The Government of India (GoI) has expressed serious concern over delay
and ignorance of guidelines in appointments to the Board level posts
in Central Public Sector Enterprises (CPSEs). It asked the Central Vigilance
Commission (CVC) and concerned Ministries to adhere to the guidelines
set by the Department of Personnel and Training (DoPT).

K Ramanujam has been appointed as Advisor to the Govt of Tamil Nadu.
The 1978 batch IPS officer of Tamil Nadue cadre has completed his two

is whispered to have been lying stuck to the Appointments Committee
of Cabinet (ACC) for a long time. He was selected for this post last
year on December 19, 2013.
File of Purwar for CMD of MTNL stuck up in CVC for one year
The appointment of P K Purwar, Director of MTNL, as its Chairman and
Managing Director has been delayed for want of Central Vigilance Commission
(CVC) clearance for around one year. He was selected for the post on
November 28, 2013.
S K Mukherjee posted as Economic Adviser, Tourism
S K Mukherjee has been appointed as Economic Adviser in the Ministry

MRPL leverages Technology to combat corruption
In compliance with the Central Vigilance Commission's directive, MRPL
celebrated Vigilance Awareness Week in its Corporate Office at Mangalore
and all other Units with a host of activities on the theme "Combating
Corruption. Technology as an enabler". Ravindranath, ITS, Chief
Vigilance Officer of MRPL hosted a series of interactive sessions with
the employees and business associates to spread awareness about preventive
vigilance and the need for eradication of unfair practices and corruption.
Listing out the various vigilante functions in MRPL including the whistle
blower policy, Ravindranath informed that MRPL has appointed an Independent
External Monitor (IEMs) to arbitrate the issues arising out of Integrity
pact. H Kumar, MD, MRPL spoke about NANO technology implemented in Petrol
Pumps to eradicate fraud and provide right quantity and quality of fuel.
He elaborated on the technology supported tendering, bill tracking,
payment processes that MRPL has implemented to ensure transparency and
accountability. Even the claims and facilities for employees are now
on a technology platform to increase accountability and boost employee
pride. Specially designed posters, banners and pocket cards with a to-do
list of best practices reached the message of "Combating Corruption.
Technology as an enabler" to all stake holders". Essay competitions,
Quizes, Declamation etc were also held for children of nearby school
and for employees. The Inaugural address was delivered by Prof Sankaran
of NITIE and the Valedictory address was delivered by Padmabhushan Dr
B M Hegde.
Backward and forward integration to power
NTPC's growth (UPDATED)
Appreciating the efforts of the employees in taking the organization
to phenomenal heights Dr. Arup Roy Choudhury, CMD, NTPC said the time
has come for a paradigm shift in NTPC, for the organization to prosper
and remain relevant for years to come. He was addressing the employees
at stationed at all locations on the occasion of 39th raising day of
the company today. He said key to future growth of the company lies
in forward and backward integration to sustain its position as biggest
generator in the country along with steady capacity addition. Coal mining
and distribution of power are going shall meet the fuel requirement
and help in sale of power in coming years. All the functional directors
of the company were present on the occasion with CMD. Dr Roy Choudhury
thanked the Government and Minister of Power for making NTPC integral
part of all the recent steps being initiated to strengthen the power
sector.

Special Secretary role in the hierarchy
It is given just to maintain parity in the egos of the babus. I guess
even the govt. doesn't have any idea as to what are the exact number
of AS or SS or Sect level posts currently it has because the upgrade,
float or re-designate the posts according to the whims and fancies and
egos of the incumbents (both political and bureaucratic)

Spl Secretary is in lower Grade than Secretary
Special Secretary is in the grade 76000-80000, which is higher than
that of Addl. Secretary or Principal Secretary who are in grade 67000-79000,
but less than that of Secretary who are on 80000 Fixed. But as soon
as one gets promoted to Special Secretary one generally gets fixed at
80000 in grade 76000-80000. Thus, a zbut virtually gets the same pay.

Problems of protocol
This can pose problems of protocol vis-a-vis the administrative Ministry
of Urban Development. Head of the Delhi Division is a Joint/ Additional
Secretary level officer and he has the final say in matters relating
to DDA whose VC is either of junior or same rank. Now that the VC ranks
higher than the head of the Delhi Division there would certainly be
problems on both sides. The VC would like to talk to the Secretary rather
than a person who is junior in rank and status. Sometimes the government
commits unintended faux pas.

Addition and deletion of names in the agreed list
Applicant sought information as to how his name was put on the
agreed list and how was it removed. The First Appellate Authority
(FAA) directed the PIO to furnish relevant documents after duly
suppressing the identity of complaint(s)/official(s). The Public
Information Officer (PIO) filed an appeal against the FAA order.
The Central Information Commission (CIC) observed that the Agreed
List is admittedly a confidential information, rather a critically
confidential information, held by the public authority in its
role as a third party within the provisions of Section 124 of
the Indian Evidence Act. The CIC held that confidentiality of
the Agreed List is critical for the success of the management
decisions about key assignments to its employees, lest for want
of reflection on the background, character and conduct of specific
officers, management hands over sensitive assignments into undeserving
hands whose actions may be injurious both to the public authority
as well as to the public interest. The CIC upheld the denial of
information by the PIO.
Comments
In the case of Sudesh Kumar v. Customs & Central Excise in
Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed
List" are not disclosable. After a person's name has been
deleted from the agreed list, there would be little ground to
deny information to the concerned person.
