NTPC installs 110 kWp Rooftop Solar PV plant (UPDATED)
Dr Arup Roy Choudhury, CMD, NTPC, has inaugurated a 110 kWp Rooftop Solar PV plant at NTPC Engineering Office complex. NTPC is focusing on installing Rooftop Solar PV systems at available roof areas in power stations to meet the energy requirements of its various offices. This is the first model solar rooftop project by NETRA, the R&D wing of NTPC having salient features like remote & string monitoring, seasonal tilt etc. for continuous monitoring and performance studies. 1,70,000 kWh of energy is expected to be generated from this Solar PV plant every year and Co2 reduction to extent of 163 tons per year is expected. A K Jha , Director ( Technical ), S N Ganguly, EDWR II, ED to CMD and ED(CC), Thomas Joseph , ED , NETRA and senior officials were present on the occasion. The System has been implemented under Jawaharlal Nehru National Solar Mission (JNNSM) grid connection Rooftop Solar PV scheme, Phase II, with 30% subsidy from MNRE. With an installed capacity of 43128 MW through 17 coal based, 7 gas based, 7 solar renewable and 7 Joint Venture power stations, NTPC contributes more than 25 percent of electricity in the country, with about 18% percent of India's installed capacity .Long term Corporate Plan of the company envisages a vision of becoming a 128000 MW. NTPC plans to broad-base its generation mix by evaluating conventional and alternate sources of energy to ensure long term competitiveness and mitigate fuel risks. NTPC as per its corporate plan envisages capacity addition of 11520MW through renewable sources by 2032. NTPC has already commissioned 95 MW of solar projects and one 15 MW solar project is under implementation and expected to be commissioned shortly. NTPC plans capacity of over 3000 MW solar capacity in near term and proposes to implement it in a phased manner in various states.

Senior officers from pvt sector

Very soon we will have senior officers in the Central Secretariat recruited from the private sector. It is a moot point whether the IAS will be able to stop this brainchild of Modi.

Havoc created by IAS


No doubt about superiority of IAS in the present frame work because of havoc created by IAS only. The best intellectuals go to medical and engineering. They do not allow others to come up to that level because of monopoly. The IAS works as messenger between clerk and Minister without application of mind and gets the files signed by the minister the way he wants. But atleast opportunities for promotions and facilities might be provided to other officers at par with IAS.

Highly mistaken


N K Das is mistaken. There are many officers who could have joined IAS but joined IPS, IFS and IRS in batches from the mid 90's. Das can ask the UPSC for a head count. It is a fact stated by the UPSC that the IAS is not the first choice of many applicants. Further, if a candidate could not make it to the IPS in one year and made it to the IAS the next year, why should that fellow be considered superior to the fellow who made it to the IPS earlier when this fellow could not? Talking of 1972 is not relevant because the exam pattern was then totally different. As it is, half the batch of the IAS has lower ranks than half the batch of other services. If you publish the comments of IAS officers in this regard, you should publish logical responses thereto also in the interests of justice and fair debate.

Disclosure of third party information without following the procedure


Through an application filed under the Right to Information (RTI) Act, a lady asked about the details regarding her husband's appointment as a legal advisor in the Ministry of Health & Family Welfare, his job responsibilities, last salary/remuneration drawn, family particulars, etc. The Public Information Officer (PIO) requested the legal advisor (Third Party) to submit his objections, if any, in writing for disclosure of information within the meaning of Section 11(1) of the RTI Act who submitted his objections stating that the information sought should not be provided to the applicant. In his reply, the PIO refused to provide the information u/s 8(1)(j) holding it as personal information. On appeal by the applicant, the First Appellate Authority (FAA) directed to provide the information. The third party went in appeal against the order of the FAA to the CIC which cautioned the FAA that the Rights of the third party are as much important and fundamental as the right of an individual to seek information. The due process prescribed in revealing third party information ought to have been strictly followed and while stepping into the place of the PIO, the FAA should have taken due note of the process for revealing third party information, as prescribed under the RTI Act, 2005. As the information was already provided to the applicant, the CIC was unable to provide any substantive relief to the appellant. However, the order of the FAA was quashed and set aside and the CIC observed that this fact may be taken note of during future litigation, between the parties, by the concerned Court. Further, the CIC directed the respondent public authority to provide adequate training to PIOs & FAAs so that they can discharge their duties with greater responsibility and do not commit such fatal errors that can change the course of private litigation in favour of a particular party.

Comments

The FAA ought to provide reasonable time to the third party to file an appeal before the CIC rather than providing the information as the third party has too has rights under the RTI Act.
