In the new order at North Block Kumar Alok has got the crucial & delicate task of handling the affairs as Joint Secretary, Centre-State Division. An IIT-Kanpur alumnai and 1990 batch IAS officer of Manipur-Tripura cadre previously served as JS Coordination at MHA and prior to that he served as Dy Director General, UIDAI. The position had fallen vacant after S Suresh Kumar, 1988 batch IAS who drafted AP reorganisation with craftsmanship, repatriated to Andhra Pradesh.

ONGC sets sight on Rio Olympics
Energy Maharatna Oil and Natural Gas Corporation Limited (ONGC) felicitated its sportspersons who brought glory for India at the recently-concluded Incheon Asian Games. The 40-member strong ONGC contingent, which was part of the Indian Team, has brought home 13 medals that include Four Gold, One Silver and Eight Bronze medals. While felicitating the players here today, ONGC CMD, D K Sarraf said, "We firmly believe that ONGC sportspersons would continue to bring glory at the international level because of their talent and hard work. Our objective is to provide them our unstinted support so that they can achieve their goals without any hassles." Sarraf added, "Now, we will keep our eyes on the Rio Olympics 2016 and we'll do everything to support our sportsmen." To promote sports in the country, ONGC has invested about Rs 75 Crore in the last two fiscals. This investment is made not only to tap and nurture the talents but also to create sports infrastructure in different places. ONGC Director (HR) D D Misra, under whose stewardship the ONGC Sports Group has been taking various initiatives to promote games and sports across the country, said, "At present ONGC has 165 sportspersons on its regular rolls and 164 budding young talent on scholarships". Speaking on the achievements of ONGC players, Misra added that ONGC has been aiming at many more such laurels from its sports persons. Cash awards were given to the medal winners as well as to all the participants during the felicitation. ONGC has also been sponsoring major sports events in a big way in India which is in addition to its mainline sports investment. ONGC was the official sponsor of the Indian contingent for the London Olympics 2012. ONGC has been promoting sports and sportspersons in a big way. ONGC recently secured the 'RashtriyaKhelProtsahan Puraskar-2014' from the President of India for proactive promotion of Sports in the country. The oil major has won the Petroleum Minister's Trophy for the record 11th time, since 2003. ONGC has 24 Arjuna Awardees, one Khel Ratna and Two Padmashrees on its regular rolls.

Promotions be governed by own service conditions

The IAS and IRS are two different services and the promotions therein should be governed by their own service conditions rather than by IAS or some other service

Cadre Review
If Cadre Review Division is wound up then no Cadre Review should take place. What is required that current tendency of the Division to recommend cases of Cadre review involving a structure of 'top heavy' should be avoided. Further, cadre review Division in the DoPT should take up only cases of cadre review involving organized services and not of CISF, BSF, CISF etc.

Cadre restructuring is birth right of some services
Not only in CISF. There are many organisations where no cadre review has taken place since inception of organisation. Best example is EPFO. Cadre restructuring is birth right of some services only. Restructuring of other services is not allowed by members of these services.

Don't compare apples with oranges
Let me answer the 15 questions posed by one of the browsers. It is because Indians are Indians and Chinese are Chinese. We are a democracy where our politicians have to cater to vote bank politics which is often inimical to faster growth. On the other hand Chinese Government is a centralized autocracy ruled by the Communist party which brooks no dissent. Which one is better ? Let us look at the positive side of our system and not compare apples with oranges. The price we are paying for freedom of dissent as also having the right to choose our Government is worth paying.

All information about a government servant is private

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
