IAS as CVO in CBDT - a welcome step

The officers who have been harassed by the present vigilance set up will take a sigh of relief. At last some objectivity in dealing with vigilance matter may percolate into the system.
The Govt may appoint IRS from CBDT as CVO of other services to exploit the expertise in the domain. This will definitely help in overall Governance.

Rate of commission in a leading Public construction Agency-


It is being told that any PSU can assign work to this famous agency. The agency in turn assigns the work to a private contractor. The contractor has to pass 6 to 10% commission to the agency. The agency in turn passes 3 to 5% commission to the PSU or the ministry which assigns the work to it.


The PM should look into this practice as it amounts to substandard work and massive corruption running into hundreds of crores.

Stagnation - a serious problem


Stagnation is a serious problem that affects MORALE - it affects self esteem, it affects performance, it affects health even - and yet, bosses after bosses will come and go, and yet the poor Railway PRO will continue to serve and crib. Those who join with him will rise to become his boss in some years - and yet, he is supposed to be happy. Indian Railway PROs quest for dignity in the form of promotion has met with no success in the past, and it is amazing that such a glaring injustice is treated as if it does not exist. After being in the same scale for decades, some PROs in IR have given VRS and quit honourably. Some others continue to stay on in the hope that there will be some light at the end of the tunnel. But the damage, is already done. The Image of Indian Railways, is in the hands of these stagnated PROs - and unless and until they themselves are uplifted, can they uplift the image of the organisation? this is a simple question that has been overlooked for many years. The NaMo govt has found solutions to so many problems - will it also find a solution to end the pathetic plight of Indian Railway PROs so that they find dignity in their work?

Plight of CSSS Officers


I agree with the article written by Shri V. P. Sharma Ji on the plight of Stenographers Grade 'D' of CSSS, who were appointed well before 1990. Even Stenographers of 1985 batch are still working as Personal Assistants after rendering 29 years of their valuable service to the Govt. of India. Is is not humiliation to these officials? I would like to make a sincere appeal to Hon'ble Minister of DOP&T to please look into this aspect and redress their problem once and for all.

Personal information of a government employee

The appellant asked for the service details of a teacher regarding her date of joining the service, her present residential address and her salary certificates, etc. During hearing before the CIC, the teacher submitted that the information seeker is her husband who is harassing her. She raised objection to the disclosure of information to the appellant, saying that it is her personal information. The CIC held that information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given. Filing of 50 RTI applications reflects the personal animosity but not public interest.

Comments

Cases where spouses are seeking information about each other are now increasingly coming to notice. They may be involved in marital disputes and cases both civil and criminal, may be filed mutually against each other. They can also seek information to help them to prove or disprove the charges. However, it must be born in mind that information unconnected with the discharge of public duties should not be provided unless the disclosure establishes a larger public interest.
