There was a discussion about revival of the Congress party. A few Congress
leaders said that the party would be revived in 2019 under the leadership

Will Cabinet Secretary go or continue ?
Will Cabinet Secretary Ajit Seth get further extension beyond December
14 ? Bureaucracy is keen to know the reply to this question. Normally
successor to the Cabinet Secretary is appointed as OSD one month prior
to the superannuation . So far no OSD has been appointed.
Names of four CBDT Members cleared !
One 1978 batch IRS (IT) S M Nigam and three 1979 batch IRS (IT) officers
Rani Singh Nair and Surbhi Sinha and R C Mishra are believed to have
been cleared for CBDT as Members.
Six 1981 batch IAS officers get posting as
Secretary
Altogether six IAS officers from the 1981 batch have been appointed
as secretaries in various ministries in the Government of India.
Will Vineet Joshi continue as Chairman of CBSC
?
Will Chairman of the CBSC Vineet Joshi return to the parent MT cadre
or continue in the same capacity ? The bureaucracy is keenly watching
the decision of NDA Government. He is 1992 batch IAS officer.

of the company at a Public Enterprises Selection Board (PESB) meeting
held on November 27, 2014. As many as 14 persons were interviewed for

One who could not get Secretary rank now gets
CS rank
UP cadre 1978 batch IAS officer Anoop Mishra had been running from pillar
to post in GoI to get posting as Secretary . The GoI however always
disappointed him. Luck however favoured him with the rank and status
of Cabinet Secretary. He will be joining on December 1 as Secretary
General of the Lok Sabha.

K K Sharma is likely to be appointed SPG Chief .1983 batch IPS officer
of Rajasthan cadre Sharma is presently ADG in the BSF.
Retirement age of Scientists to 62 yrs under
consideration
Raising retirement age of Scientists from 60 years to 62 years is under
consideration of Government of India.
1984 batch IAS is now ACS in Himachal Pradesh
Three IAS officers of the 1984 batch, Tarun Sridhar, Narinder Chauhan
and PC Dhiman have been promoted to the rank of ACS in Himachal Pradesh.
Dalip Singh relieved from GoI, tipped to join
Haryana Govt today
It is reliably learnt that Dalip Singh, Additional Secretary, Department
of Agriculture, has been relieved from Government of India yesterday.
Reportedly, he would join the Govt of Haryana today. The date coincides
with the expected farewell of the outgoing Chief Secretary Ms Shakuntala
Jakhu today. Dalip Singh is 1982 batch IAS officer of Haryana cadre.
Spectators of Haryana bureaucracy term it as a design and not a mere
coincidence. One can wait and watch only.
Mala Srivastava's farewell today
The out going CBEC Member who is scheduled to retire on November 30
is expected to receive a farewell at CBEC HQ. The 1978 batch IRS officer
(C&CE) was appointed as Member and succeeded Sheela Sangwan on January
this year.

Prabhat Sahai will be joining as Chairman & Managing Director, Mumbai

Appointment of Manoj Mishra as CMD, CCIL delayed
The appointment of Manoj Mishra, Director (HR), CCIL, as Chairman-cum-Managing
Director, Cement Corporation of India Limited (CCIL) is getting delayed,
due to some technical reasons. The post has been lying vacant since
the retirement of incumbent R P Tak in September, 2014. However, Mishra
is holding an additional charge of CMD, CCIL.
Against sanctioned strength of 16 Jt Dir (Internal),
ED has none
It is reliably learnt that as against the total sanctioned strength
of 16 Joint Directors (internal) Enforcement Directorate has none. M
G Atri (Jt Dir (Admin), the only Joint Director (internal) rank officer,

AK Singhal has been appointed Chief Executive, General Insurer Public
Sector Association of India,( GIPSA). Singhal who is General Manager

Why PESB fails to select candidate for CMD,
OIL?
There are mutterings about the style of selection process of Public
Enterprises Selection Board (PESB), which decided to see more candidates
despite having interviewed as many as six candidates for the post of
Chairman-cum-Managing Director, Oil India Limited (OIL). Why PESB failed
to select one of the candidates--including one internal Mrs R S Borah,
Director (Fin), OIL and two other technical? Or PESB wants an IAS candidate
a la CMD, CIL? Delay in appointments on key posts may cause huge financial
loss to profit making PSUs, according to sources.

