Secretary Steel inaugurates new sinter plant and coke oven battery at Bhilai
Secretary Steel, Rakesh Singh, inaugurated the new Sinter Machine and the Coke Oven Battery 11 complex at SAIL's Bhilai Steel Plant today. He was accompanied by C S Verma, Chairman, SAIL and other senior officials.. These two units are critical components of the on-going Modernization &Expansion program at the Maharatna company's flagship unit, which would enhance the Plant's production capacity to 7.5 million tonnes per annum (MTPA) of Hot Metal from the current level of around 5 MTPA with an investment of Rs 17,265 crore. Speaking on the occasion Secretary Steel described the two projects as the key upstream units that shall meet the increased raw material requirement of the plant post modernisation. He congratulated the Bhilai collective for its concerted efforts in operationalizing these units. He also said that the use of state of the art technologies in the units makes them environment friendly and energy efficient at par with global best. Chairman, SAIL, C S Verma, in his address described expeditious completion of all remaining projects as the greatest challenge before the Bhilai collective. He said that by virtue of its consistent performance in various parameters, Bhilai has won the prestigious Prime Minister's Trophy for best integrated steel plant in the country a record 11 times out of the 21 times. Expressing confidence in the plant collective's ability, he said that Bhilai's performance is the manifestation of its unique work culture and spirit of excellence. He further added that commissioning of new facilities as Bhilai would be an opportunity for the plant to further fortify its position in the steel industry.

GSL doubles its heavy steel plate cutting capacity
GSL in order to increase shipbuilding throughput has doubled the steel plate cutting capacity by commissioning CNC Profile cutting machine imported from M/s Lind GMBH, Germany. The new machine was commissioned by RAdm Shekhar Mital, NM, IN (Retd), CMD-GSL on 13 Oct 2014 in a simple ceremony. This State-of-the-art machine is capable of cutting big steel plates upto 80mm using both Plasma and Oxy-Acetylene and has travelling span of 28M x 5M. RAdm Mital in his message said "This is part of our strategy to de-bottleneck at marginal costing to enhance our throughput. This will enable GSL to increase its shipbuilding output significantly to meet time lines of its export orders." Other Directors and Senior Officials were also present during the commissioning ceremony of the machine.

The citation sums up his ability ' to administer tough monetary medicine to combat the storm, ravaging the deficit ridden economy in the recent emerging market crisis & his battling vested interests to arouse a sleepy financial system for over a billion people'.

I frequently read the news /views on whisper about posting of 'Loan Basis' in ministries and another departments. Mostly about AAI staff posted on loan basis in various deptts of Civil Aviation Ministry. Also read, regular staff suffer due to these posting of AAI employees and can't work. They hold on every work and become reason of corruption. PM and Minister of Civil Aviation have to take action against these types of posting and polices of AAI staff and send them back to their parent cadre.

Disclosure of third party information without following the procedure


Through an application filed under the Right to Information (RTI) Act, a lady asked about the details regarding her husband's appointment as a legal advisor in the Ministry of Health & Family Welfare, his job responsibilities, last salary/remuneration drawn, family particulars, etc. The Public Information Officer (PIO) requested the legal advisor (Third Party) to submit his objections, if any, in writing for disclosure of information within the meaning of Section 11(1) of the RTI Act who submitted his objections stating that the information sought should not be provided to the applicant. In his reply, the PIO refused to provide the information u/s 8(1)(j) holding it as personal information. On appeal by the applicant, the First Appellate Authority (FAA) directed to provide the information. The third party went in appeal against the order of the FAA to the CIC which cautioned the FAA that the Rights of the third party are as much important and fundamental as the right of an individual to seek information. The due process prescribed in revealing third party information ought to have been strictly followed and while stepping into the place of the PIO, the FAA should have taken due note of the process for revealing third party information, as prescribed under the RTI Act, 2005. As the information was already provided to the applicant, the CIC was unable to provide any substantive relief to the appellant. However, the order of the FAA was quashed and set aside and the CIC observed that this fact may be taken note of during future litigation, between the parties, by the concerned Court. Further, the CIC directed the respondent public authority to provide adequate training to PIOs & FAAs so that they can discharge their duties with greater responsibility and do not commit such fatal errors that can change the course of private litigation in favour of a particular party.

Comments

The FAA ought to provide reasonable time to the third party to file an appeal before the CIC rather than providing the information as the third party has too has rights under the RTI Act.
