Post of BRPSE Chairman vacant for over a year
The post of Chairman of Board for Reconstruction of Public Sector Enterprises
(BRPSE) has been lying vacant for over a year after the demise of Dr
Nitish Sengupta. Reportedly, UPA-II Govt had initiated the appointment
in April this year but it was finally set aside by the then PM.

As many as five officers at Principal CCIT level have been given additional
charges. Accordingly, Kulvinder Singh has been assigned an additional

'HAL and IAF to work for make in India'
Air Chief Marshal Arup Raha, Chief of the Air Staff and Chairman HAL
Dr R K Tyagi have said that Indian Air Force and HAL are conjoined twins
and they will continue to complement each other in India's Defence preparedness.
Both of them were speaking at the Eighth L.M. Katre memorial lecture
organized jointly by Air Force Association, Karnataka Branch, HAL and
Aeronautical Society of India here today. The Air Chief spoke at length
on "National Security and Aerospace Power" pointing out that
if the air-power characterised the military strength in the 20th century,
the 21st century would be remembered for aerospace power. Cyber, space,
nuclear and electronic technology would play a critical role in determining
the strengths of the countries now and in the future, he added. Dr Tyagi
in his speech paid glowing tributes to Air Chief Marshal LM Katre and
said crucial projects like LCA and ALH were conceived during his time.
Ever since, the company has come a long way and has served Indian defence
forces with distinction, he said. "For example more than 70% of
manufacturing needs of IAF is done by HAL", he said. According
to Dr. Tyagi, technology is a game-changer and HAL is gearing up to
emerge itself as technology driven company. "We have taken several
measure on R&D such as ensuring funds to the tune of 10 % of profits,
registering patents (430 plus at present) to protect intellectual property.
We are contemplating developing aero-engines with the help of DRDO and
BHEL, he added. A platform for collaborative promotion and development
of new and emerging technologies in the field of aerospace need to be
anchored around the technology roadmap of IAF, he insisted. Dr Tyagi
said HAL would strive to continue to be a partner of IAF in its bid
to achieve greater self-reliance and modernization. HAL is gearing up
to meet the challenges of handling new projects along with the production
runs of the existing ones. A blue print is in place for creation of
new divisions, modernisation and upgradation of the existing plants,
providing increased thrust to indigenous technology development, productivity
and quality improvements to meet the challenge. A souvenir commemorating
the eighth annual Katre Memorial Lecture was released on the occasion.

Selling off assets is criminal
If Air India is making losses because of past government follies, it
must be urgently professionalised and turned around. If private airlines
can make money, why can't it at least break even. Selling off assets
on which the government has spent so much is criminal especially when
there is nothing wrong with the business sector in which Air India operates.

I wish the new UPSC Chairman a fruitful tenure. I would also make a
request to him to enquire into the circumstances under which his predecessor
transferred an officer, who had worked with at least half a dozen chairmen,
out of UPSC when he had just three months service left, by flouting
all guidelines, specially when she had worked in the DOPT, which lays
down rules and regulations.

Personal information of a government employee
The appellant asked for the service details of a teacher regarding
her date of joining the service, her present residential address
and her salary certificates, etc. During hearing before the CIC,
the teacher submitted that the information seeker is her husband
who is harassing her. She raised objection to the disclosure of
information to the appellant, saying that it is her personal information.
The CIC held that information about salary and official address
of public servant is public in nature and shall be disclosed to
any person including spouse. Salary details including deductions
contained in Salary slip or certificate and residential address
of the public servants is personal information, and also third
party information. Only after proof of larger public interest
such information also can be given. Filing of 50 RTI applications
reflects the personal animosity but not public interest.
Comments
Cases where spouses are seeking information about each other are
now increasingly coming to notice. They may be involved in marital
disputes and cases both civil and criminal, may be filed mutually
against each other. They can also seek information to help them
to prove or disprove the charges. However, it must be born in
mind that information unconnected with the discharge of public
duties should not be provided unless the disclosure establishes
a larger public interest.
