approaching date of completion of tenure of Ranjit Sinha as CBI Chief
the buzz have started gaining momentum as who would be the prospective
IPS officers for the coveted position. The new regime at centre and
quite approach of Modi's administration has together made the matter
interesting.
Four new Members of CBDT ?
Four new Members in the CBDT are being appointed soon. They reportedly
are N Ray, Atulesh Jindal, A K Nigam and Rani Singh Nair.
Singhal to be DGP of Haryana ?
Yashpal Singhal is likely to be appointed new DGP of Haryana. 1983 batch
IPS officer Singhal is presently DG Jails in the state.
Haryana CS to continue till November 30
Haryana Chief Secretary Ms Shakuntla Jakhu, who is on a two-month extension
till November 30, will continue for one month. She is 1978 batch IAS
officer.
Will Gupta succeed Khandelwal as PS to CM?
Whispers in the corridors of power have it that Rajan Kumar Gupta may
be appointed as Principal Secretary to newly sworn-in CM of Haryana,
Manohar Lal Khattar. If the buzz becomes true Gupta will succeed K K
Khandelwal as new PS to CM of Haryana. Gupta is 1993 batch IAS officer
who is presently serving as Additional Chief Secretary, Dept of Finance
& Planning. Keep guessing other prospective name too.
Hayat gets additional charge of CVO, PTC
It is reliably learnt that Parvez Hayat has been assigned with the additional
charge of CVO, Power Trading Corporation. The 1984 batch IPS officer
of Jharkhand cadre is presently serving as CVO, Power Grid Corporation
with additional charge of CVO, National Hydro Power Corporation.
Four internal candidates in race for CMD, Air India
Whispers in the corridors of power have it that as many as four internal
candidates are in the race of CMD, Air India. The incumbent CMD Rohit
Nandan has freshly been given extension in deputation tenure till August
2015 or till the appointment for new CMD takes place.
Vivek Gogia tipped to move from Delhi Police ?
Whispers has been doing round the corners that Vivek Gogia is expected
to move from Delhi Police. The 1991 batch IPS officer of AGMUT cadre
has been serving in the Delhi Police as Joint Commissioner of Police.
Tyagi to take charge in DEA today
As the grapevine has it Ajay Tyagi is supposed to take charge today
as Additional Secretary, Dept of Economic Affairs. Reportedly, he was
relieved from the Dept of Environment & Forest and Climate Change
where he served as JS. He is a 1984 batch IAS officer of Himachal Pradesh
cadre.
Will Ms Usha Titus move from Finance Ministry
?
After Arvind Mayaram's departure from the Finance Ministry, will Modi
Government also move Joint Secretary, Ms Usha Titus (IAS 1993). One
can only wait and watch.
Munnikrishnan appointed as Member (Tech), Power Tribunal
T Munnikrishnan has freshly been appointed as Member (Technical), Power
Tribunal. Presently Munnikrishnan is serving as Member, Jharkhand State

Human Resources Auditing
All of us want efficient governance and delivery systems, but has
the government been thinking about the human and financial resources
crunch which exists. They too are responsible for sub-optimal performance
of the larger bureaucracy.
The government should provide enough men on ground and then start on
ambitious efficiency drive. Otherwise, service delivery will remain
sloppy.

Addition and deletion of names in the agreed list
Applicant sought information as to how his name was put on the
agreed list and how was it removed. The First Appellate Authority
(FAA) directed the PIO to furnish relevant documents after duly
suppressing the identity of complaint(s)/official(s). The Public
Information Officer (PIO) filed an appeal against the FAA order.
The Central Information Commission (CIC) observed that the Agreed
List is admittedly a confidential information, rather a critically
confidential information, held by the public authority in its
role as a third party within the provisions of Section 124 of
the Indian Evidence Act. The CIC held that confidentiality of
the Agreed List is critical for the success of the management
decisions about key assignments to its employees, lest for want
of reflection on the background, character and conduct of specific
officers, management hands over sensitive assignments into undeserving
hands whose actions may be injurious both to the public authority
as well as to the public interest. The CIC upheld the denial of
information by the PIO.
Comments
In the case of Sudesh Kumar v. Customs & Central Excise in
Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed
List" are not disclosable. After a person's name has been
deleted from the agreed list, there would be little ground to
deny information to the concerned person.
