Orders for appointment of three MP High Court
Judges in couple of days
The President who is back from Kolkata is expected to clear the appointment
of three new High Court Judges in a couple of days. They are Madhya
Pradesh Law Secretary - C V Sirpurkar, DJ - Mandsaur R K Mahajan and
leading lawyer of Indore Vandana Kasrekar.

Pawan Kumar Agarwal is also Joint Secretary,
Skill Development
Pawan Kumar Agarwal has been assigned an additional charge of Joint
Secretary, Department of Skill Development & Entrepreneurship for
a period of three months. He is a 1985 batch IAS officer of West Bengal
cadre.
12 IRS-IT officers locally shifted
As many as 12 Indian Revenue Service officers of Income Tax cadre have
locally been shifted at Additional/Joint Commissioner level. Accordingly,
Chandra Shekhar Angolkar, Hitendra Ninawe and Amitava Bhattacharya have
been shifted to CCA, Nagpur while Rajeev Benjwal and Anjala Sahu were
transferred to CCA, Andhra Pradesh & Telangana and Gaurav Dudeja
was appointed to CCA, Delhi. Besides, Chandrajit Singh has been posted
to CCA, Mumbai; K Haritha to PCCIT (IT & TP), Bangalore; S Chennugari
Reddy to PCCIT (IT & TP), Mumbai; Shalini Verma to PDGIT (HRD),
Delhi; C V Pavan Kumar to PDGIT (IT & TP), Chennai and Ritu Singh
Sharma has been shifted to PDGIT(Vigilance), Delhi.
Ms Bandana Preyashi relieved to join as PS
to Ravi Shankar Prasad
The Government of Bihar has relieved Ms Bandana Preyashi of cadre responsibility
enabling her to join as Private Secretary to Ravi Shankar Prasad, Minister
for Communications & IT and Law and Justice. She is a 2003 batch
IAS officer of Bihar cadre.
CBDT invites nominations for Secretary/Additional
Secretary level post
Central Board of Direct Taxes(CBDT) has invited nominations for the
post of Secretary and Additional Secretary level. The nominations should
reach the CBDT before October 9,2014.

Services of 7 officers belonging to Indian Administrative Service (IAS)
have been affected with their transferred and postings in Uttar Pradesh
cadre. Accordingly, Devashish Panda has been relieved of Agriculture
department while Rajnish Dubey, Deepak Trivedi and Govind Raju have
been put on waiting for further postings and Kishan Singh Atoriya was
made Principal Secretary, PWD and Excise. Besides, Suresh Chanra has
been appointed as Principal Secretary, Revenue and S P Mishra is District
Magistrate, Mainpuri.

to the Central Vigilance Commission (CVC) for its clearance.

Multi-sectoral approach needed
The first twenty eight days of life are the most vulnerable period
for newborns. Even with neonatal mortality declining by half since 1990
globally, it is worth addressing the basics. Emphasis must be on providing
care for the mother and the child around the time of birth. Maternal
care, specifically labour and delivery care (responsible for a quarter
of deaths globally) and other high-impact interventions on the day of
the birth can significantly reduce neonatal mortality. Yet, less than
a tenth of mothers who see skilled providers receive eight key interventions.
Neonatal mortality is twice the rate for mothers with no education as
compared to mothers with secondary and higher education, with neonates
born to the youngest and oldest mothers being the most vulnerable.
Morbidity in neonates and mothers, can be reduced by improving nutrition,
sanitation and hygiene, most importantly for the crucial thousand days
from conception. Pneumonia, diarrhoea and malaria remain the major killers.
A multi-sectoral approach is needed, indicators are known, common metrics
are called for and targets are within reach. Prevention counts on the
basics. Throw out inefficient people. Time to get to work in the 5 years
ahead to sustain NDA govt and come back to power in 2019.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
