Story of living ICS officers
Mr. V. M. M. Nair, ICS (Bihar and Orissa, 1942) celebrated his 95th
birthday on October 8th 2014. A resident of New Delhi, Mr. Nair holds
MA degrees from the Universities of Madras, Cambridge and Oxford and
is a Barrister. Mr. Nair was a pre-independence recruit to the Indian
Political Service and then was absorbed into the IFS. For twenty years,
he headed Indian Missions overseas with the rank of Commissioner, High
Commissioner and Ambassador in countries such as Malaya, Singapore,
Cambodia, Tunisia, Morocco, Norway, Poland and Spain.
Mr. Nair is not the oldest ICS officer alive. That distinction belongs
to Mr. V. K. Rao, ICS (Bengal, 1937, then Madras and later Andhra Pradesh),
who is just over 100 and lives in Hyderabad. Mr. Rao is a Wrangler and
holds a first class mathematics degree from Cambridge University. He
is a former Chief Secretary to the Government of Andhra Pradesh, and
also held the position of Principal Secretary to the President of India,
the only person to hold that post specially created for him.
Professor Sumit Majumdar, of the University of Texas at Dallas, who
is writing a comprehensive microhistory of the Indian members of the
Indian Civil Service met with Mr. Rao very recently and found him to
be sharp, possessing an astoundingly clear memory of minute details
of peoples, places and events of a historical as well as a contemporary
nature, completely balanced in his outlook and to be the ultimate role
model for all the civil servants of India.

have full details of his meeting with Mr. Rao, including a recent picture
of Mr. Rao, as well as snippets collected over the last 25+ years about
the ICS and especially about its Indian members.

NBCC launches Swachha Bharat Abhiyan (UPDATED)

PM and IRS officers
PM saw very correctly IRS officers are getting this HAG grade of Principal
Commissioners much later than equivalent Additional DG in police and
Principal Secretary to the State Government. It is not these officers
of IRS will become eligible for additional Secretary earlier than IAS.
IAS is already for five years ahead. IRS officers are actually lagging
behind IAS, IPS and IA&AS and others services in prospects of promotions.
1985 batch IRS will get grade of Rs 67000-79000 HAG grade only no whereas
IAS, IPS officers of 1989 and 1990 batches have already got this in
their respective States in January 2014.
An IRS officer
Each Ministry be offered a residential complex for officers
Ideally, each Ministry should be offered one residential complex for
housing its officers. This will allow the GoI to run ferry bus services
to and from the complex and the office. This will reduce the money spent
on commuting, requirement of enhanced parking space, delays in attending
the office, pollution etc. This service could be provided to officers
and officials upto the ranks of Deputy Secretary. Director and above
could be provided home pick up and drop service at GoI expenses. The
reason is very simple, Director and above in other organsations of GOI
and state governments are provided with official vehicles. This will
only enthuse good officers to come on central deputations. Schooling
and medical attention are major concern. These two may be addressed
on the basis of location of accommodation provided to the officials
of the concerned Ministry. The disparities of perquisites between Delhi
and State postings too need to be addressed. While GOI posting is seen
as professionally more desirable, the perquisites are becoming poorer
and poorer when compared to State Governments.

" Abrasive Bosses and Subservient Subordinates "
Browbeating in bureaucracy -private and government- is endemic . Civil
servants' memoirs are a rich source of bosses' incivility to subordinates.
It is now time for all the aggrieved to unite and catch the bulls by
the horns.
An unrestrained boss, the psychologists say, betrays false ego, diffidence
and incapacity to handle higher responsibilities. Instances of file
throwing, uttering swear words, insulting in full public view, are common
ploys. The private sector is not insulated. Fixing impossible targets,
threats of negative ratings for failure to realize them , cause stress.
Female employees are particularly vulnerable.
A sense of despondency and hopelessness in subordinates impacts their
performance negatively. The employers ultimately are losers in the bargain.
There is no regulatory mechanism in place to tame the bullying bosses
? Introducing 360 degree appraisal , that is, annual appraisal of bosses
by peers and subordinates , is one way to reign in bosses.
"Sensitization to subordinates" is as important as "Gender
sensitization".
All bosses have been obedient subordinates to their bosses without
fail. Why should they now fall victim to "Saas bhi Kabhi bahu thi
" syndrome? Bosses are not always right.

Quite disturbing
A news in the Indian Express that a senior Officer of Mechanical Engineering
Service of the Railways has been punished for not supplying toilet paper
to the residence of Railway Board Chairman from the official store is
quite disturbing. The Chairman has denied the allegation.The fact remains
however that the officer has been removed from his post of Senior DME
and sent on training as also has been given a letter for non-performance.Training
is not punishment says the chairman.True but in Railways and maybe elsewhere
too officers are sent on some training programmes relevant or irrelevant
to them when they are not wanted in their posts.And when an officer
reports back after training he/she is made to hang on or sent to an
inconvenient post.I recently came across the case of an upright,hardworking
and exceptionally competent officer who went on training to IIPA for
38-week APPPA programme last year.After the end of his training he reported
back to Railway Board."I have no post for you in Delhi"Go
out or take leave',he was told by the Member concerned with his service.As
the officer'wife is posted in Delhi and he has his only child in a crucial
class the officer had no option but to take leave.He has been on leave
since April with all consequent problems.So sending someone on training
,specially when not relevant to the nature of the job is indeed punishment
since the officer is not sure he would get his posting in Delhi or shunted
out.As far as the remarks of the Chairman that it would not have been
considered punishment by the officer if the training was in Newyork,only
that officer would have been sent to Newyork who would have supplied
the toilet paper.Senior Railway officers do suffer from a feudal mentality
and it is high time they come down to earth.

As a bureaucrat . these days when I look back ,1) the Congress was
elected and PM Manmohan was given mandate to run the country but he
gave the baton to irresponsible unaccountable UPA's National advisory
council filled with NGO and socialites and abandoned confused officers.
2) The people elected BJP and gave the mandate to Modi to run the country.
But it appears that he too has given the baton to RSS which is again
an unaccountable , irresponsible body with rigid and dogmatic ideas.
I think both PM 's have made their strategic initial failure plan effectively.
Dear Sir, we expect you and only you to run the country so we have elected
you. Please do that...

Question is of dignity
God has not made two individuals as of one kind. One is bound to differ
from the other because his different state of mental level and mentality.
Since coming into existence human beings have been of contradictory
nature. They have always been under conflict. This is the reason why
so may wars were fought. I had been on a training to an Institute in
London organized by GoI. One lecture we had from a female psychologist
of London police. After the lecture in an informal chat with the lady
psychologist, I asked her whether she was satisfied in her organization.
Her reply was 'a lot of politics' politics. My point is simple that
we can never have an 'idealistic state of government' in the country.
Flaws are going to be here & there and they exist world over. The
question is of only dignity. In London the Staff Car Driver use to address
his officer in first name. In feudalistic/brahmanical country like ours
we have to chage this first. There is nothing wrong in standing in the
que or by travelling bus by even a Secretary or a Minister. Then only
Ram Rajya will come.

is misused of funds.
Govt. / Private vehicles are used by these officers themselves and
for their families' pvt works. Casual / Contractual staff are posted
in their homes but salaries paid by Govt. departments. Why they are

All the needs are fulfilled from allocated fund from Govt. First Senior
Officers stop these type of corruptions.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
