MD NBCFDC Naqvi, superannuates on October 31
A.A. Naqvi, Managing Director, National Backward Classes Finance and Development Corporation (NBCFDC), has retired on October 31 attaining the age of superannuation and after putting more than 17 years service in NBCFDC as Managing Director and more than 30 years of service in the CPSEs. During his tenure as MD, NBCFDC forging ahead while fulfilling its commitment towards uplifting the eligible members of the Backward Classes benefiting more than 18.34 lakh beneficiaries with the disbursement of the loan amount of over 2690 crores by the end of October 2014. In recognition of NBCFDC's outstanding services to the poor section of the Society, Naqvi received SCOPE "Gold Trophy" from President of India. During his tenure as MD, NBCFDC is achieving excellent performance and NBCFDC has received MOU Excellent results/rating consecutively for 14 years among MOU signing PSEs with Govt. of India. NBCFDC has also been rated one of the Top 10 PSEs five times and the award was presented by then President, Vice-President and then Prime Minister of India earlier. Naqvi has been the member on the SCOPE Executive Board, an apex body of Public Sector Undertakings since 1999. Naqvi has won SCOPE award for Excellence & Outstanding contribution to the Public Sector Management individual leadership Category.

Vigilance awareness week observed in CPWD
Vigilance Awareness Week has been observed in a very big way in CPWD , Nirman Bhawan this year. Special efforts have been made by the CVO ,CPWD to make this public outreach measure a big success by organising a number of awareness programs in the CPWD Directorate as well as in all the field offices up-to circle level all over India. The pledge to eradicate corruption to all employees of CPWD was administered by the Secretary , Ministry of Urban Development Shankar Aggarwal and Secretary Ministry of Housing and Urban Poverty Alleviation , Ms Anita Agnihotri . A seminar and interactive session on the main theme " Combating Corruption - Technology as an Enabler " was organised on October 31, 14 and was attended by all senior officers of CPWD. Sudhir Kumar , IPS former Vigilance Commissioner , Central Vigilance Commission graced the occasion as Chief Guest. The chief guest inaugurated the newly created Vigilance Corner in the CPWD web site which has provided a facility for on-line registration of Vigilance Complaints. This also provides a facility for monitoring the status and action taken on the vigilance complaints. U K Lal , IPS ,CVO of Dedicated Freight Corridor Corporation , Yogesh Deshmukh,IPS , Director Vigilance , Railway Board and Ramesh Chandra , CTE, Central Vigilance Commission attended as special guests. Role of all freedom fighters and makers of modern India will now be remembered !
The momentous role of the Iron man of India, Sardar Vallabhbhai Patel in the freedom movement and thereafter had earlier been all but forgotten by the Government. The Sardar was not only the foremost freedom fighter, he made modern India by integrating the hundreds of princely states into one India. He also repeatedly warned against the designs of Pakistan and China. It is a welcome step that the memory of the great patriot is being revived now by the Government. Vallabhbhai Patel, Subhash Chandra Bose, Bhagat Singh, Rajguru, Sukhdev, Ashfaqullah, Rajendra Prasad, B C Roy, Madan Mohan Malviya, Lokmanya Tilak, Gopal Krishna Gokhale, M G Ranade, Jai Prakash, Kripalani, Sarojini Naidu etc. all had been forgotten. It is clear that the role of all the freedom fighters and martyrs and makers of modern India will now be remembered. The Government is to be congratulated for it.

Geriatric club

The interview of the Chairman of the SIT on black money in some channels does not instill confidence. The team, consisting of retired Judges looks more like a geriatric club. One can expect requests for extensions and the SIT going on with the probe for the next one decade and ending up in a wild goose chase. No wonder Congress is having the last laugh.

Addition and deletion of names in the agreed list

Applicant sought information as to how his name was put on the agreed list and how was it removed. The First Appellate Authority (FAA) directed the PIO to furnish relevant documents after duly suppressing the identity of complaint(s)/official(s). The Public Information Officer (PIO) filed an appeal against the FAA order. The Central Information Commission (CIC) observed that the Agreed List is admittedly a confidential information, rather a critically confidential information, held by the public authority in its role as a third party within the provisions of Section 124 of the Indian Evidence Act. The CIC held that confidentiality of the Agreed List is critical for the success of the management decisions about key assignments to its employees, lest for want of reflection on the background, character and conduct of specific officers, management hands over sensitive assignments into undeserving hands whose actions may be injurious both to the public authority as well as to the public interest. The CIC upheld the denial of information by the PIO.

Comments


In the case of Sudesh Kumar v. Customs & Central Excise in Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed List" are not disclosable. After a person's name has been deleted from the agreed list, there would be little ground to deny information to the concerned person.
