Story of Living ICS Officers

I was much interested to read today about VMM Nair (ICS, Bihar and Orissa, 1942). His father, Sir Madhavan Nair, was a legal luminary and on the Judicial Committee of the Privy Council, London in the 1940s; VMM Nair was, perhaps, "nominated" to the ICS.

There seems little doubt that Shri V.K. Rao (ICS, Andhra Pradesh, 1937) is the senior-most (and oldest) ICS officer in our midst. Valluri Narayan (IAS, Maharashtra, 1966) is his son.

A handful of the British ICS might yet be living abroad.


In this context, I may be permitted to add that Aftab Ghulam Nabi (AGN) Kazi (ICS, 1943, Bihar and Orissa) opted for Pakistan and currently lives in Islamabad. Kazi was born in Sindh in 1919; his career of over half a century made him the longest serving bureaucrat in Pakistan. His batch-mates in the last intake of the ICS included N.K. Mukarji (Cabinet Secretary in India), Agha Shahi (Foreign Secretary in Pakistan) and R.P. Naik (former Chief Secretary, Madhya Pradesh).

Novel and agile defence research


Defence spending around the world has been a significant source of research funding in Universities and for tech-manufacturing startups. Even a trickle of sustained funding can keep a research project or startup humming and exceptionally productive. With the rate of change of emerging technology accelerating, quality and capacity increasing globally, heavy investments in specific large scale production facilities are very risky decisions. This risk is often reduced by entering into technology partnerships for outsourced R&D, and focusing on custom order exports.

Most defence systems have become so complex that numerous independent part suppliers are involved in a production run. Incremental innovation is seen in each component or sub-assembly, in quality and capability. Often, the whole process restricts adoption of an innovative part as the improvement may require minor modifications to other parts while contracts may be in place for existing components. Why not make available modular systems including prototype manufacturing and test facilities to research groups and startups to demonstrate their innovation capability? A trickle of funding will keep innovations flowing and the best contributions may lead to a flood of cutting-edge domestic capacity.

Truly, you have touched readers and Indian defence cause, by bringing about condition of Ministry of Defence post NDA coming to power. Fact remains that MoD's condition is pathetic and so much so that Court orders are pending for 6 months. Future will tell the impact of such situation. What be see in media is mere rhetoric echoes and lack of experience in defence field.

We owe to bring out such serious issues in public domain as most of the media is biased or is flowing with emotions.

Posting of IAS officer in CBDT


It should be welcome particularly for the post of member P&V and Director General vigilance. IRS officers work together for a number of years and develop affinity with some and hatred with others in their career. Through personnel and vigilance posting, such affinity and hatred gets expression in favour / disfavour. Hence this post must go to outsider so that administration remains unbiased.

Mine is a classic case of vigilance. I had allowed two appeals. department challenged my order in higher court and lost. Nine years later, I was issued charge sheet that too for major penalty asking my to explain why I had wrongly allowed the appeal.
An undergraduate can understand that i am not guilty. But IRS officers with more than thirty years experience found me guilty.

This is an eye opener.

Hence vigilance department must be manned from outsiders e.g. IAS or IAAS etc. Present vigilance wing works under the CBDT and therefore cannot remain independent.

The employees of AAI are waiting for improvement in the systems of AAI. Mostly employees of Authority are posted out of department here and there. The authority needs these employees to run AAI smoothly, but they don't. I think this is harassment for another employees. How? Posted out of deptt. can't transferred. But they are getting salary with perks equal to us. If posted not in AAI, they can,t get salary with perks and facilities. Stop their perks and follow rules of posting department. Advise and request to Chairman of all employees of AAI, call them back to join Authority.

Modi detractors are now singing paens of him


It is interesting that many Modi detractors are now singing paens of him just because he quoted Gandhi off and on in USA. But still there are people, especially congress type 'secularists;, who think Modi is a wolf in sheep's clothing. At the same time, many see a a number of similarities between Gandhi and Modi apart from the fact that both are Gujrathis. One donned Brahmacharya in his early 30s(without consulting his wife) and the other a niranthara brahmachari. Both wanted to revolutionise Hinduism by fighting against anacharism ,which have crept into the religion during its long existence. Both are nationalists who took pride in their cultural heritage. Both are vegetarians and wanted banning of cow slaughter. Both have shown autocratic streams in their public life. Gandhi brought Congress to its knees where as Modi did it to BJP. In December 1921, Gandhi was invested with executive authority on behalf of the Indian National Congress. By subtle political manouvering Gandhi pushed out/aside people like CR Das, C.Shankaran Nair. Mohommed Ali Jinnah, Subhash Chandra Bose etc from Congress. So did Modi with Shanker Sing Vaghela, Keshubhai Patel and now with leaders like Advani and Murli Manohar Joshi. Many times Gandhi rode against the tide of majority opinion like the Khilafat and even releasing of partition dues to Pakistan when they were attacking us. Gandhi overturned Vallab Bhai Patel's unanimous election as Congress President in 1946 to pave way for Nehru to become the President and the first PM of India. Gandhi had the magic modesty of greeting the adversaries with a smile form his heart.Modi did it with a wry smile.

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
