A couple of Chief Secretaries were discussing about the GoI bureaucracy.
A senior bureaucrat present on the occasion mentioned the name of two
powerful bureaucrats in the PMO: Nripendra Mishra and P K Mishra. They
said "Yes we know that Nripendra Mishra is Principal Secretary to
the PM but who is P K Mishra"?

Deepak Gupta is new Chairman UPSC
An age-old tradition to appoint a senior-most member as Chairman of
the UPSC has been broken by the NDA Government. Deepak Gupta, who is
not a member, has taken over as Chairman of the UPSC on Saturday. Logically,
the senior-most Member Ms Alka Sirohi should have been appointed Chairperson
after the retirement of Rajni Razdan. The NDA Government, however, preferred
to appoint batch-mate of Ms Sirohi, Deepak Gupta as Chairman. Both are
1974 batch IAS officers. Deepak Gupta is the younger brother of former
Home Secretary Madhukar Gupta.
Will Chibber move?
There are strong rumours that Secretary of the Road Transport V Chibber
is moving from the Ministry. He is 1978 batch IAS officer of Manipur-Tripura
cadre.
Vivek Dubey in chase of Spl DG, CRPF?
Whispers in the corridors of power have it that Vivek Dubey may be elevated
as Special DG, CRPF. Currently Dubey, a 1981 batch IPS officer of Andhra
Pradesh cadre, is ADG (Training) CRPF. Besides, an Andhra Pradesh cadre
IPS of 1981 is also in the race.
Appointment of new bank CMDs this month end
Appointment of new CMDs of the nationalized banks will take place by
the end of this month.
Mitra likely to join as Director (Shipbuilding), HSL on Nov 29
A S Mitra is expected to take over the charge as Director (Shipbuilding),
Hindustan Shipyard Limited (HSL) on November 29, 2014.

Orders of Bandyopadhyay for Director (Fin), WCL yet to come
The orders of G Bandyopadhyay, GM, Coal India Limited, for the appointment
as Director (Finance), Western Coalfields Limited (WCL) are yet to be
issued by the Government of India. His file for final approval was sent
to ACC after 21 months.
V Hari Prasad posted as DAG, Pension in PAG office, Bangalore
V Hari Prasad, Deputy Accountant General, Principal Accountant General
(A&E), Kerala at branch Thrissur, has been transferred and posted
as Deputy Accountant General (Pension) in the office of Principal Accountant
General (A&E), Karnataka, Bangalore.
204 newly created posts vacant for a year in CBDT
Whispers in the corridors of power have it that 204 newly created posts
have been lying unfilled since June 2013. Having set an uphill task
of generating the revenue over 7.50 lac crores the ailing CBDT has been
under pressure to accomplish the target for the current fiscal year.
Four names in the chase of CS, Haryana
Whispers in the corridors of power have it that as many as four names
are in the chase of the coveted post of Chief Secretary to the Govt
of Haryana. The names in the chase are; Ajit Mohan Sharan, P K Gupta,
K K Jalan and Dalip Singh. The Haryana cadre IAS officers belong to
1979, 1981 & 1982 batch respectively. Sharan is presently serving
in GoI as Sports Secretary whereas Dalip Singh, Additional Secretary
Agriculture has submitted has papers seeking premature repatriation.
Malay Srivastava to repatriate to MP on Dec 24
It is reliably learnt that Malay Srivastava is all set to repatriate
to Madhya Pradesh. Having contributed as one of the architects of 34th
edition of India International Trade Fare, Srivastava is expected to
mark his last day under central deputation on December 24. He is a 1990
batch IAS officer of MP cadre.
Book of Dr S K Panda released
"Making One Plus One Eleven" authored by Dr S K Panda (IAS),
Secretary, Textiles, Government of India has been released in New Delhi
on Sunday. This book is on positive thinking and team building. The
book was released by Justice M B Lokur at a simple function in the presence
of former CIC, Satyanand Mishra and former Secretary in GoI, Sudha Pillai.
Sanjay K Agrawal to be Judge of MP High Court?
Orders of the appointment of Sanjay K Agrawal of Jabalpur as Judge of
the Madhya Pradesh High Court are expected to be issued next month.
DoPT invites applications for Financial Commissioner, ESIC
The Department of Personnel & Training (DoPT) has invited applications

come

2013.

Shahnawaz joins Bharat Broadband Network Limited under DoT
Shahnawaz Alam has joined as CGM(Finance) in Bharat Broadband Limited
(BBNL) under Department of Telecom, Ministry of Communications &
IT. He belongs to 1994 batch of Indian P&T Accounts and Finance
Service. BBNL is a Special Purpose vehicle for making India a digital
country by connecting all 250000 Gram Panchayats of the country by optical
fiber(NOFN). The NOFN is the special and vital project of the present
government.