Mauritius signs contract with HAL for Dornier
Aircraft (UPDATED)
The Government of Mauritius signed a contract with HAL in Mauritius
capital Port Louis yesterday to acquire the versatile HAL made Dornier
aircraft for maritime surveillance to guard its extensive coastline.
The contract was signed by Mrs Kan Oye Fong Weng Poorun, Senior Chief
Executive, Prime Minister's Office (Mauritius) and by S Subrahmanyan,
Managing Director, HAL (MiG Complex and Accessories). "Thanks to
the support of the Ministry of Defence (MoD), External Affairs, our
Coast Guard, and Government of Mauritius, this contract worth nearly
Rupees 100 crores (USD 16 million) gives boost to our export efforts",
says Dr R K Tyagi, Chairman, HAL. HAL has fitted several role specific
equipment on this aircraft to meet the specialized requirement of the
customer, adds Dr Tyagi. In the past, the Company supplied helicopters
(Cheetah, Chetak and Dhruv) and two Dornier aircraft in maritime version
to Mauritius. The inclusion of Dornier in the National Coast Guard,
Mauritius Police Force would result in an extensive enhancement of the
present search and rescue capability and provide strategic depth to
policing the extensive Exclusive Economic Zone (EEZ). The High Commissioner
of India to Mauritius, Anup Kumar Mudgal and Commissioner of Police,
D I Ramprasad were present on the occasion. The maritime aircraft is
equipped with combination of 360 degree Surveillance Radar, Forward
Looking Infra-Red System, Traffic Collision and Avoidance System, Weather
Radar and host of other customer specified sensors. HAL will make continuous
efforts through its strong research and design base to develop and integrate
new modifications on such aircraft. HAL made Do-228 is reliable, multi-purpose,
fuel efficient, rugged, light weight twin turboprop aircraft with a
retractable tricycle landing gear. The cockpit is designed to accommodate
two crew members and is fitted with duplicate controls. The cabin can
accommodate 19 passengers in commuter configuration.

Is govt serious about reducing expenditure ?
1.If yes then the first thing Gov should do is to Privatise Air India.
Out of 370 daily flights 361 flights of Air India are loss making. Air
India suffered a loss of Rs.7,559 crore in yr 2011-12,Rs.5400 crore
in 2012-13 and Rs.5,300 crore in yr 2013-14.
2.On the contrary pvt airlines are paying taxes.The gov is using taxes
collected from pvt airline to fund the losses of Air India.
3.In fact the Gov policy of selling LTC tickets at huge price is an
indirect way of subsidising the airline.
4.Further the Gov directive that Central Gov employees must travel by
Air India is a directive which is anti competitive directive. CCI needs
to look into this and strike it down.
5. It is said that it is none of the business of government to be in
business, Gov should privatise/wind up Air India as soon as possible.
Else I don't see that this government is any different compared to previous
ones.
6. Pl stop this loot of taxpayers money, else I feel the private business
is justified in stashing their money in Swiss Bank accounts.
7. Hope the advisers to PM would bring this post to the knowledge of
Hon PM.

the MR first travel himself and then take decision.

Disputes in CAT
Most of the disputes in the CAT are related to interpretation of various
Rule, Regulations of Finance Ministry, DOPT relating to Pay fixation,
pension etc. where the IAS officers do not have any special knowledge
or expertise. Then why should all the member CAT posts are in a way
reserved and filled only by IAS officers? as a post retirement perks.
There is a need t o bring it to the notice of the Prime Minister that
such positions should be filled by officers with experience in implementation
and interpretation of Rules.

It is true for IAS also
If Customs cannot ask for promotions since GST will go to the states
and Customs will go to MHA and there is little value addition by the
officers, similar is true for the IAS. There is little value addition
by the officers, senior posts in GoI will soon go to lateral entrants
from the private sector, state level posts will sooner or later go to
the PCS and local self government will take over. So why do they ask
for promotions? Please publish these comments in the interest of fair
play as you publish comments against the IRS(Customs).

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
