HAL observes vigilance awareness week (UPDATED)
A week long Vigilance Week with the theme "Combating corruption,
technology as enabler", was inaugurated at HAL Corporate Office
here yesterday by HAL Chairman Dr R K Tyagi. In his inaugural address,
Dr Tyagi emphasized on leveraging technology in HAL to ensure transparency
and efficient operations. "We have launched a massive IT initiative
Project Parivartan with a budget of around Rs. 200 crores across the
company to fulfill this aim", he said. He also pointed out that
with the usage of information technology the works gets done faster
and the e-procurement measures initiated by HAL have yielded positive
results. The other measures taken in HAL include mandatory signing of
integrity pact for all vendors where HAL's estimated value of tenders
or procurements is Rs 5 crores or more and adopting policy on corruption
risk management. HAL is the first Defence PSU to sign a MoU with Transparency
International India (TII) for adoption of Integrity Pact (IP). The MoU
helps the Company in establishing higher standards in its operations.
A very few industries including the private sector have signed such
MoUs with TII. V M Chamola, Director (HR) said innovation should be
the credo of a vigilance function and HAL has changed the way it looked
at its working to ensure greater efficacy in the working systems. Dr
A K Mishra, Director (Finance) felt that vigilance awareness should
not get restricted to one week and every one must be alert throughout
the year. The employees were administered a vigilance pledge on this
occasion. The week-long activities at HAL include a session on online
submission of annual property return for employees, guest lectures on
e-procurement, reverse auctioning, supply strategy, highlights of proposed
public procurement bill and a skit on Vigilance Awareness Week.

BEML Limited, a Public Sector Undertaking under the Ministry of Defence,
is observing a week long 'Vigilance Awareness Week' with the theme "combating
corruption - technology as an enabler" at its HQ and all production
units located at Bangalore, KGF, Mysore and Palakkad from October 27
to November 1, 2014. In the inauguration programme held today, a pledge
on Vigilance Awareness in the company was administered by P Dwarakanath,

Continuing Professional Education (CPE) was also organized at Bangalore

of a Model e-Procurement System.' Besides these, many other collective-participation
programmes like competitions in Essay Writing, Slogan Writing, Poster
painting etc., are also been chalked out company-wide to bring due awareness
on Vigilance.

(FAA) directed the PIO to furnish relevant documents after duly
suppressing the identity of complaint(s)/official(s). The Public
Information Officer (PIO) filed an appeal against the FAA order.
The Central Information Commission (CIC) observed that the Agreed
List is admittedly a confidential information, rather a critically
confidential information, held by the public authority in its
role as a third party within the provisions of Section 124 of
the Indian Evidence Act. The CIC held that confidentiality of
the Agreed List is critical for the success of the management
decisions about key assignments to its employees, lest for want
of reflection on the background, character and conduct of specific
officers, management hands over sensitive assignments into undeserving
hands whose actions may be injurious both to the public authority
as well as to the public interest. The CIC upheld the denial of
information by the PIO.
Comments
In the case of Sudesh Kumar v. Customs & Central Excise in
Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed
List" are not disclosable. After a person's name has been
deleted from the agreed list, there would be little ground to
deny information to the concerned person.
