HAL carries-out maiden flight of LCA -Tejas
Series Production (UPDATED)
First of the Light Combat Aircraft (LCA) Tejas built to series production
standard successfully completed its maiden flight, piloted by Air Cmde
K A Muthana, (Retd) Chief Test Flying, HAL here yesterday evening. "This
could be achieved within nine months after receiving the IOC certification
in December 2013 and within one year after receiving the build standard
documents", said Dr R K Tyagi, Chairman, HAL. "The aircraft
is now ready for IAF operations", he added. Dr Tyagi also congratulated
HAL engineers, technicians and other staff involved in this project.
The other series aircraft are in various stages of "build"
in the fully equipped production line at HAL factory at Bangalore. The
Contract for delivery of aircraft was signed in 2006 for first 20 LCA
Tejas aircraft in IOC configuration. The build standard documents for
IOC aircraft were finalised in September 2013 and Initial Operational
Clearance (IOC) was accorded in December 2013. HAL faced many technological
challenges in the making of LCA that included sanctions on import of
carbon fibre, establishing the entire tooling and manufacturing capability
by in-house design of tooling and test equipments and incorporation
of world class manufacturing standards. Inspection devices such as laser
trackers tolerance to the tune of 0.08 mm for inter changeability features
and 0.2 mm for contours were used to achieve these standards.

"Digital India" rekindles hopes of ITS officers
The recently announced "Digital India" has rekindled dwindling
hopes of Indian Telecommunication Service (ITS) officers of the Department
of Telecom (DoT). The fulfillment of vision of the Central Government
for revolution in Information & Communications sector, as envisaged
in "Digital India", lies largely on the shoulders of these
officers. These ITS officers are going to play a crucial role in realizing
the dream of the Government.
Despite having served for very long years in the department, these
officers have been made to impatiently wait for their long overdue promotions.
It is learnt that for this and a number of other reasons, there is a
growing disenchantment amongst these officers since last many years.
The officers believe that despite having been passed out from top institutions
of the country, having superior qualifications and having been selected
through a grinding process of UPSC before joining the department, they
have been totally ignored by the Government as far as fulfillment of
their legitimate career aspirations are concerned.
These officers are the back bone of the Information & Communications
sector of the country. These officers are going to play a vital role
in realizing the vision behind "Digital India". It is rather
unfortunate that at this critical juncture when the Government is looking
towards them with high expectations, their morale is at its nadir. He
further informs that these officers are not getting their promotions
since last many years.
As per ITS Recruitment Rules which is the guide book for their career
mobility, the qualifying service for being promoted to Senior Administrative
Grade (SAG) & Higher Administrative Grade (HAG) is 17 & 25 years
respectively. As against these norms, ITS officers having completed
25 years of service are still waiting for their promotion to SAG. The
tragedy is that promotion of a full single batch of officers to SAG
is still incomplete since last seven years. Further, officers having
34 years of service are still languishing in SAG despite being eminently
qualified to move into HAG.
ITS Association has demanded promotion of ITS officers at par with
other Central Group 'A' officers while also keeping their historical
promotional aspects in mind. Talking of other pressing issues, he further
states that DoT is not paying full allowances (Head quarter allowance)
to a section of ITS officers posted in the department. The ITS officers
deputed in BSNL are having their own set of pressing issues, the prominent
being forced reporting of seniors officers to their erstwhile junior
colleagues. All this is negatively affecting the morale of these officers.
ITS Association has an advice to give to the Government that to implement
"Digital India" in its most effective form, there is an urgent
need to constitute an all India Information & Communications Technology
(ICT) Service. It will not only catalyze uniform & rapid growth
of ICT in all states & parts of India, but also strengthen the federal
structure of the Indian union.

Modi took as PM of India in May-2014. Since then he is working hard
with honesty and dedication. Regarding prices, it cannot come down in
days but take months and years after implementation of good policies
being framed by his government. At the same time flood disasters in
J & K and Assam and other areas in India, the entire government
was put on to meet the requirements of the flood affected peoples. Petrol
and diesel prices started coming down, share market is in good mood
for investors, FDI are coming seeing better avenues in India. People
should understand that after a very long time, a honest, dedicated and
hard working government has taken over. Let us see and watch the working
and results will pour in.

What about negative Group 'A' officers ?
Modi is talking about red carpet. But what he is thinking about negative
Group 'A' officers who are saddist and negative also. They think that
their subordinates are subservient to them. Some of them are not able
to cope with their daily lives both at home & residence. They will
ask questions and when the juniors starts giving them a reply because
of the poor listening capacity start saying "are yeh nahin aur
woh nahin". They also necessarily mis- behave. The poor subordinate
keeps mum and bears their insult because he thinks that his ACR may
not get spoil and he may not get promotion. Such officers have to be
identified and rooted out of the system. It is quite possible that they
may have cleared the UPSC exam by only cramming. They are a blot for
the system and for the progress of the country. Feudal days are over.

