Joining of Chandraiah as Director, BC&PL delayed

The joining of P M Chandraiah, Additional General Manager, EPIL, as Director (Finance), Bengal Chemicals & Pharmaceuticals Limited (BC&PL) is getting delayed due to health reasons. Chandraiah, who was supposed to take charge on November 14, 2014, is expected to assume the same in November end.

Post of IG, FHQ SSB falls vacant

With the joining of Somesh Goyal as ADG, SSB one post of IG (FHQ) has fallen vacant with SSB. Goyal, 1984 batch IPS officer of Himachal cadre took charge of ADG vice R C Tayal. Interestingly, Deepak Kumar may prove to be one of prospective takers. Deepak, a 1994 batch IPS officer of Assam-Meghalaya cadre has been serving as DIG, Frontier HQ SSB, Patna. The officer has recently been empanelled as IG, GoI.

Will the post of CVO, CBDT go to IAS ?

Amid the proposal from Finance Ministry recommending IAS officers for the position of CVO, CBDT the whispering goes on whether the post will remain with IRS officers only or will it go to IAS officers. The post has been lying vacant for over five months. Reportedly, the proposal is supposed to be turned down. One can wait and watch only.

Service Tax Registration

One of my friend visited Service Tax office at Nehru Place for registration. He had a very bad experience. Even he could not get registered and get certificate after visiting 4-5 times the office. Every time there is new problem surfaced due to some technicality. Ultimately he has to engage a CA to get the registration complete after paying some money to CA. It is not clear why senior officers are not helping the visitors for any assistance or the things have been designed in a such a way that every one is involved in the process. Commissioner is requested to Remove such hurdles and make the process transparent and free from any unwarranted things. Image of department will shine. Satya Mev Jayate.

No 'Informal Staff' for Ministers

The Prime Minister must bar central ministers for demanding "informal staff" from their ministries beyond entitlement. DOP&T's normative staff come on deputation from ministers'constituencies/ other ministries/Rajya Sabha/ Lok Sabha sects etc .The entire fleet of staff must be kept under IB's / CBI's scanner 24x7. They are deployed at Ministers' offices and residences enjoying authority but without accountability.Under UPA regime, they enjoyed numerous privileges like : free residential phones, transports,overtime allowances, free 'working lunch' besides occupying scarce office space.PSUs are the worst exploited flooded with demands of free mobile phones, hired cars etc. This led to huge corruption.

Pay band of Dy Secretary be compared to a Major

I do not agree with argument on pay band of Deputy Secretary who should be compared to a Major and not Lt Col. He can check 3rd, 4th and Vth pay commissions. Recent SC order on anomaly in case of armed forces officers rank pay case is under implementation. So you should not project wrong facts to suit yourself.

Step motherly treatment in Indian Railways


Our Indian Railways has expanded, media has expanded tremendously but very sorry to state the Public Relations Department & its departmental official are still being given a total step motherly treatment in our own organisation.

The career progression of Public Relations Officials of Indian Railways is too slow & pathetic that most of the officers are working without any single promotion for more than fifteen years whereas their counterparts & even juniors are going much ahead of them . This has brought a total de-motivation & humiliation factor among the PR officials. We have tried a lot in past to get justice but we couldn't get any.

DATE WITH RTI

Personal information of a government employee

The appellant asked for the service details of a teacher regarding her date of joining the service, her present residential address and her salary certificates, etc. During hearing before the CIC, the teacher submitted that the information seeker is her husband who is harassing her. She raised objection to the disclosure of information to the appellant, saying that it is her personal information. The CIC held that information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given. Filing of 50 RTI applications reflects the personal animosity but not public interest.

Comments

Cases where spouses are seeking information about each other are now increasingly coming to notice. They may be involved in marital disputes and cases both civil and criminal, may be filed mutually against each other. They can also seek information to help them to prove or disprove the charges. However, it must be born in mind that information unconnected with the discharge of public duties should not be provided unless the disclosure establishes a larger public interest.
