Swachh Bharat Abhiyan' launched in JNPT (UPDATED)
In response to the Nation's call by Prime Minister of India, followed by the communication from the Ministry of Shipping, JNPT has launched the "Swachh BharatAbhiyan" at the Port. The Abhiyan was formally inaugurated by JNPT Chairman, N NKumar, IRS in the presence of the Deputy Chairman, Neeraj Bansal, IRS; the Chief Vigilance Officer, Sushovan Banerjee, IPS; the Heads of Departments and other officials of JNPT. Speaking on the occasion, the Chairman stressed the need to make cleanliness as an integral part of our life and said that it is JNPT's responsibility to sensitize the community in the vicinity of the Port to become a part of this noble mission. The Abhiyan started with the Chairman administering a pledge to the Port Trust officials, after which a cleanliness drive was undertaken at various locations in the Port. Groups were formed to undertake cleanliness of the various locations like the Port Township, Port Users' Bldg. (PUB), Training Centre, Guest House, Bulk Terminal Area, Main Container Berth Area, ICD Office Area, Shift Office, Port Operations Centre Building, Administration Building, JNPT Hospital,etc. Each group was headed by an HOD. The officials present participated in the drive by sweeping the respective area of litters and waste materials. The two JNPT Schools, viz. Indian Education Society's JNP Vidyalaya and St. Mary's JNP School, equally participated in this Abhiyan, with the School Principals undertaking this responsibility along with the teaching / non-teaching staff and the students.

Governance - On an even keel

For decades, development policies have been well thought out, economically sound and well intentioned. Among other factors, the shortcoming has been reported as a bureaucratic implementation gap. Though much is taken, much abides. Delivery had been through systems that were self-perpetuating and not outcome driven. Allocations led to marginal execution. There was never a pressing need to follow-up.

Ineffective execution, facilitated by red tape, ensured deniability. Change was overdue, not from need but sunlight. Indians are watching, and they have a voice. Some look on with skepticism but hope has returned.

Impersonal monitoring and talkback media will keep everyone on their toes. Keeping electronic monitoring at bay by delaying its approval is no longer possible.

International diplomacy is back in focus. The tone has changed too. It is now clearer, what can India give its neighbours and the world? Not only moral overtures but practical participation would be welcomed and well received.

More of the same, with renewed zeal? A case of, the more things change the more they remain the same? The world is adopting a more cautious, wait and watch approach.

PM'S US visit


All kudos to our PM for his US visit where he excelled one and all of his predecessors, except in UNGA where he perhaps fell short of respected Shri Atal ji.Even his body language did not reflect his usual apart from content and choosing Hindi.It could have been English, since understood by most, who matter, in UN. It was 'KHEM CHO' that caught the eye & attention and translation simply loses the grit.He could have remembered of senior Narendra, (Swami Vivekanand)for just a minute to start with. PM does mentions of clear mandate, after thirty years and he said so even in the US. He is modest in forgetting that earlier clear mandate ,ie;of 1984, was more due to emotive and thus natural forces from the great tragedy as against the tidal created by him in 2014.

Will Modi exercise control on the erring provocative organisations ?

I have been following your website since three months, here in USA. And also closely watching the developments in Indian community here in USA and as well the changing dynamics in the far motherland.

Doubtless, Narendra Modi has made tremendous transformation in the bureaucracy and the functioning.

But will he exercise regulation and control on the erring provocative organisations which are supposed to have brought him on chair. wait and watch and see . So as, all we , here are doing.

We think Modi has to take a view on this.

"Minimum Government :maximum Governance"

Modi's attempt at "Minimum Government :maximum Governance" will be meaningful if cadre reviews of all organised services are undertaken in terms of whether so many posts at higher level are really needed or not. It's a well known fact that cadre reviews are carried out to give promotions to aspiring bureaucrats. Just an example; Government must find out what is the expenditure in terms of pay, allowances, pension, gratuity etc of the employees of Income Tax department vis-a-vis the tax collected through their efforts, particularly after extensive computerisation and creation of CPC. I would rather suggest that the Modi Government rationalise the top posts by reducing them by 50 per cent.

I have retired as JE from CPWD after 40 years service. Here in the name cadre review, unlimited number of posts of ADGs, DDGs have been created to promote Engg Service officers by abolishing posts at the lowest rung. Our promotion prospects were killed.

The views are correct. Cadre review is a weapon of destruction of junior officials by the vested interests in the Railways.

All information about a government servant is private

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
