemented ! Change this policy in one sweep and send all retired officers on extension home. If they did not do it in 40 years of service career they will not do it on extension / re-employment.

It seems this soft-pedalling has emboldened the corrupt officials to continue with the malpractices. CGHS Pensioners & their tale of woes

Dear New Minister

Would request new Minister to ask his PPS / OSD to consolidate and compile all views / comments / observations and painful of experiences of pensioners with CGHS its Doctors and staff including practices and procedures which have appeared since the inception of this government ( however, Minister also free to even collect earlier reports too ) appeared at this forum and also elsewhere and may kindly go through each word of these as these been aired by respectable retired government servants ( including IAS IPS all organized services ) and consider what best can be done to give them 'Achhe din' As his predecessor was too buzy in banning gutkha, sale of cigarettes and making it mandatory even seat belts for passengers sitting in rear seats in cars and other such trivial matters. We pensioners will be ever grateful Many congratulations to you Minister and our best wishes

For monitoring, intent is important

This has reference to "Democratising Data Collection For Good Governance" by Rekha Bhargava, Ex-Secretary. In country like India, availability of feedback (data) is not a problem. The problem is intent of the authority, political as well as executive. The poor fate of many RTI Activists and Whistle Blowers is well known. Even CVOs not toeing the official line are in problem. Misinterpretation of rules, overlooking the evidences and harassing the complainant are the common tools used by the authorities to save their corrupt sub-ordinates. The observation of respected ex-secretary simply indicates how far our authorities can be from the reality. It appears she has failed to properly appreciate the observation of our honourable PM on bureaucracy, Mera Kyaa, Mujhko Kyaa. I wonder, if she properly informed the public about any of her programme and failed to get the feed back.

A note for 7th pay commission


In a zeal to present a unique report, the 6th Pay Commission has created so many anomalies that there had never been so in the earlier Central Pay Commissions from 1st to 5th in the history of independent India. One of the greatest anomalies is that the Pay Commission has recommended certain Grade Pays with a difference of mere Rs. 100/-, Rs.200/- or Rs.400/- e.g. Rs.1800, 1900, 2000, 2400, 2800, 4200, 4600, 4800 and created great confusions in remembering Pay Bands and Grade Pays. There was a Professor from one of the most renowned institutions of Management in the world, read IIM, Ahmedabad, as its Member on the 6th Pay Commission. It is a principle of Personnel Management that in order to create interest of the employee in the job, keep his morale high and to encourage him to contribute his best in the job, at least somewhat attractive amount of salary increase is prescribed on his promotion/ACP or MACP. This has totally been forgotten. It can well be judged if an employee gets promotion or is given ACP or MACP after ten years or so, what incentive he will have to put in his maximum to the job with the meagre increase of Rs.100/- or Rs.200/- or Rs.400/- in these days of high inflation prevailing even in 2008 when the Pay Commission's recommendations were brought out. On the one hand, Govt. is trying to simplify the laws, on the other, in addition to the above, many confusions e.g. prescribing same GP of Rs.5400/- in PB 2 and PB 3, merging many pay scales in PB 2 and PB 3, vast difference in the pay of Dy. Secretary and Director - both having same powers and functions - etc. have been created by the 6th PC. The 7th Pay Commission may kindly take note of this principle while formulating new Pay Scales. To simply the matters, the Commission may adopt the 5th Pay Commission scales of pay as the basis by multiplying the same with the recommended factor. If at all the 6th Pay Commission's salary structure is adopted, it may suitably adjust the Pay Bands, keeping sufficient gap between different Grade Pays.

2. Injustice to Deputy Secretary level officers by government

Since the level of responsibility, duties and powers for Deputy Secretary and Director level officers in Govt. of India are the same and both these posts are interchangeable depending upon the seniority of the officer concerned, there used to be a total difference of only Rs.2300/- between the Pay Scales of these officers before implementation of the 6th Pay Commission's report - the starting Scale of Pay for DS being Rs.12,000/- and that for Director Rs.14,300/-. It was highly unjustified on the part of GoI when it granted Pay Band and Grade Pay with a substantial difference to these levels of officers at the time of implementation of the 6th Pay Commission's report. As is known, PB-3 of Rs.15600-39100 with GP of Rs.7600/- is prescribed for DS and Substantially Higher (almost double) PB-4 of Rs.37400-67000 with GP of Rs.8700 for Director level officers. This is one of the greatest anomalies in the implementation of the 6th Pay Commission's report. There has been a demand to grant PB-4 with a Grade Pay of say Rs.8000/- to DS level officers. When the Govt. could grant PB-4 to Lt. Colonels and Director level officers - VI Pay Commission recommended PB-3 to even Director level officers and the Govt., later on, hiked the pay of Lt. Colonels -- there is no logic to deny the same to DS level officers. It is not that only DS level officers are affected. In fact even All India Service and equivalent officers including young Section Officers and Under Secretary level officers will also be affected when they reach the level of DS. To meet the ends of justice, the Government/Pay Commission should rectify this anomaly soon.

Appling severability as per section 10 of the RTI Act

The appellant stated that he has been retired from service under Rule 56-J and wants copies of correspondence exchanged with the CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets. The PIO replied that the correspondence contains material relating to other employees and cannot be provided. The appellant contested stating that as per Section 10 of the RTI Act, the respondent are free to sever those portions which relate to other employees and only that portion which pertains to him can be provided. The PIO stated that they have examined the records and it is not possible to sever portions related to the appellant. The CIC held that if the information relating to other employees cannot be reasonably severed, an appropriate affidavit should be filed before the Commission and a copy of the same provided to the appellant.

Comments

On many occasions, the public authority may find it difficult to remove parts of the information which relate to third party or is exempt from disclosure. In such a situation, this citation would be of use.
