Two proposals being sent to ACC for one post of MD, FSNL
The Ministry of Steel is reported to be sending two proposals to the
Appointments Committee of Cabinet (ACC) for the appointment of Managing
Director, Ferro Scrap Nigam Limited (FSNL). The two persons namely K
K Jain, GM, SAIL and Rajiv Bhattacharya, GM, FSNL, are being sent to
the ACC after CVC gave them clearance after almost three years.
Now UP cadre IAS officer Zuhair Bin Saghir
takes on mining mafia
Unruffled with the fate of officials who tried checking the illicit
activities of the mining mafia in the border towns of Uttar Pradesh
and Madhya Pradesh, yet another courageous officer has put his foot
down to check the menace. He is none other than 2006 batch UP cadre
IAS officer Zuhair Bin Saghir who has taken up the cudgels to curb illegal
mining of sand in Lalitpur district of Jhansi division in Uttar Pradesh.
Besides taking care of other administrative activities under the jurisdiction
of Lalitpur's District Magistrate (DM), Saghir has also come down heavily
upon the mining mafia in the area - by conducting several raids and
seizing many dumpers carrying illegal sand - thus earning the appreciation
of one and all in a short span of his new posting.

Ms Shivali Malhotra Chouhan has been appointed as Director in the Department
of Expenditure under the Ministry of Finance. She is a 1997 batch IDAS

HAL's IT initiatives honoured; call for creating
R&D clusters, export promotion
Union Minister of Micro, Small and
Medium Enterprises (MSME), Kalraj Mishra and Ram Vilas Paswan, the Minister
for Consumer Affairs, Food and Public Distribution jointly presented
HAL two awards for IT Adoption and Innovation - 2014 at a function in
New Delhi yesterday late evening. The award is instituted by the Governance
Now, a leading publication focusing on Governance related issues. HAL
has taken number of initiatives in recent past to strategically use
Information Technology as an enabler for improving operational efficiency,
on-time delivery, cost optimization and achieving global quality standards.
This alchemy of transformation is being achieved by enhancing accountability
and by performance measures at individual level, optimizing processes
by cutting down wastages, making information online and improving partner
collaboration, says Dr R K Tyagi, Chairman, HAL who received the award
from the Minister. HAL's new IT measures include establishing a comprehensive
e-procurement system with facilities to vendors who can now track the
status of their bills and new supply orders. On HR front, online systems
for performance appraisal and mutually agreed tasks have been introduced
for certain category of employees mostly covering officers. HAL is focusing
on 3Ps - product, processes and procedures - to optimize product and
service delivery mechanism under recently launched "Project Parivartan"
with a budget of around Rs. 200 crores. On the security front, HAL has
taken comprehensive measures for improving Information Security within
the Company. This includes Audit of IT Security in all installations
of HAL, Information Security awareness through Computer Based Training
(CBT) to all IT users and secured code practices followed for in-house
software developments. Earlier, participating in the panel discussion
on "Unlocking the potential of PSUs", Dr Tyagi touched upon
operational autonomy that PSUs must be given to stand-up to the challenges,
skill development and the talent management. He suggested that creation
of an exclusive corpus for research activities would go a long way in
promoting long neglected R&D in the country. "We should think
of creating specific R&D clusters that cater to the research and
technology needs of our PSUs and prepare them for present and future
challenges", he said. Dr Tyagi also stressed on forming of new
institutional structures for creating the right environment for exports
of the products Indian PSUs aim for. He felt that the cost and quality
advantage that Indian products enjoy needs to be leveraged better.

Addition and deletion of names in the agreed list
Applicant sought information as to how his name was put on the
agreed list and how was it removed. The First Appellate Authority
(FAA) directed the PIO to furnish relevant documents after duly
suppressing the identity of complaint(s)/official(s). The Public
Information Officer (PIO) filed an appeal against the FAA order.
The Central Information Commission (CIC) observed that the Agreed
List is admittedly a confidential information, rather a critically
confidential information, held by the public authority in its
role as a third party within the provisions of Section 124 of
the Indian Evidence Act. The CIC held that confidentiality of
the Agreed List is critical for the success of the management
decisions about key assignments to its employees, lest for want
of reflection on the background, character and conduct of specific
officers, management hands over sensitive assignments into undeserving
hands whose actions may be injurious both to the public authority
as well as to the public interest. The CIC upheld the denial of
information by the PIO.
Comments
In the case of Sudesh Kumar v. Customs & Central Excise in
Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed
List" are not disclosable. After a person's name has been
deleted from the agreed list, there would be little ground to
deny information to the concerned person.
