Ministries can make appointments without CVC clearance!
The new guidelines issued by the Department of Personnel and Training
(DoPT), has allowed the Ministries to appoint selected candidates for
the posts at Board level in Central Public Enterprises (CPEs) in case
Central Vigilance Commission (CVC) did not gave clearance nor did deny
within two months. They (Ministries) can proceed with the appointment
process without waiting any further.

Central Vigilance Commission (CVC) has been asked to complete the vigilance
clearance process within two months from the date of receipt of the
vigilance profile of the candidates selected for the appointments on
board of Public Sector Undertakings (PSUs).

Why Secretary Security post in Cab Sectt vacant for a year?
A number of posts mandated for national security issues and encadred
for IPS officers have been lying vacant for reasons unkown. One such
coveted post encadred for IPS is Secretary Security, Cabinet Secretariat
which has been lying vacant since November 2013.

Anumula Gitesh Sarma, presently High Commissioner of India to the Republic

Out of 31 ADG posts with RPF, only four to go to IPS
Whispers in the corridors of power have it that now Railway Protection
Force would have only four ADG posts for IPS officers. Earlier 50 percent
post of ADG was RPF cadre and 50 percent for IPS cadres. The file, proposing
the same, has been sent to Cabinet for ratification. All it has sparked
off the buzz that it would pave way for officers of CPMF cadres to claim
for a fair-share of top posts.
Four takers for IG rank post vacant with CISF
After Swaraj Bir Singh completed his tenure under central and moved
on six months leave, an IG rank post has fallen vacant with CISF. Interestingly,
four internal names are in the cue; Tosh Kr Mishra (IG, CISF in Bokaro),

The delay in Central Vigilance Commission's clearance has queered the
pitch of D Sundarasekaran, GM, MFL, for becoming Director (Technical),
Madras Fertilizers Limited (MFL). Interestingly, Sundarasekaran was
selected by PESB on January 28, 2014 for this post, but he has not been
given CVC clearance so far. The delay has deprived him of being Director
as he is retiring in November this year.

IPS officer of Odisha cadre, has now a clean road ahead for any posting
or promotion. High Court orders comes as a relief to Mishra as the Centre

Problems of staff on deputation
Through "Whisper", we want to solve the zbasis in Airports
Economic Regulatory Authority of India under Ministry of Civil Aviation.
Senior officers of Ministry of Civil Aviation should have to check organization.
Use of abusive language, torture, misbehaviour with deputation staff
by AAI staff is increasing day by day. Senior officers don't listen
to the problems of deputation staff and always take side of AAI staff
on loan basis in AERA.

Already India is having unemployment problem. They should not increase
the retirement age now. If they are really scientist, they can get some
post in private universities and can do work or they can get emeritus
scientist from UGC/ cSIR and do the science.

Bringing change in the functional efficiency
I completely agree with what has been said. Since, the facts have been
highlighted by former bureaucrat himself, it adds a sense of trust to
the readers. Further, it is high time that the selfish and pliant babus
with malafide intent (quid-pro-quo) be kept at bay and lateral entry
of eminent and outstanding persons, of course with proven integrity,
from private sector as well, with domain knowledge be inducted into
govt / PSU/ financial institutions. This would certainly bring change
in the functional efficiency of the institutions besides checking the
institutionalized corruption at all levels owing to active connivance
of bureaucracy and politicians. However, this should also be extended
to important Ministries / Departments of the Govt where domain expertise
is of paramount importance.

Addition and deletion of names in the agreed list
Applicant sought information as to how his name was put on the
agreed list and how was it removed. The First Appellate Authority
(FAA) directed the PIO to furnish relevant documents after duly
suppressing the identity of complaint(s)/official(s). The Public
Information Officer (PIO) filed an appeal against the FAA order.
The Central Information Commission (CIC) observed that the Agreed
List is admittedly a confidential information, rather a critically
confidential information, held by the public authority in its
role as a third party within the provisions of Section 124 of
the Indian Evidence Act. The CIC held that confidentiality of
the Agreed List is critical for the success of the management
decisions about key assignments to its employees, lest for want
of reflection on the background, character and conduct of specific
officers, management hands over sensitive assignments into undeserving
hands whose actions may be injurious both to the public authority
as well as to the public interest. The CIC upheld the denial of
information by the PIO.
Comments
In the case of Sudesh Kumar v. Customs & Central Excise in
Appeal No.CIC/AT/A/2007/00229, the CIC had ruled that "Agreed
List" are not disclosable. After a person's name has been
deleted from the agreed list, there would be little ground to
deny information to the concerned person.