State administrations inefficient because of IAS
It is unfortunate to say that state administrations are inefficient
because of IAS...on the other hand truth is that if there is anything
happening in most of the states, it is largely because of IAS. Most
political executives at state level, particularly where regional parties
are strong, want IAS to be disbanded and they do achieve their not so
well intended objectives through 'locals" outside the IAS, which
is always at the receiving end.

Railway Doctors poached by Private Hospitals
The problem with the Railway Doctors is that they are being poached
by Private Hospitals. The Government provides them subsidy for medical
education, . job, salary, railway pass,, saloons & railway bungalow.
They also get huge experience with the number of patients they see.
The doctors who leave away for greener pastures are a selfish lot. The
best solution is construct Medical Colleges along with the major Railway
Hospitals so that one who likes teaching line remains with the hospital

Why is Modi concentrating so much on Foreign Affairs?
First, he knows that to develop fast, resources, technology/ know how
and expertise are required quickly and in abundance. Since these are
already available with many developed and developing countries, acceleration
in ties with friendly developed nations is required. Modi knows that
if he relies only on domestic effort, much more time will be taken to
develop. Any country can develop fast only if it can concentrate on
development without having to waste scarce resources on unnecessary
issues, so, it is also important to reduce tensions with neighbouring
countries with whom we have disputes. At the same time, having good
relations with friendly neighbours enhances security, boosts developmental
efforts, increases trade, economic activity and cooperation and allows
us to enhance synergy in various spheres. Modi also wishes to enhance
the prestige of the country in the world. Apart from these, it is a
way for Modi to quickly rise in stature, both domestically and internationally.
After his efforts in Japan and the US and after his engaging with SAARC
countries, China etc, his stature has grown manifold. He has acquired
the eminence of Advani, Atal and Jaswant, his colleagues like Arun Jaitley,
Sushma Swaraj and Rajnath Singh have been left far behind, his opponents
like Rahul Gandhi are nowhere on the horizon. He has also ensured that
his party is seen as one to do business with both domestically and internationally.
To have ten years at the top, it may be a sine qua non.

Will the law ever catch up with them ?
Is it not ridiculous for DMK going wild with joy over the conviction
of Jayalalitha. The amount of disproportionate assets against her is
peanuts when compared with hundred of crores suspected to have been
made by likes of Marans,A. Raja,Kanimozi etc of DMK or other politicians
of the land too well-known(rather ill known)who are roaming free. We
do say that the law will catch up with every offender but in actual
practice law moves only if vote bank politics allows it to move. While
as a citizen of the country I do wish the corrupt to be punished I feel
sorry for Jayalalitha as she appears to be a small fish as compared
to sundry other sharks of corruption. When will the law catch up with
them?

mail bounces. So is the case with DGCGHS. Where would one go. Thanks
to the WIC for publishing grievances of CGHS beneficiaries. Right persons
have a hey day. Because of them a person of the stature of Dr Harshvardhan
is earning a bad name. In the name of Swakshta Abhiyan right persons
should start cleaning the CGHS dispensaries first. They should also
ensure a clean wash room in each dispensaries. They would also visit
the dispensary one day for sure. If they can issue Phenyl bottles and
tablets nothing like that. It could improve sanitation. In the name
of generic drugs how much problem a patient is facing needs to be visited
and solved. Let us hope right persons get up after reading this column.

result of public disgust against the colossal corruption indulged by
Congress and their cronies. Prosecution involving all scams including
CWG, BEML Tetra, ISRO, Coal, HDW, Helicopter, Swiss accounts etc involving
lakhs of crores of public money appear to be in a limbo now. The same
CBI Director is continuing, busy covering up his tracks and so also
many who were part and parcel of this corruption. People who thought
that there will be another JPC with comprehensive prosecuting powers
assisted by a STF or atleast a commission like that South African Truth
Commission with prosecuting powers will be immediately formed by the
Government to bring to book the gang of looters and get back the loot,
are all disappointed. Instead NDA Government is depending on a Prashant
Bhushan or a Subramaniam Swamy and a judiciary to do their work. The
occupants of 10 Janpath, whom many suspect as the architect of corruption
are laughing all the way waiting for the next election to dethrone Modi.
All this while Modi is busy trying to get a Nehruian halo around him
in international circles forgetting that it is Vajpayee's benign treatment
of Bofors culprits that allowed Congress and its President to come back
to power.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
