PM hands over HAL Dhruv to Nepal
The Prime Minister Narendra Modi handed over an indigenous Advanced
Light Helicopter (ALH) - Dhruv - built by Hindustan Aeronautics Limited
to the Prime Minister of Nepal Sushil Koirala at Kathmandu. The copter
will be used by Nepalese Army. HAL team lead by T Suvarna Raju, Managing
Director, HAL (Helicopter Complex) was present on the occasion. "This
is in line with PM's thrust on `Make in India' and the Government's
policy of neighbourhood", said Dr R K Tyagi Chairman, HAL. The
Company's technical support team is positioned at Kathmandu to provide
maintenance and logistics support. Earlier, India had provided two Dhruv
helicopters to Nepalese Army in November last year, adds Dr Tyagi. Dhruv
helicopter in Mark-III version with Shakti engines and advanced glass
cockpit and avionics would immensely benefit Nepal, known for its mountainous
terrain and adverse environmental conditions. The helicopter has a proven
track record in both military and civil operations. It is designed to
meet the requirement of both military and civil operators. Dhruv has
also been exported to Ecuador, Mauritius and Maldives. The Ecuador Air
Force (FAE) operates five Dhruv helicopters with their president choosing
to fly in one of them. Dhruv is particularly useful in meeting the arduous
tasks in difficult terrains. Dhruv helicopters played a key role in
search and rescue operations during the 2004 tsunami, the 2010 flash
floods at Leh, the 2011 earthquake in Sikkim, the biggest ever rescue
operation by helicopters undertaken by IAF in flood and rain-hit areas
of Uttarakhand in June-2013 and Jammu & Kashmir flood relief operation
in September-2014. Dhruv is being operated by Indian Air Force, Indian
Army, Indian Navy, Coast Guard, BSF and State governments since 2002.
More than 140 Dhruv helicopters are in operation logging more than 1,
20,900 flight hours. Dhruv is a multi-role, multi-mission new generation
helicopter in 5.5 tonne weight class and meets Federal Aviation Regulations
(FAR) specifications. It has demonstrated its capability in long distance
flights, vertical climb and manoeuvring. Dhruv is an all-weather helicopter
which can carry 10-16 people at heights of 10,000 feet.

IRS happenings
Sunil's comment on plight of IRS is not comparable with IAS. Indirect
tax is lower than direct tax, hardly any value addition by officers,
GST will go to states for tax administration in due course, Customs
will go to Home ministry immigration, all indirect taxes will be abolished
then why crib for promotion.

It is not a good idea!
On one side the new Railway Minister speaks of augmenting badly needed
passenger comforts, on the other side comes the suggestion of replacing
sleeper berths in trains with chaircars to increase the carrying capacity
of trains where the travel time is overnight. Travelling 10 hours in
a chaircar at night is far from comfortable for any human being specially
elderly, women and children. Railways will also lose revenue as the
difference in fare for a sleeper class and a chair car is certainly
more than the revenue earned from additional seating capacity so generated.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
