Good step taken by the govt
The news is correct. It is a very good step taken by the Govt. There
has to be a proper screening of candidates for posts like CMDs of PSUs
and Banks. Hopefully this will have proper checks and balances and meritorious
candidates will have the selection.

"Let economy instructions not remain annual ritual "
The MOF's current fiscal's austerity instructions contain nothing unusual
. No out-of-the-box thinking. Indian babus and the public are tired
of measures being reiterated year- after- year after carrying out verbal
changes. Sample MOF's circulars of 2013 and 2014 : No -- 7(2) E (Coord)
/ 2013 ,dated 18 Sept 20 and 7(1) E (Coord) / 2014 ,dated 29th 0ct,2014
respectively on ministerial website and see the striking similarity
in language and content. We hope the instructions are followed this
year in letter and spirit under the watchful eyes of Modi.

Appling severability as per section 10 of the RTI Act
The appellant stated that he has been retired from service under
Rule 56-J and wants copies of correspondence exchanged with the
CPFC, ACPFC and the Vigilance Wing Mumbai along with note sheets.
The PIO replied that the correspondence contains material relating
to other employees and cannot be provided. The appellant contested
stating that as per Section 10 of the RTI Act, the respondent
are free to sever those portions which relate to other employees
and only that portion which pertains to him can be provided. The
PIO stated that they have examined the records and it is not possible
to sever portions related to the appellant. The CIC held that
if the information relating to other employees cannot be reasonably
severed, an appropriate affidavit should be filed before the Commission
and a copy of the same provided to the appellant.
Comments
On many occasions, the public authority may find it difficult
to remove parts of the information which relate to third party
or is exempt from disclosure. In such a situation, this citation
would be of use.