Ajay Jain has been given additional charge as Secretary, Energy Department.
He is a 1991 batch IAS officer of Andhra Pradesh cadre.
New assignment to Ajit Doval (UPDATED)
Ajit Doval, National Security Adviser (NSA), has been appointed as the
Special Representative of India to conduct boundary negotiations and
strategic consultations with China. This arrangement will be part of
NSA's overall assignment.
NBCC celebrates its 54 years of contribution
towards the nation (UPDATED)
M Venkaiah Naidu, Minister of MoUD, has addressed the gathering on the
54th Foundation day of NBCC celebrated recently. On this occasion, Dr
Anoop Kumar Mittal, CMD, NBCC; Shankar Aggarwal, Secretary (UD); D S
Mishra, AS (UD) were also present. Speaking on the occasion, Naidu appreciated
NBCC's excellent contribution in nation's growth, its achievements and
business performance, particularly in recent years. He also applauded
NBCC's high-end participation with the Ministries, PSUs and other Central
& State Government bodies, in meeting social obligations towards
nation's interest. Dr Anoop Kumar Mittal, CMD, gave a brief account
of the company's endeavoured business success vis-a-vis its committed
involvement in all Government initiatives. The two-hour long cultural
evening had a wonderful rendition of songs by the renowned Bollywood
singer, Shaan and Troupe.
Rakesh Singh inaugurates new Sinter Plant
and Top Gas Recovery Turbine (UPDATED)
Rakesh Singh, Secretary Steel, Govt. of India, inaugurated the new Sinter
Plant-3 and the Top Gas Recovery Turbine (TRT) of Rourkela Steel Plant
(RSP) in the presence of C S Verma, Chairman, SAIL on November 11. Many
other senior officers of SAIL were also present on the occasion. The
new Sinter Plant - 3 supplies sinter to the New 4060 m3 Blast Furnace
-5. The single strand Sinter Unit has an effective suction area of 360
cubic metres and an annual production capacity of 3.70 MT of gross sinter.
The Top Gas Recovery Turbine will be generating about 14 MW of power
from the Blast Furnace Gas. With the inauguration of the TRT, all the
facilities in the Blast Furnace-5 have become fully operational. It
is pertinent to mention here that with the coming up of this Blast Furnace,
the Hot Metal Capacity of RSP has increased from 2.0 million tonnes
to 4.5 Million Tonnes and that of SAIL has increased from 14.5 million
tonnes to 17 million tonnes. Another 4060 m3 Blast Furnace at ISP, Burnpur,
which is slated to become operational during this month itself, will
further enhance SAIL's hot metal capacity to 19.5 million tonnes.

Even after retirement, LTC is must
I totally agree that retired officers should also be given the benefit
of LTC as this is the time they can travel without much worry. In fact
they should also be provided government guest houses free of cost.

Despite vacant posts in Central Health Service, no DPC held
There are 17 HAG posts of Central Health Service GoI like DGHS, Spl
DGHS, Addl.DGHS etc. out of which 14 posts of Addl DGHS are vacant since
2008 -2013, although officers are eligible since 1998 and are stagnating
since then. Despite vacant posts, no DPC has been held which has to
be investigated and fix responsibility. Around 8 posts namely 2008-9
1 post,2009-10 5 posts and 2 posts in 2009-10 DPC has been held by UPSC
and sent to ACC in July 2014 for approval but even there pending for
last 4 months on one pretext or other, hence cabinet /ACC should give
retrospective promotion from the date of occurrence of vacancy..Ref

It happens only with the IRS
DPC on January 28 and order yet to be issued, it happens only with
the IRS. Had it happened with the IAS , others would have died of heart
attack. One year after cadre review and not a single grade A officers
promoted by far out of 300 Commissioners of Customs and Central Excise.
191 charges are being held additionally. It shows the state of neglect
for the IRS.

Plight of CSSS
The stenographers, who were appointed in1985, are not only still PAs
but they are also exploited by Senior PPP/PPS and administration for
dictation and sitting late in office as they are posted with senior
officers because of their lengthy service and experience till date.

Sibal damages Congress so does Jaitley to BJP
I think, the voters of Amritsar were very intelligent in ensuring the
defeat of Arun Jaitley. However, the PM in a bid to return the favour
received in past appointed him as Finance Minister and Defence Minister.
I am afraid, this single mistake is likely to cost the Nation a lot.
On the issue of black money, he has almost cornered the BJP. Now, on
the issue of subsidy on LPG, he is again hurting the BJP vote base.
It remains a fact that the so called subsidy is nothing but the cost
of inefficiency by different agencies. It is time for the BJP and especially
P M Modi to realise that had the cost of petroleum products not gone
down, the inefficiency of the Finance Ministry would have been exposed
better. If Kapil Sibal damaged the congress more than anyone else, it
is Jaitley who is going to damage the BJP most.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
