BEML bags Rs. 570 crore order from DMRC (UPDATED)
BEML LIMITED, the premier manufacturer of Metro Cars, has bagged a prestigious Order of Rs570 crore from Delhi Metro Rail Corporation for the supply of 70 Cars which are in addition to 92 Cars being manufactured for Delhi Metro. BEML has forayed into the manufacture and supply of hi-tech Metro Cars during 2002. Since then, BEML had made significant strides and emerged as the preferred destination of Metro Coach Manufacturer in the Country. BEML has so far supplied more than 700 Metro Cars to Delhi Metro, Bangalore Metro and Jaipur Metro. RTI Act being made in-effective


True, RTI Act is being made in-effective day to day. The writer has seek three RTIs in Ist week of September month 2014 already 40 days past. No reply has come. Out of three, two RTIs are for MoD and one for Rural Development. It directly indicate that the reply used to come within 20 days is not yet materialise in 40 days. It means RTI act is being diluted as also felt through media. This may be due to the fact that UPA Govt's corruption was revealed through RTI so NDA may be sidelining the RTI act slowly and cluelessly.

Many a times the information sought under RTI is to settle personal scores or to harass the Govt. servant and fall within the ambit of personal information. This decision of CIC will go a long way to protect the employees from such harassments.

Why publish bickering between IAS and other services ?


I feel it is a waste to publish the bickering between IAS and other services with regards to their efficiency and superiority. Lakhs of people write the civil service examination and a few only get selected purely based on this examination and interview. Those who top get into IFS and IAS. If this gradation is not accepted, the sanctity of the examination itself is questionable. There are many among the failed candidates as well as many who did not write the examination who can be better than those who made the grade. Question can be asked why we could not select people from other walks of life like MBAs, engineers, ex-army officers etc for central services.

All information about a government servant is private

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
