Amid whispers doing round the corners about D K Pathak's supposed movement

PMO should check Personal Staff of all Ministers
The PMO should check the Personal Staff of all the Ministers as most
of the time, the Personal Staff indulge in undesirable activities without
the knowledge of the Ministers concerned which will damage the reputation
of the Ministers. Similarly, the PMO should identify diligent and honest
officers working as Personal Staff Members of Ministers and motivate
them through incentives such as hiring them for PMO or other higher
government bodies.

who arm twist the office and PSUs for it. There are clear cut instructions
of DOP&T in this regard. Since long the DOP&T has not re-iterated
its instructions. The last one was sent long back by Arvind Verma former
Secretary-DoP&T.

Even after retirement, LTC is must
7th pay commission should include LTC facility to the retired officers
of Central Secretariat and provide 75 % of pension instead of 50%. They
should also be eligible to HRA and other benefits. Even after retirement,
LTC is must.

Clean Service Tax Department
Can someone help to make service tax department clean and corruption
(alleged) free which comes under CBEC. It will fulfill the aspiration
of PM to make country corruption free and stop generation of black money.

Instructions never followed in ICFRE
In Indian Council of Forestry Research and Education (ICFRE), an autonomous
council of MoEF, the instruction issued by MOF's circulars of 2013 and
2014 : No -- 7(2) E (Coord) / 2013 ,dated 18 Sept 20 and 7(1) E (Coord)
/ 2014 ,dated 29th 0ct,2014 and also CVC are always violated and has
no meaning for Director General and Directors of the institutes. More
than 100 IFS officers are posted on deputation with out the approval
of Ministry of Finance in IGNFA, ICFRE and its institutes and most have
of them have been drawing higher salary then their work and allowances.
There is no control of MoEF and MoF on these organisations. Therefore
the OM issued by MoF need to monitored seriously, otherwise there is
no meaning to issue such instructions. Most of the officer on deputation
in these organisations are drawing excess salary and allowances.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
