ONGC launches Swachh Bharat Abhiyan in all work centres (UPDATED)
Oil and Natural Gas Corporation (ONGC), has launched a massive cleanliness campaign in its all work centres under the Swachh Bharat Abhiyan, the largest sanitation initiative, taken up by the Government of India. D K Sarraf, CMD, ONGC has kicked off the mission at Rajahmundry, which is one of its large operational areas in Andhra Pradesh. Sarraf paid floral tribute to the statue of Bapuji Mahatma Gandhi before administering the Swachh Bharat Abhiyan pledge to all the employees. While exhorting the employees to participate in the mission wholeheartedly, Sarraf said clean citizen is a good citizen. "External cleanliness is not sufficient. One should be clean from within," he added. Under the mission, ONGC has plans to take up various initiatives including construction of toilet blocks in 2500 government schools in 26 districts spread over 13 states during the current financial year at a cost of Rs 100 crore. CMD ONGC has launched this novel initiative at MPP School in Pedapalla village in Alamuru Mandal in East Godavari District. The project, named as Swachh Vidyalaya Abhiyan has been taken up in 20 schools by ONGC today. The project has been launched in 2 schools in Ganjam and 8 schools in Gajapati districts of Odisha and in 10 schools near ONGC work centres in Tamil Nadu, Andhra Pradesh, Gujarat, Assam and Tripura. The mission is to achieve total sanitation in India over a period of next five years. A K Banerjee, Director (Finance), Shashi Shanker Director (T&FS), T K Sengupta, Director (Offshore), Ashok Verma, Director (Onshore) and Desh Deepak Misra, Director (HR) spearheaded the Cleaning movement at Delhi, Ahmedabad, Mumbai, Rajahmundry and Dehradun respectively. In order to create awareness, ONGC, in its work centres across the country has organized various programmes including Walkathons, slogan writing, press conference etc. to highlight the importance of cleanliness towards improving overall health and environment. Incidentally, ONGC has already signed a tripartite MoU with Archaeological Survey of India and Ministry of Tourism, Government of India for cleanliness and conservation of the iconic historical monument of India Taj Mahal at a cost of 20.75 Crores.

Miss-use of lutynes Delhi is of highest degree

So many Bungalows occupied unauthorisedly and also allotted too. Why political parties, NGOs, trusts, memorials made after Independence which have no historical value have been allotted. To me it seems due to political weights of politicians where civil servant is hand in glove.

Is there a conspiracy to kill RTI ?

It is sad to note that the system of RTI has degraded rapidly. What can be more serious than the fact that our learned Information Commissioners are pronouncing judgements under second appeal even without going through the facts and as a result, the judgements become ridiculous. In two recent cases, where RTI applicants were show caused by their disciplinary authorities under Rule 20 of CCS (Conduct Rules), 1964 and Rule 3 (1) (iii) of CCS (Conduct Rules), 1964 treating RTI application as a misconduct, the IC has pronounced as follows:

"The CPIO's action in issuing a memo under CCS (Conduct) Rules (20), 1964 to the appellant for alleged seeking information under RTI is not appropriate. The Competent Authority may look into the matter for taking action against the CPIO concerned as deemed fit."

Here the fact that the memo was issued by the public authority and not the CPIO and the supervisory officer of the public authority who was also FAA in the case had supported the act of the public authority has been fully ignored. Moreover, in the deliberation the false claim of the public authority that the memo was not issued for making the RTI application has been left un-scrutinised. A mere reading of the memo and its reply makes it clear that the shoe cause was for making the RTI application. Furthermore, the fact that many officials withdrew their RTI application to avoid such show cause was also left unattended. This clearly raises the doubt if there is a conspiracy to kill the RTI.

Why loan basis employees of PSUs in Ministries?

They get excess salaries in PSUs for showing performance/growth of department, but posting on loan basis here and there. Every Secretary of each Ministry has to take strict steps against these posting.

Cancel all allotments

All bungalows in New Delhi allotted to departed political leaders, their widows, ghosts and sons should be cancelled immediately. One great memorial ,like India Gate can be built (if at all), to commemorate departed Prime Ministers, their widows ,ghosts and sons. Nehrus old house now a museum should become the Prime Ministers Residence in perpetuity. I am sure Nehru would not have approved of turning his official residence into a museum in his name. Nor would Shastri or Indira Gandhi. It is the fearful lackeys who do this, so afraid are they of their leaders vengeful ghosts or should we say holograms?

"Minimum Government, Maximum Governance ; Its impact on Bureaucracy ".

PM Modi's slogan refers to the need to limit the size of bureaucracy , implying that shrinking the size will lead to better governance. The digital age calls for a slimmer bureaucracy for effective governance? All organized Service in the UOI are undertaking "Cadre restructuring" to improve promotional prospects,not governance. The erstwhile pyramidal structure of government bureaucracy after developing a 'bulging middle' , is now an " inverted pyramid". Consider specifics. Posts are created in IES at higher echelons by DOP&T (Cadre review division) by abolishing posts at junior level to ensure budget-neutrality. Absolute farce. Same logic applies to its sister Service, the Indian Statistical Service (ISS), whose structure has become top heavy over the years without matching workload. Both Services represent the best and the brightest brains in respective domains. But, their talents remain largely untapped. How officers survive without workload,is mystery. Disbanding the Planning Commission has impacted the fate of some 100 serving IES officers.Not easy to absorb them elsewhere on principle of 'Right person for Right job' and absence of requirement . These are not exceptions.The malaise affects all organized Services. A large numbers of posts have been created in IAS, IPS, IRS(Custom & Income tax),the Railways, CPWD and so on, at higher levels, by abolishing posts at lower echelons. It is high time independent studies are carried out ,not by Cadre review Dn of DOP&T, but, by professional agencies like the Price Water House, E&Y etc to fix the optimum strength in all organized Services. The existing practice of filling vacancies in organized Services , year after year,on the basis of threshold analyses , statistical profiles, natural wastage, leave reserves etc , is irrelevant in the context of PM Modi's slogan.

May I urge PM Modi , through this website , to please take the call ,as Minister of DoP&T ?

All information about a government servant is private

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
