Civil Aviation Security-A great lapse

I agree with the views expressed by SC Tripathi on the subject. On policy issues and also senior level appointments India only wakes up when tragedies repeat. As is a famous joke "police team arrives when all the evidences are cleaned and it is too late to real punish the culprit".

Still awaiting empanelment

The CSS officers of 1984 and 1985 batches are still awaiting their empanelment for Joint Secretary & equivalent posts. The proposal is pending with DoPT for quite some time, presumably due to non receipt of CVC clearance. Is there no time frame, no monitoring, no accountability for this case?

Anand

Maintain batch wise parity for central empanelment

I sincerely hope that the Union Home Minister like his predecessor maintains the batch wise parity for central empanelment between IPS /IAS at IG/ Joint Secy and DG/ Secy level. He would be known to be a go getter and indian police leaders have high hopes from him, because of his acumen and stature..

DATE WITH RTI

Personal information of a government employee

The appellant asked for the service details of a teacher regarding her date of joining the service, her present residential address and her salary certificates, etc. During hearing before the CIC, the teacher submitted that the information seeker is her husband who is harassing her. She raised objection to the disclosure of information to the appellant, saying that it is her personal information. The CIC held that information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given. Filing of 50 RTI applications reflects the personal animosity but not public interest.

Comments

Cases where spouses are seeking information about each other are now increasingly coming to notice. They may be involved in marital disputes and cases both civil and criminal, may be filed mutually against each other. They can also seek information to help them to prove or disprove the charges. However, it must be born in mind that information unconnected with the discharge of public duties should not be provided unless the disclosure establishes a larger public interest.
