IPS officers as IG begins
The Government of India (GoI) has initiated an empanelment process of
IPS officers of 1995 and 1996 batches for holding Inspector General
and equivalent level posts at the Centre.
Panel for DG, CRPF yet to be formed
With 10 days left in the superannuation of Dilip Trivedi, the incumbent
DG, CRPF the panel for the coveted post is yet to be formed. Trivedi,
a 1978 batch IPS officer of UP cadre is retiring on November 30.
Mrs Stuti Narian Kacker is also Secretary, Social Justice & Empowerment
Mrs Stuti Narian Kacker has been assigned an additional charge of Secretary,
Social Justice and Empowerment during the period from November 18 to
November 22, 2014. Mrs Kacker, who is presently Secretary, Disability
Affairs, belongs to 1978 batch IAS officer of Uttar Pradesh cadre.
Rajiv Mehrishi appointed as India's Alternate
Governor, ADB
Rajiv Mehrishi, Finance Secretary and Secretary, Department of Economic
Affairs (DEA), Ministry of Finance, Government of India, has been appointed
as India's Alternate Governor on the Board of Governors of the Asian
Development Bank, Manila, Philippines. He is a 1978 batch IAS officer
of Rajasthan cadre.
Sutirtha Bhattacharya selected as CMD, CIL
Sutirtha Bhattacharya has been selected for the post of Chairman-cum-Managing
Director, Coal India Limited (CIL) at a Public Enterprises Selection
Board (PESB) meeting held on November 18, 2014. As many as 12 persons
were interviewed for the same. Bhattacharya, who is presently Chairman
of Singareni Collieries Company Ltd (SCCL), belongs to 1985 batch IAS
officer of Telangana cadre.

Will the post of CVO, CBEC go to IAS officers ?
Amid the proposal from Finance Ministry recommending IAS officers for
the position of CVO, CBEC the whispering goes on whether the post will
remain with IRS officers only or will it go to IAS officers. The post
has been lying vacant for over five months. Reportedly, the proposal
is supposed to be turned down. One can wait and watch only.

Three officers belonging to Central Secretariat Service (CSS) have been
transferred and posted to different Ministries in Government of India.
Accordingly, Parveen Jargar has been transferred from Textiles to Skill

also shifted from Home Affairs to Skill Development & Entrepreneurship
and D Banerjee is posted to Department of Administrative Reforms &

Central deputation tenure of Vinakshi Gupta CVO of the National Cooperative
Consumers Federation (NCCF) has been extended till March 31mext year.

off?
The Ministry of Petroleum and Natural Gas is reported to be waiting
for the envelope of second runner up candidate at the selection meeting
held on May 26, 2014 for the post of Director (Marketing), Indian Oil
Corporation Limited (IOCL) from the Public Enterprises Selection Board
(PESB) after the name of selected candidate U V Mannur, ED, IOCL, was
struck off by the concerned Minister. The PESB had conducted interviews
of 11 persons among them one is to be chosen for this post: A K Verma,

Reshuffle of IAS officers in Assam
(UPDATED)
A number of IAS officers have been transferred and posted at different
places in Assam. Accordingly, Sankar Prasad Nandy has been appointed
as Secretary of Secretariat and GAD while Biswajit Pegu will be Deputy
Commissioner, Bongaigaon and Goalpara deputy commissioner Preetam Saikia,
who was transferred as secretary of the elementary and cultural affairs
department, will be replaced by J.V.N. Subramanyam, joint secretary
of personnel, administrative reforms and training and information technology
departments. Chief executive officer of zilla parishad, Morigaon, Nazrul
Islam, will now take over as the Dhubri deputy commissioner, replacing
Kumud Chandra Kalita. Kalita has been transferred as joint secretary
of tourism department; S S Meenakshi Sundaram as Additional Secretary
of Soil Conservation; Sundaram will be replaced by Chirang deputy commissioner
Virendra Mittal as Sivasagar deputy commissioner while director of food
and civil supplies department, Rupak Kumar Mazumdar, will be the new
Chirang deputy commissioner. Aruna Rajoria, deputy commissioner, Dibrugarh,
has been transferred as mission director of Sarba Siksha Abhiyan Mission
while Darrang deputy commissioner M.S. Manivannan will be the new Dibrugarh
deputy commissioner. Nagaon deputy commissioner P. Ashok Babu was transferred
and posted as mission director of National Health Mission in place of
Manish Thakur. Barpeta deputy commissioner Siddharth Singh was transferred
as additional secretary of public health engineering department and
joint secretary of elementary education department, Varnali Deka, has
been posted as Barpeta deputy commissioner. Karbi Anglong deputy commissioner
Prasanta Kumar Buragohain was posted as Dhemaji deputy commissioner
replacing Monalisa Goswami.
4 IAS officers of AGMUT cadre transferred

A number of IAS officers of AGMUT cadre have been transferred and posted
to different states. Accordingly, Rakesh Bali from Andaman and Nicobar
Islands and R.K. Mishra from Arunachal Pradesh have been shifted to
Puducherry while P R Meena and D K Mishra from Puducherry were transferred
to the Government of Delhi and T Shrikant is posted to Goa. Besides,
Jitendra Narain was shifted to Puducherry.

Modi trying hard to ease stranglehold of IAS
Modi has been trying hard, but not able to ease the stranglehold
of IAS on the system and in the matters of selection of top posts, including
those of regulatory bodies. Merit does not get counted when even one
of the candidates is IAS.

Promotional avenues of CSSS officers in Central Secretariat Service
The case of CSSS officers, particularly Stenographers Grade appointed
before 1990 and promoted as Stenographers Grade 'C' on ad-hoc basis
and had rendered more than 10 years continued uninterrupted service
have either been regularised in batch wise begun from 2006 or are bound
to continue to serve having no other option left with them for regular
promotion deserve to be considered sympathetically. Most painful for
the officers who devoted their one third service span and sacrifice
their career for want of regular promotion and are at the verge of retirement.
It is high time for the DP&T responsible for keeping the regular
promotions pending for long time may be instructed to look into their
case afresh on humanitarian ground and regularise their ad-hoc tenure
from the day one they are promoted on ad-hoc basis. If the provision
for ad-hoc promotion does not exist in the current Recruitment Rules,
the proposal for amendment in the RRs may be mooted/approved by the
Competent Authority. If such an approach is adopted for the retiring/retired
officials, the officials will retire from the service with some pride.

CGHS beneficiaries of pensioners category expects relief
Welcome New Hon'ble Minister for H&FW. We CGHS beneficiaries of
pensioners category expects some relief in direct consultation and treatment
in empanelled hospitals and diagnostic centers. Earlier Minister made
Sr. Citizens of general public for consultation in CGHS wellness centres.
Similarly Sr. Citizens, CGHS beneficiaries can avail direct consultation
in empanelled hospitals. This is fair and equal treatment to be given
to pensioners. If the scheme is extended to all pensioners, it is best
if not at least to start with those who crossed 65 years of age due
to their ill health and age related problems. This does not require
any rocket science it is as simple as availing the treatment in empanelled
hospitals only without any reference from wellness centres but medicines
will continued to be issued by dispensaries. Let us do good for our
old Sr. citizens.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
