SPG Chief was with PM when notification was
issued
SPG Chief K Durga Prasad was with the PM in Nepal when Government notification
was issued that senior most officer will look after post of Director,
Special Protection Group until the appointment of a suitable successor.
No one knows the present status of 1981 batch IPS officer of Telangana
cadre Durga Prasad who has completed his two year term.
Who will head the SPG?
If the Government notification is taken into account the senior most
officer in the SPG, S S Chaturvedi will hold the fort. And Chaturvedi
is a 1990 batch IPS officer of Tripura cadre.
No successor of CRPF Chief
The Government is yet to name the successor of CRPF DG, Dilip Trivedi
retiring on November 30.
Hectic lobbying for CS, Haryana; 5 names in
the fray
It is reliably learnt that hectic lobbying has been going on for the
coveted post of Chief Secretary, Haryana. Recent media reports have
made the buzz louder that yesteryear's land scams under Hooda regime
and expected reversals by Khattar government have made builder &
developer lobby pro-active. Shakuntala Jakhu, the incumbent CS, will
complete her extended tenure on Nov. 30. As many as five IAS officers
are in the reckoning for the coveted post; Ajit M Sharan (1979), Dalip
Singh (1982), K K Jalan (1982), P K Gupta (1982) and D S Dhesi (1982).
M K Jain to be CMD of Bank!
ED of the Punjab and Sindh Bank, M K Jain is all set to become CMD of
a nationalized bank in the first week of next month.

Whispers in the corridors of power have it that Virendra Gupta is also

The 1977 batch IFS officer (retired) previously served as Indian High
Commissioner to South Africa. The coveted post of DG, IDSA has been
lying vacant since August this year.

An urgent need to shifts offices out of Delhi
There is an urgent need to shift a number of central Government offices
like CGDA ,Coast Guard ,NDMA etc which has all India jurisdiction and
functions, out of Delhi .Attempts were made earlier but due to vested
interests this was scuttled .By shifting such offices out of Delhi to
Tier 11 cities not only Delhi will be decongested but other cities will
also develop. Modi's Government should consider this seriously.

PWD, IPH Departments should disclose their plans on websites
Section 4 of the RTI speaks about public disclosures. In fact, the details
of the officials and officers of every department should form a part
of public disclosures by departments in addition the public works department
and IPH departments should disclose on their website the details of
their annual plan along with estimates and assessments of works carried
out by them for social audit and bringing out more transparency for
a corruption free environment.

Customs revenue function cannot be executed by MHA
It is apparent he does not know much about Indirect Tax Administration
in the country. The indirect tax revenue may be less than Direct Taxes,
still is substantial and is required. AS for GST, by any standards is
required to be administered both by Centre and States. Customs revenue
function cannot be executed by MHA and as such cannot be discharged
by them. Regarding value addition by officers, what yardsticks he has
used? Such comments can be made against any service as lies have no
restraint in our public discourse.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
